Preparing for the 2023-2024 school year, the district is allocated to recruit 121 educational staff, of which 41 preschool teachers, 37 primary school teachers, 31 secondary school teachers and 4 accountants, 8 medical staff economic. This recruitment period is highly expected by the district education and training sector. Because although the school year 2022-2023 has been completed with good results, in the shortage of teachers, the whole industry has encountered many obstacles, staff and teachers are under more pressure.
However, up to this point, Muong Nhe district has finished collecting application forms, the number of receipts is only 106 votes/121 targets. Some teacher positions do not have candidates, such as: Teacher of Literature, English, Music, and Fine Arts. Some positions are very few people apply for such as: Primary school culture teacher (6 votes), Informatics (1 vote). Mr. Pham Thiet Chuy, Head of the Department of Education and Training of Muong Nhe district shared: “The reason is that the local recruitment resources are very limited. All districts in the province are assigned additional staffing quotas, and all districts are recruiting. While Muong Nhe district is a remote and difficult area, the number of candidates is not much. It is still difficult to arrange teachers for the next school year.”
Tua Chua district is also in the same situation. At the beginning of July 7, the District People's Committee announced the recruitment of public employees in the education sector with 2023 targets. In which, recruitment of preschool teachers of schools in extremely difficult communes is 47, primary school teachers 30, and secondary school 12 (total English 5 teachers, 7 Informatics teachers). Recruitment notices have been published on the mass media and on the district's website. Application period is from July 5 to August 10. “Up to now, it is about to expire, but the district has only received more than 7 applications, of which there are no applications for specialized subjects in English and Informatics” – Ms. Dang Thi Thanh Huyen, Head of Internal Affairs Department Department of Tua Chua district said.
Previously (school year 2022 - 2023), Tua Chua district held 2 recruitment periods for education officials. The first period, target 30, recruited 27. The next period, target 92, there were 62 registration documents, 45 candidates passed. In both phases, there were no applicants to apply for English and Informatics teachers. If this recruitment period, Tua Chua continues to "white" the profile of specialized subjects, the shortage of teachers will be more serious. Because next school year, according to the new General Education Program, there will be more 2th graders studying English as a compulsory subject.
The worry of not recruiting enough quotas for the new school year is the province's entire education and training sector. In mid-July, the Department of Education and Training sent a document asking for support to introduce quotas and sources of teacher recruitment to 7 universities across the country, with specialized training in: English Pedagogy, Informatics, Fine Arts, Music. Universities support posting recruitment information on bulletin boards, electronic portals of units; facilitate the introduction and direct exchange between the Personnel Department (Dien Bien Department of Education and Training) and graduates of the above majors. Accordingly, the units under the Department of Education and Training were approved to recruit a total of 29 public employees, including 36 teachers of English, 7 Informatics, 2 Music, and 2 Fine Arts. The deadline has not yet expired, but the situation of receiving applications is also "gloomy".
From the end of last school year, the province's education and training sector has forecasted that in the school year 2023-2024, according to the norm, the number of people working in the whole sector is short of 2.206 teachers. Mr. Cu Huy Hoan, Deputy Director of the Department of Education and Training said: “In order to ensure the conditions for the teaching staff for the 2023-2024 school year, the Department of Education and Training has directed the Departments of Education and Training to base on the number of people assigned to work in a timely manner. advise and implement the process of recruiting teachers to supplement the school year, especially the teaching staff of the 2018 General Education Program. Currently, the Department of Education and Training, People's Committees of districts, towns and cities is actively implementing the process of recruiting teachers. Plan to recruit 489 teachers, of which: 191 kindergarten teachers, 172 primary schools, 96 middle schools, 30 high schools.
Although there is a recruitment target, the whole industry is still lacking in sources to recruit teachers, especially teachers in some specialized subjects. In order to overcome this difficulty, the Department has advised and submitted to the Provincial People's Committee to issue an official document directing departments, agencies, People's Committees of districts, towns and cities to comprehensively implement many solutions to ensure the source of teachers. In which, the Provincial People's Committee assigned the Department of Education and Training to assume the prime responsibility for advising on the development of a teacher training plan to teach the 2018 National Education Program. Specifically, training at university level by working and studying; full-time undergraduate training, study-by-work, second degree or transfer training from college to university in majors: Primary, English, Informatics, Music, Fine Arts .
That is the long term plan. In the immediate future, with the above recruitment situation, it is likely that for another school year, provincial officials and teachers will continue to have to teach overtime, teach inter-school and inter-commune, and bear many responsibilities to ensure their jobs. educational cooperation with the motto "do not let any school or class interrupt learning".
