On the morning of June 22nd, in Hanoi, Prime Minister Le Minh Hung attended the groundbreaking ceremony for three rental housing projects and five urban railway projects organized by the Hanoi People's Committee. The ceremony was held both in person and online, connecting with three locations across the city.
A significant step forward.
This is the largest-scale infrastructure and social welfare project ever undertaken in the capital, marking a significant transition from the policy and mechanism preparation phase to the implementation phase, realizing the central government's major development orientations for Hanoi .
The city's three large-scale rental housing projects include the City Rental Housing Construction Investment Project in the Phap Van - Tu Hiep New Urban Area (Yen So Ward), the City Rental Housing Construction Investment Project in Viet Hung Ward, both managed by the Hanoi City Civil Construction Investment Project Management Board, and the Him Lam Long Bien Mixed-Use Housing Project, developed by Him Lam Group.
According to the Hanoi City Civil Construction Investment Project Management Board, the implementation of rental housing projects aims to realize the central and Hanoi city government's policy of prioritizing the development of rental housing. Rental housing is identified as a strategic, long-term segment serving a large number of people, especially workers, laborers, students, officials, civil servants, and members of the armed forces. With thousands of apartments from these projects, this is considered a significant milestone in realizing Hanoi's policy of developing rental housing, and a concrete step towards forming a professional rental housing market, gradually meeting the growing housing needs of the capital's residents amidst the continuing rate of urbanization.

The rental housing project in the Phap Van - Tu Hiep New Urban Area has a total land area of approximately 19,000 m², comprising three buildings (A2, A3, and A4) with an investment of nearly 1,396 billion VND from the city budget. The city's rental housing project in Viet Hung ward covers an area of approximately 2.46 hectares with an investment of over 3,562 billion VND from the city budget, scheduled for implementation from 2026 to 2028. Him Lam Joint Stock Company has proactively proposed adjusting the Information Technology Park Project to the Him Lam Long Bien Mixed-Use Housing Project, allocating over 11 hectares of land to develop approximately 6,000 apartments with a total investment of approximately 29,000 billion VND, of which about 4,000 apartments will be available for long-term rental.
Chairman of the Hanoi People's Committee Vu Dai Thang affirmed that the groundbreaking ceremony is a concrete step to put into practice Resolution No. 02-NQ/TW, dated March 17, 2026, of the Politburo on building and developing Hanoi in the new era, the Law on the Capital City, the Master Plan for the Capital City, and specific mechanisms and policies of the Central Government; demonstrating Hanoi's determination to effectively utilize the mechanisms assigned to it to create new growth drivers, new development spaces, and new values for the people of the capital city.
These are the first projects in the city's rental housing development program, laying the groundwork for the gradual formation of a new housing segment to meet the increasingly diverse needs of the people. The goal is to gradually establish a professional, high-quality, and affordable rental housing market; contributing to reducing the pressure of home ownership at all costs, building a healthy, sustainable real estate market that aligns with international development trends.
Establishing a fund for rental housing.
To realize the policy of social housing for rent, Dong Nai City is focusing its resources and is determined to complete and exceed the targets for social housing development assigned by the Government. Gradually meeting the housing needs of the people, the Long Binh social housing for rent project, phase 1, consisting of two 20-story apartment blocks with approximately 1,000 rental apartments ranging in size from 30 to 70 m², was also recently started last week. The project is expected to be completed within one year from the start of construction. Upon completion, the project will provide rental apartments, contributing to meeting the housing needs of residents, workers, and those eligible for social housing policies as stipulated.
According to the planning guidelines, the entire Long Binh social housing project will develop approximately 10,000 apartments in phases, along with a comprehensive social infrastructure system including schools at all levels, parks, and public service facilities. This groundbreaking change, applying the social housing rental model, will bring hope to many working families for a safe, stable, and affordable place to live, close to their workplaces.
Mr. Nguyen Anh Tuan, Deputy Director of the Dong Nai City Investment and Construction Project Management Board and representative of the project's investor, affirmed that they will closely coordinate with relevant agencies to implement the project in accordance with regulations, ensuring the quality of the construction, efficient use of investment capital, and completion on schedule. The representative of the Sonadezi Corporation Joint Venture committed to focusing maximum human resources, machinery, and equipment, using quality materials, and applying advanced technical measures to ensure the project meets standards for durability and aesthetics. The Joint Venture strives to complete the project on schedule with the most optimal cost to create conditions for beneficiaries to access affordable rental housing.
According to the Chairman of the People's Committee of Dong Nai City, Nguyen Van Ut, the Long Binh social housing rental project is a particularly important social welfare project, demonstrating the determination of the city's Party Committee and government in caring for the lives of the people, especially laborers, low-income earners, and those facing housing difficulties. At the same time, it is also a concrete step to realize the policy of developing rental housing, contributing to ensuring social security, improving the quality of life for the people, and creating a foundation for the sustainable development of the city in the new phase. "The commencement of the project not only marks the start of a construction project but also initiates the process of forming a rental housing fund for the city, gradually meeting the growing housing needs of the people, contributing to building a rapidly developing, sustainable, civilized, and modern city," Mr. Nguyen Van Ut affirmed.
According to the Department of Construction of Dong Nai City, the locality has been assigned a target by the Government to complete more than 8,000 social housing units in 2026. As of the end of the first quarter of 2026, the city has 73 social housing projects that have been and are being implemented, with a scale of approximately 71,800 apartments.
