Formerly a commanding officer in the Army, Mr. Khanh served in local government for many years, holding positions such as Vice Chairman and Chairman of the People's Council of Ngo Thi Nham ward, Head of the Party Committee's Inspection Committee, and Chairman of the Veterans Association of Ngo Thi Nham ward (formerly). In 2017, he retired from his position in the ward and was elected as Secretary of the Party Branch of Residential Area No. 7 in Ngo Thi Nham ward. In March 2020, after the administrative boundary adjustment, Hanoi City merged a portion of Ngo Thi Nham ward's natural area and population into Pham Dinh Ho ward, and Mr. Khanh was again elected as Secretary of the Party Branch and Head of Residential Group No. 9 in Pham Dinh Ho ward.

For many years, the residents of residential area No. 9 in Pham Dinh Ho ward have been familiar with the image of the neighborhood leader "going from street to street, knocking on every door" to disseminate the Party's guidelines and the State's policies and laws. In particular, with his extensive experience, Mr. Khanh quickly grasps and disseminates new legal regulations, incorporating them into the content of meetings and Party branch activities. Because he understands and firmly grasps the law, his way of speaking and disseminating information is very easy to understand, thus minimizing public grievances and complaints.

Implementing many effective methods in propaganda work, Mr. Khanh actively applied information technology to his work, establishing 5 Zalo groups with over 500 participants, providing quick and timely information on policies, security and order, environmental protection, fire prevention and control, and emerging issues in the area so that residents in residential group No. 9 can stay informed, thereby creating consensus when implementing tasks. Mr. Khanh shared that in implementing tasks, it is always necessary to proactively combine flexible measures, avoid rigidity and formality, and be persistent in propaganda and mobilization work, promoting the exemplary role of each Party member in the residential group.

Thanks to his skillful community mobilization, the residents of residential group No. 9 are always united, working together to develop the economy , ensure security and order, and maintain a green, clean, and beautiful environment. In 2024, Mr. Khanh demonstrated creativity in his work, advising and proposing the organization of the People's Representatives Conference for inter-residential groups, which was successfully implemented and received high praise from the Party Committee and People's Committee of Pham Dinh Ho Ward. This idea had been nurtured by Mr. Khanh for a long time, with the desire to strengthen support between residential groups, discuss and share experiences, overcome shortcomings and limitations in their work, and contribute to building national unity.

Despite his advanced age and numerous responsibilities within the community, Mr. Khanh always believes in continuing to contribute and do even better, because Party members do not stop at retirement age. He always wishes to contribute his efforts to the common good of the locality, especially focusing on nurturing younger generations of Party members, sharing his "life experiences" from his studies and work so that each cadre and Party member always upholds a sense of responsibility, sets a good example, and takes the lead in their work.

For his positive contributions to the local community, in May 2024, Mr. Tran Tuan Khanh was honored to receive a Certificate of Commendation from the Hai Ba Trung District Party Committee recognizing his outstanding achievements in studying and following the ideology, ethics, and style of Ho Chi Minh .
