On the afternoon of January 23rd, the 14th National Congress of the Communist Party of Vietnam concluded successfully. In that joyful atmosphere, happiness, confidence, and enthusiasm spread widely from urban to rural areas, from the lowlands to the highlands, from the mainland to the islands. For the people of the whole country in general, and Quang Tri province in particular – a land that has endured many fierce challenges throughout history – the 14th Congress was not only a momentous political event, but also a spiritual anchor and a place to entrust hopes for a new stage of development.

That belief is not a vague expectation. It is forged from the practical experience of ongoing reforms, beginning with specific resolutions, concrete action programs, and especially from the way Party committees and authorities at all levels are urgently putting the Party's resolutions into practice.

From strong belief to concrete action.

Prior to the 14th National Congress of the Party, the first Quang Tri Provincial Party Congress, for the 2025-2030 term, was successfully held, opening a new path of development for the province after the merger. Immediately after the congress, the issue at hand was not slogans, but the speed of action, how to ensure that the resolutions quickly permeate every locality, every sector, and every specific task.

Practical experience at the grassroots level shows that this spirit is being realized. In Cam Lo commune – a newly established administrative unit operating under a two-tiered local government model – stabilizing the organization, streamlining the apparatus, and maintaining smooth operations to serve the people are prioritized. After six months, the system has become well-established; nearly 4,000 administrative dossiers have been received, 100% have been digitized, 95% have been resolved on time or ahead of schedule, and there are no overdue dossiers. These figures not only reflect the effectiveness of management but also demonstrate a very concrete spirit of innovation: putting the people at the center of service.

However, innovation does not shy away from difficulties. The large workload, the lack of a synchronized system of guiding documents, the need for staff to adapt to new positions after the merger, and the uneven professional capabilities are all "bottlenecks" that have been frankly acknowledged. Significantly, from this practical experience, localities have proactively proposed solutions, without waiting or avoiding them.

According to Mr. Do Van Binh, Secretary of the Party Committee of Cam Lo commune, for the resolution to be implemented effectively, two key areas need to be prioritized: improving the quality of cadre work and popularizing digital transformation. Cadre evaluation should not be based solely on general comments, but on specific criteria linked to job positions, work outputs, and public satisfaction; gradually applying KPIs to ensure transparency and fairness. Furthermore, digital transformation is recognized not as a mere trend, but as an indispensable management tool in the context of a large geographical area, a growing population, and increasingly high service demands.

“Previously, processing land documents required going to the district office, waiting for many days, and dealing with numerous paper-based procedures. Now, the commune handles most of these processes digitally, with clear guidance from officials, making us feel more secure,” shared Mr. Nguyen Van Hoan, a resident of Cam Lo commune. These small but practical changes have contributed to increased satisfaction and strengthened the people's trust in the new government apparatus.

The spirit of putting resolutions into practice is also clearly demonstrated in specific areas. In the Con Co Special Economic Zone – a frontier island in the middle of the ocean – the local Party committee has determined that economic development must always go hand in hand with protecting sovereignty . The model of "Green Economy – Maritime Logistics – Ecotourism – National Defense" is not only a long-term orientation, but has also been concretized through action programs, island development projects, and the reorganization of the staff towards "excelling in one area and knowing many," in accordance with the unique characteristics of the special economic zone.

In the field of education and training, identified as a top national priority, the congress resolution is being transformed into an action program with clear goals and solutions. Despite facing many difficulties such as a shortage of over 350 teaching staff, limited infrastructure in remote areas, and uneven digital infrastructure, the Quang Tri Provincial Department of Education and Training has proactively proposed specific mechanisms, prioritized investment in boarding schools in border regions, developed digital infrastructure, and spread the "Digital Literacy Movement"—an approach very much in line with the spirit of comprehensive reform set forth by the 14th National Congress.

According to Ms. Le Thi Huong, Director of the Department of Education and Training of Quang Tri province, in the context of many shortcomings, the implementation of the resolution cannot wait for ideal conditions to be met. “The department's view is to work in parallel, addressing difficulties in human resources and infrastructure while promoting digital transformation, especially in border and disadvantaged areas. The 'Digital Literacy Movement' is not just a movement, but a way to ensure everyone has the opportunity to access knowledge in this new era,” Ms. Huong emphasized.

Place your full trust in innovation.

From the afternoon of January 23rd, when the 14th National Congress of the Party successfully concluded, a new chapter began.

In Quang Tri province – once known as the "land of fire" – today's belief is no longer about overcoming hardship, but about proactiveness, collaboration, and genuine innovation. The people expect a Party that is not only correct in its policies but also strong in its actions; a government that not only speaks well but also acts quickly and effectively; and a period of development where every resolution, upon issuance, is promptly concretized into actions, results, and noticeable changes in daily life.

Placing their complete trust in reform, the people of Quang Tri express a simple yet profound wish: that all major policies of the Party and the State be implemented thoroughly, for the people and for the sustainable development of their homeland and country.

Mr. Hoang Nam, Permanent Vice Chairman of the Quang Tri Provincial People's Committee, shared that the people's trust in this "land of fire" today stems not only from promises but also from concrete results. In 2025, despite many difficulties, Quang Tri still achieved an 8% GRDP growth rate, completing and exceeding 17 out of 17 key targets; the investment environment continued to improve; hundreds of projects were approved with significantly increased total capital; and the cultural, social, welfare, national defense, and security sectors were maintained. These seemingly dry figures are, in reality, being felt by the people through greater convenience in handling procedures, peace of mind in their lives, and greater confidence in the future.

Along with significant improvements in organizational structure and service quality at the grassroots level, Quang Tri is focusing resources on large-scale key projects to create an economic breakthrough. A series of strategic infrastructure projects are being implemented, most notably Quang Tri Airport, My Thuy deep-water seaport, the coastal road system connecting the East-West economic corridor, the North-South expressways, and the planned formation of the Lao Bao – Densavan Free Trade Zone. These projects not only expand development space but also lay an important foundation for logistics, industry, border trade, and tourism – sectors identified as new growth drivers for the province in the coming period.

According to statistics, the province currently has more than 28 key projects underway with a total investment of over 97,720 billion VND. These figures represent not only the scale of investment but also vivid evidence of the determination to transform resolutions into concrete projects, to turn geographical advantages into competitive advantages, and to gradually transform Quang Tri into a new growth hub in the Central region.

In particular, just six months after the merger, the province completed the reorganization of 78 commune-level administrative units, ensuring the smooth and uninterrupted operation of the two-tiered government system in handling administrative procedures for citizens and businesses. These results show that the resolution is not just on paper, but is gradually becoming a reality in every project, every public service, and every concrete change in social life.

“Entering 2026 – the first year of implementing the Resolution of the 1st Provincial Party Congress and the 5-year socio-economic development plan 2026-2030 – Quang Tri aims for a growth rate of 10% or more. This is a major challenge, but also a test of our governance capacity, our innovative spirit, and the partnership between the government and the people and businesses,” emphasized Mr. Hoang Nam, Standing Vice Chairman of the Quang Tri Provincial People's Committee.
