The process of reviewing legal documents continues to be carried out expeditiously and with guaranteed quality. In the first six months of the year, the Ministry of Justice reviewed more than 360 draft documents; legal departments of ministries and sectors reviewed 548 documents; and local judicial agencies reviewed 4,590 draft documents.
In the first six months of the year, the entire sector advised on the issuance of 11 resolutions and 16 circulars, helping to cut 697 administrative procedures, simplify 673 administrative procedures, and eliminate 1,754 business conditions.
Notably, the implementation of the "20-Day Campaign" along with the Prime Minister's directives has contributed to addressing the backlog of detailed regulations and strengthening discipline in lawmaking.
Following the assignment from the Government Office, administrative procedure reform was implemented vigorously. The entire sector advised on the issuance of 11 resolutions and 16 circulars, thereby cutting 697 administrative procedures, simplifying 673 procedures, and abolishing 1,754 business conditions.
This result helps reduce the time required for administrative procedures by 53% and the compliance costs by 54.6% compared to 2024, estimated to benefit citizens and businesses by approximately 23 trillion VND per year.
The conference devoted considerable time to allowing delegates to discuss the obstacles and difficulties encountered in implementing key tasks over the past period.
In his keynote address at the conference, Minister of Justice Hoang Thanh Tung acknowledged and commended the comprehensive achievements of the sector in the areas of lawmaking, administrative procedure reform, civil enforcement, and judicial administration.
Regarding future tasks, the Minister requested the entire sector to focus on finalizing the "Strategy for Building and Perfecting the Vietnamese Legal System in the New Era," taking institutional reform as the "breakthrough of breakthroughs," creating a solid legal foundation for national development.
The Minister also requested continued strong innovation in legislative thinking, ensuring a balance between the requirements of state management and the encouragement of innovation; while removing bottlenecks and legal barriers to unlock resources for socio-economic development.
The judicial sector needs to tighten administrative discipline and order, emphasize the responsibility of leaders; prevent delays and backlogs in issuing detailed regulations, and resolutely prevent the insertion of vested interests into the policy-making process.
In addition, we will promote comprehensive digital transformation and effectively operate the information system for receiving feedback and suggestions from citizens and businesses to promptly resolve difficulties and better serve the people and businesses.
At the conference, delegates focused on discussing and proposing solutions to overcome difficulties and obstacles in implementing judicial tasks under the new government model; discussing judicial support work, civil registration and related fields, striving to successfully complete the tasks for 2026.
