Many subsidies increase in line with the base salary.

From July 1st, many benefits for workers will increase in line with the base salary.

The government has just issued Decree No. 24/2023/ND-CP dated May 14, 2023, stipulating the basic salary level for officials, civil servants, public employees, and members of the armed forces. From July 1, 2023, the basic salary will increase from VND 1.49 million to VND 1.8 million per month.

Not only will the salaries of officials, civil servants, and members of the armed forces increase according to the new base salary, but many allowances for workers under the Social Insurance Law will also be adjusted upwards according to the base salary from July 1st.

Increase the minimum pension benefit.

The 2014 Social Insurance Law stipulates that employees who have contributed to compulsory social insurance for 20 years or more are entitled to a pension according to the compulsory social insurance policy. The minimum monthly pension for employees participating in compulsory social insurance who meet the conditions for receiving a pension as prescribed in Articles 54 and 55 of the 2014 Social Insurance Law is equal to the base salary.

Therefore, the lowest monthly pension for this group will increase to 1,800,000 VND from July 1st, instead of the current 1,49,000 VND.

Increase maternity benefits

The one-time allowance for childbirth or adoption will be adjusted when the base salary increases. Accordingly, the 2014 Social Insurance Law stipulates that female workers giving birth or workers adopting a child under 6 months old are entitled to a one-time allowance for each child equal to twice the base salary in the month the female worker gives birth or the month the worker adopts the child. In cases where only the father participates in social insurance, the father is entitled to a one-time allowance equal to twice the base salary in the month of birth for each child.

Therefore, from July 1st, the one-time allowance for childbirth or adoption will be increased to 3.6 million VND, instead of the current 2.98 million VND.

In addition, the maternity leave and recovery allowance will also be adjusted upwards. The daily maternity leave and recovery allowance, which is 30% of the basic salary (Clause 3, Article 41 of the 2014 Social Insurance Law), will increase to 540,000 VND (currently 447,000 VND) from July 1st.

Increase the level of benefits for rest and recovery after illness.

According to Clause 3, Article 29 of the 2014 Social Insurance Law, the daily allowance for convalescence and health recovery after illness is 30% of the basic salary.

When the base salary increases to 1.8 million VND from July 1st, the allowance for rest and recovery after illness will increase to 540,000 VND, from the current 447,000 VND.

Increase disability benefits.

Regarding lump-sum benefits, Article 46 of the 2014 Social Insurance Law stipulates that employees whose working capacity is reduced by 5% to 30% are entitled to a lump-sum benefit, calculated based on the basic salary.

If a worker's working capacity is reduced by 5%, they will receive 5 times the basic salary, which is an increase of 9 million VND compared to the current 7.45 million VND. After that, for every additional 1% reduction in working capacity, they will receive an additional 0.5 times the basic salary (an increase to 900,000 VND instead of the current 745,000 VND).

Regarding monthly benefits, Article 47 of the 2014 Social Insurance Law stipulates that employees with a reduction in working capacity of 31% or more are entitled to monthly benefits. Accordingly, a 31% reduction in working capacity entitles the employee to 30% of the basic salary, and for every additional 1% reduction, an additional 2% of the basic salary is granted.

Therefore, from July 1st, for every 31% reduction in working capacity, an allowance of 540,000 VND will be granted (currently 447,000 VND), and for every additional 1% reduction, an additional 36,000 VND will be granted (currently 29,800 VND).

The service allowance has also been adjusted upwards. For workers with a disability of 81% or more who suffer from spinal cord paralysis, blindness in both eyes, amputation, paralysis of two limbs, or mental illness, in addition to their monthly allowance, they will also receive a service allowance equal to the basic salary (i.e., from July 1st, it will increase to 1.8 million VND compared to the current 1.49 million VND).

Death benefits due to work-related accidents or occupational diseases.

Article 51 of the 2014 Social Insurance Law stipulates that if an employee dies due to a work-related accident, occupational disease, or during initial treatment for a work-related accident or occupational disease, their dependents are entitled to a one-time allowance equal to 36 times the basic salary, which from July 1st will be equivalent to 64.8 million VND.

Therefore, the one-time death benefit for work-related accidents or occupational diseases will increase by 11.16 million VND from July 1st, compared to the current benefit of 53.64 million VND.

Increase the allowance for convalescence and health recovery.

Clause 2, Article 52 of the 2014 Social Insurance Law stipulates that the daily allowance for convalescence and health recovery after treatment for injury or illness is 25% of the basic salary if convalescence and health recovery takes place at home. From July 1st, this amount will increase to 450,000 VND instead of the current 372,500 VND; and 40% of the basic salary if convalescence and health recovery takes place at a centralized facility. From July 596,000 VND, this amount will increase to 720,000 VND.

Adjusting funeral allowances and monthly survivor benefits.

In the event that an eligible employee dies after receiving a funeral allowance, the person responsible for the funeral will receive a one-time allowance equal to 10 times the basic salary. Accordingly, the funeral allowance from July 1st will increase to 18 million VND compared to the current 14.9 million VND.

The monthly survivor's benefit for dependents upon the death of a worker has also been adjusted upwards. The 2014 Social Insurance Law stipulates that the monthly survivor's benefit for each dependent is equal to 50% of the basic salary, thus increasing from 745,000 VND to 900,000 VND; in cases where the dependent has no one to directly support them, the monthly survivor's benefit is equal to 70% of the basic salary, increasing from 1.043 million VND to 1.26 million VND.
