(Baothanhhoa.vn) - To monitor and evaluate the results of administrative reform (AR) implementation annually in a realistic, objective, and fair manner, the Provincial People's Committee has issued a set of criteria and methods for determining the Administrative Reform Index (ARI) of provincial departments, agencies, district and city People's Committees, and commune, ward, and town People's Committees in the province. The annual ARI results clearly show the strengths and weaknesses in implementation, forcing departments, agencies, and localities to change their mindset and actions to improve their ranking.

The 2024 Public Administration Reform Index for provincial-level departments and agencies is assessed based on 8 main areas, 43 criteria, and 73 sub-criteria. The 8 main areas include: Leadership and management; administrative procedure reform; administrative organizational reform; institutional reform; public finance reform; civil service reform; building and developing e-government and digital government; and assessing the level of satisfaction of citizens and organizations.

In 2024, 20 departments and agencies were subject to evaluation and assessment of the Administrative Reform Index. Of these, the evaluation scale for 6 units – the Provincial People's Committee Office, the Department of Internal Affairs, the Department of Finance, the Department of Foreign Affairs, the Ethnic Affairs Committee, and the Provincial Inspectorate – was 84 points (excluding 16 points from the sociological survey). These units did not conduct the assessment of citizen and organizational satisfaction through the sociological survey due to insufficient sample size or the absence of administrative procedure processing records for citizens and businesses during the year. The remaining units were evaluated on a 100-point scale.

According to the published results, the average administrative reform index of departments and agencies in 2024 reached 85.41%, a decrease of 4.08% compared to 2023. Nine out of 20 units achieved an average value above 90%. The Department of Finance topped the ranking with 90.05%, while the Department of Education and Training ranked last with 76.53%.

Of the eight assessment areas, "institutional reform" achieved the highest average score at 98.28%. "Leadership and management" had the lowest average score at only 74.45%, a decrease of 3.83% compared to 2023. Notably, "leadership and management" and "assessment of citizen and organizational satisfaction" were the two areas with average scores below 80%. The decline in these two areas is due to some units not paying close attention to the implementation of administrative reform, such as delays in submitting periodic reports; delays in addressing shortcomings and limitations after administrative reform inspections; a lack of initiatives in administrative reform; and a lack of diverse forms of communication regarding administrative reform.

For the district level, in 2024, the criteria for evaluating and determining the administrative reform index remained the same as for the provincial-level departments and agencies, with 8 contents and 48 criteria, and 88 sub-criteria. According to the evaluation and scoring results, the average value of the administrative reform index for district-level units was 84.73%, a decrease of 4.57% compared to 2023. Two units, Dong Son (formerly) and Hoang Hoa, have consistently maintained high positions in the ranking of districts, towns, and cities for many consecutive years. Yen Dinh district made a strong breakthrough, rising from the bottom of the ranking in 2022 to second place in 2024 with a score of 90.7%. This year's Administrative Reform Index assessment and scoring table shows the progress of Muong Lat district, which, after many consecutive years at the bottom of the ranking, has risen to 25th place out of 27 districts, towns, and cities. Conversely, Sam Son city, which was ranked 19th in 2023, has dropped to 27th place in 2024 with only 74.4%.

Compared to 2023, 7 out of 8 assessment areas saw a decrease in scores. Only one area, "building and developing e-government and digital government," saw an increase in score compared to 2023. The average score for "building and developing e-government and digital government" reached 93.39%, 6.59% higher than in 2023. 22 out of 27 districts, towns, and cities achieved results above the average. Thanh Hoa City topped the ranking in this area with 97.33%, 28.83% higher than Ngoc Lac District, which ranked last with only 68.5%.

The reason for this situation is that some district-level People's Committees have not yet considered the Administrative Reform Index as a tool in management and administration. Therefore, there has been a lack of timely guidance to rectify and improve the shortcomings and weaknesses identified annually. The lack of close coordination among departments and units in advising on administrative reform has affected the compilation and collection of data and verification documents for self-assessment of criteria and sub-criteria. Some districts have conducted inaccurate self-assessments and scoring, failing to provide verification documents or providing only superficial verification documents that do not match each assessment criterion. As a result, after review and verification, there is a significant discrepancy between the self-assessment score and the assessment score of the evaluation team.

The results of the 2024 Administrative Reform Index, as announced, objectively reflect the actual implementation of administrative reform tasks by provincial-level departments and agencies, and district-level People's Committees. This information is crucial for identifying strengths and weaknesses within their respective units, enabling them to learn from experience and develop specific solutions to improve the Administrative Reform Index, thereby meeting the increasingly high expectations of the business community and the public.
