Comrades Le Van Dung - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Thi Thu Lan - Head of the Provincial Party Committee's Propaganda Department; and Huynh Thi Thuy Dung - Head of the Provincial Party Committee's Mass Mobilization Department attended.
At a seminar commemorating the 134th anniversary of President Ho Chi Minh's birth (May 19, 1890 - May 19, 2024), Mr. Thai Binh, Secretary of the Party Committee of the Provincial Agencies Bloc, shared that over the past three years, the implementation of Conclusion No. 01 dated May 18, 2021, of the Politburo on continuing to promote the study and emulation of Ho Chi Minh's thought, morality, and style, combined with strengthening Party building and rectification within the entire Party Committee of the Bloc, has achieved many important and practical results, creating positive changes and having a widespread impact.
From the movement to study and follow President Ho Chi Minh's teachings, many exemplary collective and individual role models have emerged, inspiring feelings, motivation, a sense of responsibility, and efforts to achieve the goals and targets of each agency and unit, and contributing to the development of Quang Nam .
However, there are still some officials, Party members, and civil servants who show signs of avoiding and shirking responsibility in performing their duties. This situation delays and hinders public service activities, erodes and diminishes the trust of the people and businesses in state agencies; and especially affects the achievement of the province's socio-economic development goals.
During the discussion at the seminar, representatives from Party committees and branches under the Provincial Party Committee of State Agencies frankly acknowledged and assessed the current situation, specifically identifying instances of avoidance, shirking responsibility, fear of taking on tasks, reluctance to act, and unwillingness to offer advice among cadres and Party members.
The delegates also proposed many solutions, focusing on political and ideological education; emphasizing the responsibility of leaders and setting an example in leading the implementation of the unit's political tasks. At the same time, they aimed to awaken and spread positive energy and responsibility, creating new motivation, especially the aspiration for development and contribution of each cadre, party member, civil servant, and public employee.
Speaking at the seminar, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung informed representatives of Party committees, agencies, and units under the Party Committee of the Bloc about the general situation of the country and of Quang Nam in recent times. He also analyzed the harmful effects of the "avoidance, shirking responsibility, and fear of being assigned tasks" among a segment of cadres and Party members, which have negatively impacted the overall development of the province and affected the ideology of cadres, Party members, and the people.
This situation also slows down work and hinders socio-economic development. Based on the province's experience, if we do not wake up, correct, and overcome this situation, cadres and Party members will become alienated from the people; Quang Nam's economy, facing difficulties, will fall into recession…”.

To address the issues of "avoiding responsibility, shirking responsibility," as identified at the seminar, the Standing Deputy Secretary of the Provincial Party Committee, Le Van Dung, requested that Party committees, agencies, and units under the Party Committee of the Bloc focus on effectively carrying out propaganda and mobilization work to ensure that cadres and Party members correctly understand their responsibilities and combat the decline in political ideology, morality, and lifestyle among cadres and Party members.
Strengthen inspection, supervision, and auditing to correct and prevent minor violations from escalating into major ones. Improve personnel management; specifically, focus on planning, training, and providing appropriate policies and incentives to motivate staff. Simultaneously, effectively promote exemplary behavior and protect cadres who are proactive, innovative, and work for the common good.
“The Party Committee of the Bloc will continue to focus on doing a good job in building and rectifying the Party to ensure it is truly clean and strong. Strict discipline is essential in Party building; Party meetings and committee meetings must be systematic, serious, and incisive; and these must be linked to inspection, timely correction, and strict handling of violations,” Deputy Secretary of the Provincial Party Committee Le Van Dung noted.

Earlier that day, the Standing Committee of the Party Committee of the Provincial Agencies Bloc held a ceremony to commend and reward 7 exemplary collectives and 26 exemplary individuals for their outstanding achievements in studying and following the ideology, ethics, and style of Ho Chi Minh during the period 2021-2023.
