Series of projects are progressing well.
In the last days of September, at package XL2 of the North-South Expressway project, Van Phong - Nha Trang section, nearly 600 engineers and workers and more than 300 locomotives were still working diligently, taking advantage of sunny periods on the construction site to race against time and ensure completion by April 30, 2025.

"Since the Prime Minister launched the '500-day and night emulation campaign to complete 3,000km of expressways', Son Hai Group has mobilized 1.3 times more machinery and equipment, and doubled its workforce."
"Along with maintaining a 3-shift, 4-team construction schedule, the contractor's average output currently reaches 90 billion VND/month, a 1.5-fold increase compared to before the project's launch," said Mr. Tran Ba Lam, Project Manager of Package XL2 of the Van Phong - Nha Trang Expressway project.
Mr. Nguyen Anh Van, Deputy General Director of Thang Long Corporation, also shared that the unit's output has increased by about 1.8 times compared to the time before the emulation movement was launched.
"We have mobilized 1.4 times more machinery and equipment, adding more construction teams to the various project components. Currently, the output value has reached 420 billion VND, exceeding the planned target by nearly 2%," Mr. Van informed.
Helping investors increase their disbursement rate.
Speaking with Giao Thong Newspaper, Mr. Le Quoc Dung, Acting Director of Project Management Board 7, said that in 2024, the Chi Thanh - Van Phong project received one round of additional funding worth 568 billion VND. The Van Phong - Nha Trang project received two rounds of additional funding with a total value of nearly 900 billion VND. Currently, as of the end of September 2024, the disbursement results of Project Management Board 7 reached approximately 5,125/8,235 billion VND, achieving over 62% of the allocated capital plan.
Construction of the road surface for the Ham Nghi - Vung Ang section of the expressway is underway.
According to a representative of the Thang Long Project Management Board, which was allocated a total capital plan of over 6,630 billion VND in 2024 by the Ministry of Transport , the unit's disbursement volume as of September 20th reached over 3,500 billion VND, exceeding the registered plan by more than 746 billion VND.
As one of the project management boards assigned a relatively large capital plan of 10,406 billion VND by the Ministry of Transport in 2024, Mr. Tran Huu Hai, Director of Project Management Board 6, said that by mid-September, the board's disbursement volume had reached 7,681 billion VND.
"The North-South Expressway project, specifically the Vung Ang - Bung section, and component project 2 of the Khanh Hoa - Buon Ma Thuot Expressway are the two projects with the highest disbursement rates, reaching over 81% and nearly 91.5% respectively," Mr. Hai said.
The accelerated progress, shortening the Quang Ngai - Hoai Nhon section of the North-South Expressway project by eight months, is also making a significant contribution to the disbursement results of Project Management Board 2.
To date, the disbursement rate for projects under Project Management Board 2 has reached 53.5% of the total allocated amount of over 8,000 billion VND. The Board has also requested an additional 815 billion VND for the Quang Ngai - Hoai Nhon expressway project.
Now we just need to worry about the materials.
Despite being one of the projects with the best progress among the component projects of the Eastern North-South Expressway currently under implementation, the leaders of Project Management Board 7 are still worried that the construction and disbursement momentum of the Van Phong - Nha Trang Expressway may be slowed down by land acquisition bottlenecks.
According to Mr. Le Quoc Dung, at this time, land clearance for the project has been basically completed for the main section of the expressway. However, 1.44km remain unconstructed due to technical infrastructure issues, especially 12 locations with 110kV and 220kV high-voltage power lines.
According to the leaders of the Construction Investment Management Department (Ministry of Transport), with the decisive direction of the Prime Minister, the handover rate of land for component project 2 of the Khanh Hoa - Buon Ma Thuot expressway through Dak Lak province increased by 7.3%; the land for component project 2 of the Bien Hoa - Vung Tau expressway through Dong Nai increased by 20%; the land area for construction of the Hoa Lien - Tuy Loan expressway increased by 4.4%; and the land for the Ho Chi Minh Highway project sections Rach Soi - Ben Nhat and Go Quao - Vinh Thuan increased by nearly 18%... This creates favorable conditions for projects to accelerate construction and progressively increase disbursement output.
However, the current difficulty is that the progress of granting permits for material quarries in some localities has not met the requirements, especially for projects in the Mekong Delta region.
As of mid-September 2024, besides Vinh Long province which has granted permits for 1.1/3.4 million m3, Tien Giang and Ben Tre provinces are still implementing procedures for granting and supplementing permits for mining operations.
"Local authorities need to proactively coordinate with ministries and agencies to resolve difficulties and complete mining license procedures by September 2024, ensuring sufficient volume and capacity to meet project deadlines," a representative from the Department of Investment and Construction Management shared.
Representatives from the Planning and Investment Department stated that they have advised the Ministry of Transport's leadership to direct investors to instruct contractors to accelerate the construction progress of items less affected by weather conditions, such as: traffic safety systems (casting median strips, manufacturing guardrails, traffic signs); stockpiling crushed stone and asphalt materials, etc., and proactively starting construction as soon as the weather is favorable.
According to the Planning and Investment Department, in 2024, the Ministry of Transport was allocated 71,284 billion VND in public investment capital. To date, the Ministry's disbursement rate is estimated at over 40,000 billion VND. Of this, the majority of disbursed capital is concentrated in the North-South expressway projects.
The Ministry of Transport is proposing an additional 2,954 billion VND for Group B projects currently lacking funding in 2024; and an additional 1,240 billion VND from increased central government revenue in 2022 for projects that have completed investment procedures. The total planned disbursement for 2024 by the Ministry is approximately 75,478 billion VND.
To ensure maximum disbursement of this year's capital plan, the Ministry of Transport has adjusted the plan in four phases for 35 projects, with the adjusted capital value totaling nearly 2,900 billion VND.
