A meaningful gift

By May 15, 2025, localities throughout the province had started construction on 1,420 out of 2,101 houses; of which 732 had been completed, reaching a rate of 34.8%. Since March 5, 2025, at the Thạnh Phú District Party Committee hall, the Provincial Steering Committee for the Eradication of Temporary and Dilapidated Houses (the Steering Committee) held a groundbreaking ceremony for the first phase of housing construction in the province in 2025. To date, the emulation movement "The whole country joins hands to eradicate temporary and dilapidated houses" has spread widely.

Responding to the nationwide emulation movement "Joining hands to eliminate temporary and dilapidated houses in 2025," the Ministry of National Defense has provided the province with 6 billion VND to build new houses for 100 disadvantaged households whose homes are temporary, damaged, or dilapidated and do not provide adequate shelter. Major General Nguyen Minh Trieu - Member of the Standing Committee of the Party Committee, Deputy Commander of Military Region 9, said: "In recent years, the Central Military Commission and the Ministry of National Defense have paid great attention to social welfare work, actively participating in activities of gratitude and remembrance, the army joining hands for the poor, ensuring that no one is left behind... With the handover of 100 "Great Solidarity" houses funded by the Ministry of National Defense, we hope that this support will create conditions for disadvantaged families to have a warm home, encourage them to strive for a better life, and be a brilliant symbol of the solidarity between the military and the people."

Overjoyed at receiving the decision to be granted a house with a repair budget of 30 million VND, Mrs. Huynh Thi Xe, residing in Hoa Hung hamlet, Hoa Loc commune, Mo Cay Bac district, was so happy she couldn't sleep. She expressed: "I am poor, my old house's pillars were rotten, and seeing my house in that state made me very sad. I cried wherever I lay down because I knew that I and my children and grandchildren couldn't afford to repair it. Now that I am 80 years old, I am deeply moved to receive the attention and support from the authorities at all levels to repair my house so that it can be sturdy and provide shelter from the sun and rain."

Recently, in Phuoc My Trung town, Mo Cay Bac district, provincial leaders and leaders of Military Region 9 attended the handover ceremony of 100 houses supported by the Ministry of National Defense. As one of the 50 households in Mo Cay Bac district receiving a house, Mr. Le Van Thanh, 68 years old, residing in Phuoc Trung neighborhood, Phuoc My Trung town, a frail and sickly man, was able to smile happily. Relatives and neighbors came to congratulate him on his new house, measuring 36 square meters , with a total cost of 92 million VND (60 million VND was subsidized), replacing his dilapidated thatched house of only 20 square meters . It is known that Mr. Le Van Thanh is a disadvantaged household in Phuoc My Trung town. He is a Party member and a former soldier in the Cambodian battlefield. At the handover ceremony, delegates presented many gifts to encourage Mr. Le Van Thanh.

Statistics on the demand for land conversion

Mr. Le Van Doi, born in 1957, residing in Group 3, Binh Son Hamlet, Ngai Dang Commune, Mo Cay Nam District, is confined to a wheelchair due to a stroke he suffered over a year ago. Mr. and Mrs. Doi are delighted to receive 60 million VND in support to build a new house. “Mr. Doi is the son of martyr Le Van Su. We are happy that the house is under construction. According to this progress, the memorial service for my father-in-law (martyr Le Van Su) will be held in the new house. The wood in the old house was too old and rotten; it would fall apart if we just removed it. The commune came to record my need to change the land use purpose for 70 square meters , with a cost of over 8 million VND (after deductions according to regulations for households of war veterans). I am happy because, until now, the land inherited from my grandparents did not have residential land status,” shared Mrs. Ngo Thi Hong, Mr. Doi's wife.

Ngai Dang commune is one of the four communes with the highest need for land-use conversion support in Mo Cay Nam district. According to statistics, there are 8 households with temporary or dilapidated houses that do not meet land use requirements and need to convert their land use. Each household has a house area of ​​50-70m² , with a total support need of 160 million VND. Nguyen Van Doan, Vice Chairman of the People's Committee of Ngai Dang commune, said: “To ensure compliance with regulations allowing the construction of new houses on residential land, the province has initiated a plan to compile statistics on the need for land-use conversion support for households whose temporary or dilapidated houses have been replaced. Ngai Dang commune has diligently compiled this need and reported it to higher authorities. The government and people are very happy, because poor households and policy beneficiaries are unable to afford it, so this support plan is very good.”

Currently, Mo Cay Nam district has submitted a report to the Department of Finance regarding financial support for land use conversion for households of war veterans, poor households, and near-poor households. Accordingly, a total of 62 households have requested financial support for land use conversion to build houses; including 14 households of war veterans, 18 poor households, and 31 near-poor households. The total requested support is 1.5 billion VND.

Previously, at the third meeting of the Provincial Steering Committee on April 1, 2025, the Provincial Party Secretary - Chairman of the Provincial People's Council Ho Thi Hoang Yen - Head of the Provincial Steering Committee, concluded with the following: “The Department of Finance shall preside over and coordinate with localities to continue allocating funds for phase 2 and any cases arising from the addition of items to the list; preside over and coordinate with the Provincial Committee of the Vietnam Fatherland Front (the agency managing the Fund for the Poor), and the Department of Home Affairs (the agency managing the Gratitude Fund) to advise the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for approval the proposal to support the conversion of land use purposes for households of war veterans, poor households, and near-poor households.”

“The province is launching a 45-day campaign, starting from May 15, 2025, to accelerate the implementation of the program to eliminate temporary and dilapidated houses in the province. The province will promptly reward communes and districts that complete the program ahead of others... Before joining the province, we still have a lot of work to do. Therefore, whatever we do, we must do it decisively. We must focus intensely on working even on Saturdays and Sundays, day and night... to mobilize the entire political system to complete the task of eliminating temporary and dilapidated houses for the people.”
