To ensure that those granted driver's licenses possess sufficient ethics and safe driving skills, and do not disregard the law, the Ministry of Public Security has tightened the quality of the remaining test sections to combat the practice of "learning tricks and passing the test superficially".
According to Circular No. 105/2026/TT-BCA, those whose driver's licenses have had all points deducted will not be allowed to drive until they pass a legal knowledge test. To provide maximum convenience for citizens, the computer-simulated test for those whose official license points have been deducted has been abolished.
Notably, citizens can conveniently register for the test online via the VNeID application, the Public Service Portal, or by submitting their application directly at the commune-level police station where they reside. The circular also outlines a particularly humane policy: organizing separate tests in the form of question-and-answer sessions, paper-based tests, and providing interpreters for ethnic minority people who cannot read or write Vietnamese.

To best serve the needs of the people, Circular No. 108/2026/TT-BCA has halved the time for issuing driver's licenses. Specifically, the time for issuing new driver's licenses has been reduced from 7 days to 3.5 working days; the time for renewing licenses has been reduced from 5 days to 2.5 working days. Notably, the time for integrating electronic driver's licenses into the VNeID electronic identification account has been shortened to a record low, just 2 hours after the candidate passes the driving test.
In Ca Mau province, the demand for driver training and testing is consistently high. On average, authorities organize dozens of testing sessions each month, with thousands of applications. To ensure the smooth operation of the new process, the Traffic Police Department of Ca Mau Provincial Police has closely coordinated with driver training and testing facilities to conduct comprehensive inspections of equipment, software, and training ground infrastructure.
Besides conducting the exams seriously, traffic police officers in Ca Mau also directly visited waiting areas to disseminate legal information and guide people on installing and using the VNeTraffic application. Through this application, people can easily track their exam progress and receive their electronic driver's license results quickly, saving maximum time and travel costs.
The abolition of the mock exam, along with other comprehensive reforms by the Ministry of Public Security, is a substantial step that removes the burden of administrative procedures while still enhancing the self-awareness and respect for the law among traffic participants, contributing to building a safe and sustainable traffic culture.
