This transformation is largely due to the great attention of the Party and the State, for which the Ma Lieng people will always cherish and be immensely grateful.

To develop socio -economic conditions and stabilize the lives of the Ma Lieng people, the Party Committee and the government of Tuyen Lam commune have built and renovated hundreds of houses, invested in roads, schools, clean water facilities, health stations, community centers, etc.

In 2025 alone, the People's Committee of the commune utilized various funding sources to build 45 new houses and renovate 4 houses for ethnic minority people with a total amount of nearly 4.3 billion VND; build roads and bridges to Chuoi village, roads to the production area of ​​Cao village, roads to Ca Xen village, and construct a branch school in Ca Xen village with an amount exceeding 10 billion VND.

Mr. Ho Binh, from Cao village, happily said: "Thanks to the attention of the Party and the State, the Ma Lieng villages now have roads leading right to them, their children can study in spacious schools, and healthcare for the people is being effectively provided."

In particular, policies supporting seedlings, livestock, and agricultural tools have helped people reduce labor, improve production efficiency and income, reduce poverty, and stabilize their lives.”

Village head Pham Thi Lam shared: “Since the officials brought us to the resettlement area and provided literacy classes, the villagers have been very happy. Thanks to learning the alphabet as taught by President Ho Chi Minh, many people have learned how to plan and do business, escaping poverty.”

Currently, Cao village has 56 households (53 of which are ethnic minorities) with over 200 inhabitants. To date, the village's road system has met the needs of transportation and production; 100% of the people have access to clean water and the national power grid. The village has one kindergarten, one primary school, and 223 hectares of agricultural land. In addition, the villagers also cultivate forests, corn, cassava, raise livestock, and work elsewhere, resulting in 11 households escaping poverty.

Thanks to the attention of the Party and the State, Chuoi village has seen positive changes in socio-economic development. The village has 68 households, of which 40 are ethnic minority households. The people of Chuoi village have planted tens of hectares of forest and are contracted to protect hundreds of hectares of natural forest.

Many households have also invested in planting fruit trees, peanuts, developing livestock farming, exploiting medicinal herbs, forest products, honey, and bamboo shoots for sale. Some households have also sent their children to work abroad, contributing to increased income and improved living standards. While before 2019 only 20% of households in the village had escaped poverty, this rate has now reached nearly 50%.

Mr. Cao Nhu Y, a resident of Chuoi village, shared: “Thanks to the support in terms of loans, crops, livestock, and agricultural tools, my family now enjoys a comfortable life. I and the people of Ma Lieng are always grateful to the Party and the State.” Previously, Mr. Y's family mainly relied on slash-and-burn agriculture and exploiting forest products.

After participating in training courses on animal husbandry, crop cultivation, and forest protection organized by the local authorities, he gradually changed his mindset and approach. In 2024, his family received support in the form of 6 bamboo rats. To date, the bamboo rat herd has grown to nearly 30 animals. In addition, he also raises buffalo and free-range chickens and actively participates in community forest protection, so his family earns over 70 million VND per year.

The village of Cà Xen has 57 households and over 200 inhabitants. The people here are mainly Mã Liềng people, belonging to the Chứt ethnic group. Before 2020, 100% of the households in the village were classified as poor. To help the people of Cà Xen village improve their lives, the local Party committee and government have implemented ethnic policies, caring for the lives and production of the people.

Ho Chi Thanh, Party Secretary of Ca Xen village, shared: “Over the past time, the locality has organized career guidance and job search programs for the people; supported the construction of livelihood models, provided plant and animal breeds, and built public works. Thanks to this, many people have gradually changed their mindset to escape poverty and build a more prosperous village.”

Tuyen Lam commune has 268 households with 956 ethnic minority people. To develop socio-economic conditions, according to the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas giai đoạn 2021-2030 (Phase I): From 2021 to 2025, the commune was allocated tens of billions of VND to develop socio-economic conditions for the Ma Lieng people. To date, over 80% of ethnic minority households in the commune have land for production and know how to cultivate wet rice, 90% of households use clean water for daily life, most households have sturdy houses, and there are no longer any households suffering from hunger. Nearly 20% of the Ma Lieng people have escaped poverty.

Currently, the people of Ca Xen village are focusing on developing livestock farming, rice cultivation, and forest planting and protection. To date, the village has dozens of laborers working away from home in companies and factories, earning 8-10 million VND per month; 4.6 hectares of land are used for two rice crops a year, ensuring sufficient food supply for the entire village.

In addition, the villagers also cultivate corn, peanuts, cassava, potatoes, and various vegetables on tens of hectares; nearly 20 hectares are planted forest, and they raise livestock and poultry. To date, six people in Ca Xen village have submitted applications to be removed from the poverty list.

According to Tran Nhan Son, Vice Chairman of the People's Committee of Tuyen Lam commune: "To help the Ma Lieng people develop socio-economically, in the coming time, the People's Committee of the commune will continue to utilize programs, projects, and support from organizations, individuals, and associations to build more livelihood models, promote livestock development, improve agricultural land, plant large timber forests, and protect forests. In addition, the People's Committee of the commune will also focus on building infrastructure, especially schools and health stations, to improve the people's education and healthcare."
