In 2025, the total tax debt in the area reached nearly 930 billion VND, a 64% increase compared to the end of 2024. A positive point is that the collectible debt group accounts for 87%, equivalent to 800 billion VND. The ratio of tax debt to total state budget revenue is 5.4%, of which the ratio of collectible tax debt to total revenue is 4.7%. These indicators remain within the safe limits set by the Ministry of Finance and the tax sector, but the rate of increase in tax debt remains a problem that needs to be addressed to avoid the risk of reclassifying from collectible debt to uncollectible debt.
In addition to measures aimed at urging and supporting payment, the city's tax authorities are stepping up enforcement measures to recover debts from taxpayers who deliberately delay payment or abscond from their business addresses. These measures include temporarily suspending travel abroad, freezing accounts, and halting the use of invoices for legal representatives and individuals with large tax debts. These strong measures aim to improve the efficiency of tax debt management and ensure debt recovery.
In 2025 alone, the city's Tax Department issued over 255,000 notices urging debt collection; over 6,300 decisions to enforce tax collection; and publicly disclosed nearly 10,000 pieces of information on tax-delinquent entities on the tax sector's electronic portal.
For example, on May 21, 2026, Tax Department No. 1 issued a notice regarding the temporary travel ban imposed on business owner Nguyen Minh Chinh due to outstanding tax and late payment penalties totaling nearly 80 million VND. The notice stated that if Mr. Nguyen Minh Chinh failed to fulfill his tax obligations within 30 days of the notice, the tax authorities would proceed with the temporary travel ban as per regulations.
The tax authorities have implemented soft solutions such as: sending electronic tax debt notices, working directly with taxpayers, guiding them through the prescribed procedures, and actively coordinating with relevant agencies to expedite the resolution process.
According to Mr. Doan Vi Tuyen, Head of the City Tax Department, to recover tax debts, the City Tax Department focuses on reviewing and classifying tax debts, analyzing the causes of each debtor to develop appropriate debt collection solutions; promoting the digitalization of all stages and steps in tax management; and closely coordinating with local authorities and relevant departments such as the police, banks, courts, and market management agencies in tax debt recovery. At the same time, they are urging the collection of tax and land lease payments that have exceeded the extended payment deadline according to government decrees on tax payment extensions.
Regarding debts related to land and mineral exploitation rights, the tax authorities will review and determine the amount of land use fees, land lease fees, and mineral exploitation rights fees still owed to the state budget. If the land user fails to pay the land use fees or land lease fees and has been subjected to enforcement measures but still refuses to comply, the tax authorities will proactively issue a document recommending that the People's Committee revoke the land.
Tax debt recovery is not simply about increasing budget revenue, but also about ensuring fairness among businesses. Businesses that fulfill their tax obligations fully need protection against unfair competition from those who deliberately delay or misappropriate tax money.
