Meaningful gift
As of May 15, 2025, localities in the province have started construction of 1,420/2,101 houses; of which 732 have been completed, reaching a rate of 34.8%. Since March 5, 2025, at the Thanh Phu District Party Committee hall, the Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses (Steering Committee) has held a groundbreaking ceremony for the construction of phase 1 houses in the province in 2025. Up to now, the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" has spread widely.
Responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", the Ministry of National Defense has supported the province with 6 billion VND to build new houses for 100 households in difficult circumstances with temporary, damaged, degraded houses that do not provide shelter from the rain and sun. Major General Nguyen Minh Trieu - Member of the Standing Committee of the Party Committee, Deputy Commander of Military Region 9 said: "In recent years, the Central Military Commission and the Ministry of National Defense have paid great attention to social security work, actively participated in activities to repay gratitude, remember the source of water, the army joins hands for the poor, leaving no one behind... By handing over 100 "Great Unity" houses from the Ministry of National Defense's support fund, we hope that this support will create conditions for disadvantaged families to have a warm home, encourage their spirit of improvement and be a brilliant symbol of military-civilian solidarity".
In the excited atmosphere of receiving the decision to donate a house with a repair cost of 30 million VND, Ms. Huynh Thi Xe, residing in Hoa Hung hamlet, Hoa Loc commune, Mo Cay Bac district, was so happy that she couldn't sleep, expressing: "I am a poor person, the old house pillars are rotten, seeing the house like that makes me very sad, lying down and crying, because I know that I and my children and grandchildren cannot afford to repair the house. Now I am 80 years old, and the authorities at all levels care and support me to repair a solid house to protect me from the sun and rain, I am extremely moved".
Recently, in Phuoc My Trung town, Mo Cay Bac district, provincial leaders and leaders of Military Region 9 attended the handover ceremony of 100 houses supported by the Ministry of National Defense. As one of 50 households in Mo Cay Bac district receiving the house handover, Mr. Le Van Thanh, 68 years old, residing in Phuoc Trung quarter, Phuoc My Trung town, a thin and weak person due to illness, has a happy smile. Relatives and neighbors came to congratulate him on having a new house with an area of 36m2 , with a total cost of 92 million VND (supported by 60 million VND) to replace the dilapidated thatched house, only 20m2 . It is known that Mr. Le Van Thanh is a poor household in Phuoc My Trung town. He is a party member and participated in the Cambodian battlefield. At the house handover ceremony, delegates presented many gifts to encourage Mr. Le Van Thanh's spirit.
Statistics on demand for residential land
Mr. Le Van Doi, born in 1957, residing in Group 3, Binh Son Hamlet, Ngai Dang Commune, Mo Cay Nam District, sits in a wheelchair because he has had a stroke for more than a year. Mr. Doi and his wife are happy to receive 60 million VND in support to build a new house. “Mr. Doi is the son of martyr Le Van Su. We are happy because the house is being built. At this rate, the death anniversary of my father-in-law (martyr Le Van Su) will be held in the new house. The wood of the house is too old and rotten, just need to be removed and everything will fall apart. The commune came to record the need to change the land use purpose of 70m2 , with a cost of more than 8 million VND (deducted according to the regulations for households with meritorious services). I am happy because up to now, the land left by my grandparents has not been residential land,” said Ms. Ngo Thi Hong, Mr. Doi’s wife.
Ngai Dang commune is one of the four communes with the highest need for support in changing land use purposes in Mo Cay Nam district. According to the list of households with temporary houses, dilapidated houses that do not ensure land and need to change land use purposes, there are 8 households. Each household has a housing area of 50 - 70m2 , the total support need is 160 million VND. Vice Chairman of Ngai Dang Commune People's Committee Nguyen Van Doan said: "To properly implement the regulations on new residential land to build houses, the province has a policy to count the need for support in changing land use purposes for households whose temporary houses and dilapidated houses are removed. Ngai Dang commune has actively counted the need and reported it to the above. The government and people are very happy, because poor households and policy households are not able to do it, the support policy is very good".
Currently, Mo Cay Nam district has sent a report to the Department of Finance on supporting money for land use conversion for households with meritorious services, poor households, and near-poor households. Accordingly, the total number of households requesting support for money for land use conversion to build houses is 62; of which, there are 14 households with meritorious services to the revolution, 18 poor households, and 31 near-poor households. The total proposed support budget is 1.5 billion VND.
Previously, at the third meeting on April 1, 2025 of the Provincial Steering Committee, Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council Ho Thi Hoang Yen - Head of the Provincial Steering Committee concluded: "The Department of Finance shall preside over and coordinate with localities to continue allocating funds for the implementation of phase 2 and cases arising due to the addition of the list; preside over and coordinate with the Provincial Vietnam Fatherland Front Committee (the agency managing the Fund for the Poor), the Department of Home Affairs (the agency managing the Gratitude Fund) to advise the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for opinions on the proposal to support money for land use purpose conversion for households with meritorious services, poor households, and near-poor households".
“The province launched a 45-day and night movement, starting from May 15, 2025, to speed up the implementation of the program to eliminate temporary and dilapidated houses in the province. The province will promptly reward communes and districts that complete the program before other districts and communes... Before merging into the province, we still have a lot of work to do. Therefore, whatever we do, we must do it thoroughly.
