Việt NamViệt Nam29/07/2024

Throughout history, the Party and President Ho Chi Minh have always attached great importance to building, consolidating, and expanding the great national unity. Inheriting and promoting that fine tradition, in recent years, especially during the 2019-2024 term, the Vietnam Fatherland Front of Quang Ninh province has effectively played its role as a bridge between the Party and the people, gathering the people into a solid national unity bloc, working together to successfully carry out political tasks, and making important contributions to the cause of building and developing Quang Ninh province into a model, prosperous, civilized, and modern province.

In 2019, Nam Son commune (Ba Che district) had 21 poor households and 24 near-poor households. Currently, the commune no longer has any poor households according to the central government's criteria. This achievement is largely due to the significant contributions of the commune's Fatherland Front Committee and other political and social organizations in mobilizing and leveraging the strength of national unity to implement poverty reduction criteria.

According to Hoang Van Pau, Deputy Secretary of the Party Committee and Chairman of the Fatherland Front Committee of Nam Son commune: Based on the local characteristics, the Fatherland Front of the commune has coordinated and promoted the role of influential people and exemplary Front officials in propaganda work, creating high consensus among the people in implementing the policies and resolutions of the province and locality. Through meetings, Party branch activities, and mass organization activities, the Front officials have actively mobilized and gathered people to participate in emulation movements to build new rural areas, implement Program 135, achieve sustainable poverty reduction; humanitarian and charitable activities; support the construction of "Great Unity" houses, policy beneficiary families, poor households, and build the "For the Poor" fund.

With the involvement of Front Committee officials and socio-political organizations, all patriotic emulation movements and campaigns have been actively and effectively supported by the people. Over the past five years, the Fatherland Front and socio-political organizations in Nam Son commune have mobilized social resources to build and repair houses for 55 poor, near-poor, and households with particularly difficult circumstances, raising over 2 billion VND. On average, each year, the commune helps 5 households escape poverty through targeted poverty alleviation support from the government, the Fatherland Front, and socio-political organizations in the area.

In Tien Yen district, over the past five years, the Fatherland Front at all levels has actively promoted practical emulation movements such as: "All people unite to build new rural areas and civilized urban areas"; "Flower-lined roads, murals, green, clean, and beautiful environmental landscapes"; "Green Sunday"; "Lighting up rural roads"; "Farmers competing in excellent production and business"; "Youth joining hands to build new rural areas"... Along with that, the Fatherland Front at all levels has also done a good job of gathering the great national unity, actively coordinating with the government and mass organizations at the same level to mobilize and encourage organizations, individuals, businesses, and people to contribute over 229 billion VND to build advanced new rural areas. This includes mobilizing people to donate over 150,000 of land for the construction of inter-village roads; and mobilizing organizations, individuals, and businesses to support the construction of 74 new "Great Unity" houses. Constructing over 20,345m of flower-lined roads and 1,232m² of murals; installing street lighting on 76 roads with a total length of over 38km…

In 2023, Tien Yen was one of the first two district-level localities nationwide to achieve advanced new rural development standards, two years ahead of schedule. Currently, the district has 6 out of 10 communes meeting model new rural development standards and 4 out of 10 communes meeting advanced new rural development standards.

During the past term, the Vietnam Fatherland Front and its member organizations at all levels in the province have comprehensively implemented patriotic emulation campaigns and movements with diverse and creative forms, many specific models and tasks linked to the implementation of the province's political tasks and socio-economic development goals. To date, these patriotic emulation movements have been widely implemented, yielding effective results, attracting active participation from the people, fostering community solidarity, and contributing to the achievement of economic, cultural, social, security, and national defense goals.

Most notably, the model involves providing credit guarantees and loan guarantees for production development, poverty reduction, and mobilizing social resources to participate in the New Rural Development program, advanced New Rural Development, and model New Rural Development. Specifically, the Fatherland Front at all levels has established and built 521 pilot models in implementing the New Rural Development campaign. The Women's Union at all levels in the province has implemented 1,992 women's models with a total of over 200,000 members. The Provincial Veterans Association, with its "Lighting Up Rural Roads" model, has installed 39,431 light bulbs, with a total cost of over 20 billion VND. The Provincial Youth Union has implemented models such as "Community Digital Transformation Teams," "Youth Volunteers for Socio-Economic Development and National Defense," and "Accompanying Youth in Establishing Themselves and Their Careers"...

As a result, by the end of 2023, 96% of residential areas in the province had achieved the title of "Cultural Village/Neighborhood", 98 out of 98 communes met the New Rural Area standards (100%); 56 out of 98 communes met the advanced New Rural Area standards (57.1%); 28 out of 98 communes met the model New Rural Area standards (28.57%); and all 13 districts met the New Rural Area standards. Quang Ninh province completed the New Rural Area criteria, reaching the target two years ahead of schedule.

The Fatherland Front Committee of Hong Ha Ward, Ha Long City, has done a good job of disseminating information and mobilizing households in Zone 4 to contribute to the beautification of roads and sidewalks in the neighborhood.

Activities to provide support during Tet (Lunar New Year) for poor and near-poor households, and households with difficult circumstances, as well as assisting localities in fulfilling criteria related to environment and housing for poor and near-poor households and those with difficult circumstances in the area, have been actively implemented.

Over the past five years, the Vietnam Fatherland Front at all levels has mobilized and distributed 354,325 Tet gifts worth over 220.34 billion VND; mobilized over 157 billion VND to support the construction and repair of 2,513 "Great Solidarity" houses; and assisted Binh Lieu and Ba Che districts in building 827 sanitary toilets. Particularly in 2023, the focus was on mobilizing and organizing the construction and repair of 441 houses under the program to eliminate temporary and dilapidated housing in the province, with a total value of over 37 billion VND in money, materials, supplies, and labor.

These results have contributed to making Quang Ninh the first locality in the country to complete the Sustainable Poverty Reduction Program for the 2021-2025 period, moving on to the phase of building and implementing the province's new multidimensional poverty standard, which is 1.4 times higher than the national multidimensional poverty standard.

The movements such as "All people unite to build a cultured life, build a civilized lifestyle, implement village regulations and conventions in residential areas"; and "Competing to promote learning and talent, building a learning society" have been actively supported by the people. Currently, the entire province has established 4,131 self-governing security and order groups and clusters; every year, over two-thirds of communes, wards, and towns are recognized as "Grassroots Security" models. The movements "All people participate in protecting national sovereignty, territory, and border security in the new situation" and "All people participate in fire prevention and control" have been concretized with many creative models, linked to the practical requirements of the locality.

The strength of national unity was clearly demonstrated in the fight against the Covid-19 pandemic over the past three years (2020-2022). The Fatherland Front at all levels in the province called upon agencies, units, organizations, businesses, and individuals inside and outside the province, with deep affection and responsibility, to strengthen solidarity and spread the spirit of "mutual support and compassion" in the fight against the pandemic. Many resources from society were mobilized; the Fatherland Front at all levels received donations totaling over 236 billion VND, along with medical equipment, supplies, and other necessities to support pandemic prevention and control efforts and to assist vulnerable groups and individuals.

Comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Provincial Fatherland Front Committee, stated: Looking back at the results of implementing action programs and the current situation in the province, it can be affirmed that the work of propaganda, mobilization, and gathering of all strata of the people, consolidating, strengthening, and promoting the power of national unity has been carried out by the Fatherland Front at all levels in the province with the highest sense of responsibility. This has contributed significantly to the successful implementation of the resolution of the 11th Congress of the Vietnam Fatherland Front of Quang Ninh province, further affirming the role of the Fatherland Front in building and promoting national unity in the new situation.
