By May 30th, if any project owner fails to achieve the planned disbursement rate of public investment capital, the Quang Ngai Provincial People's Committee will submit a request to the competent authority for consideration and replacement of the project owner's leadership.

On March 19th, the Quang Ngai Provincial People's Committee issued a notice concluding its review of responsibilities related to the disbursement of public investment funds. The Chairman of the Provincial People's Committee requested that project owners demonstrate high determination and great effort, eliminating any hesitation, fear of making mistakes, shirking responsibility, or fear of accountability in order to accelerate disbursement.
Low disbursement rates are partly due to investors being hesitant and afraid of making mistakes.
Accordingly, in 2024, the total public investment capital plan allocated to Quang Ngai province was 6,903 billion VND. As of January 31st, disbursement had only reached 57.41% of the planned capital.
With this result, Quang Ngai is one of the localities with the lowest disbursement rates in the country.
Despite the Quang Ngai Provincial People's Committee continuously providing detailed and specific directives; proactively and flexibly adjusting funding and plans; and establishing three working groups headed by provincial leaders to monitor and accelerate disbursement progress, the results remain unprecedentedly low.
Besides objective reasons such as: changes in key leadership personnel (the position of Chairman of the Provincial People's Committee will be vacant from March to August 2024); difficulties in land compensation and clearance due to legal adjustments…
Mr. Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai province, pointed out subjective reasons affecting disbursement results, such as: the management and operational capacity of some investors is still weak and not commensurate with the responsibilities assigned; the coordination between investors and related entities is not close, still slow, and not very effective, especially in compensation and land clearance work.
Some localities, units, and investors have not shown genuine determination and effort, lacking decisiveness, and still harboring a hesitant, fearful-of-making-mistakes, and aversion to responsibility, thus failing to boldly address obstacles in project implementation and support disbursement efforts.

Replace personnel whose skills are not up to par with the assigned tasks.
Due to the extremely low disbursement rate, the People's Committee of Quang Ngai province severely criticized the project owners for failing to fulfill their tasks. They demanded that the project owners seriously review their performance, learn from their mistakes, and acknowledge the shortcomings and weaknesses of the collective and individuals, especially the responsibility of the head of the organization, in 2024.
At the same time, there is a commitment to finding specific solutions and measures to overcome limitations, shortcomings, and subjective causes in order to focus decisively on accelerating the disbursement of public investment capital plan for 2025 according to the province's disbursement targets.

"In the event of continued delays and inefficiency in the management and implementation of the project and the disbursement of planned capital (if the disbursement rate does not meet the plan issued by the Provincial People's Committee by May 30th), the Quang Ngai Provincial People's Committee will submit a proposal to the competent authority to consider replacing the heads of the project owners, so as not to affect the disbursement tasks assigned by the Prime Minister ," the document stated.
