After three months of implementing the 2025 socio-economic development plan, many important indicators and metrics of the city have shown positive growth, making a significant contribution to the overall development of the province. Maintaining a crucial role in the economy, industrial and handicraft production has remained stable. In the first quarter, the city completed the review and adjustment of the industrial cluster development plan within the provincial planning for the period 2021-2030, with a vision to 2045, including four industrial clusters that have been established by the Provincial People's Committee. Along with promoting and encouraging the establishment of 126 businesses (a 73.3% increase compared to the same period), the city has consistently focused on resolving obstacles hindering production and business activities; improving the investment environment, and creating favorable conditions for businesses to develop. As a result, the output of some of the city's key industrial products increased significantly compared to the same period last year, such as: ready-made clothing, estimated at 38,920 thousand pieces, up 14.3%; exported leather shoes of all types, reaching 29,725 thousand pairs, up 13.4%; frozen shrimp, estimated at 4,852 tons, up 12.2%; frozen squid, reaching 480 tons, up 11.1%; and fertilizers of all types, estimated at 38,620 tons, up 11.7%.
The service and trade sectors continue to assert their dominant position in the city's economic structure. Currently, various types of services and trade are developing rapidly; traditional and modern retail networks continue to "cover" all wards and communes. A chain of large-scale, modern restaurants, hotels, and event centers has emerged, creating a bustling commercial activity. Transportation services have experienced positive growth, with an estimated 7.5 million tons of goods transported, a 7.7% increase compared to the same period last year; and an estimated 5.86 million passengers transported, a 9.8% increase. Tourism activities, linked to cultural events and festivals at the beginning of the year, were vibrant, attracting 565,000 visitors, a 13.3% increase compared to the same period last year and accounting for 20% of the province's total. Total tourism revenue reached 439 billion VND, an increase of 11.4% compared to the same period last year and accounting for 17.1% of the province's total.
The Resolution of the 21st Congress of the Thanh Hoa City Party Committee, term 2020-2025, sets the goal of achieving 375 hectares of large-scale, high-tech agricultural land by 2025; and a product value of 160 million VND per hectare of cultivated land and aquaculture. This goal was quantified based on practical experience and incorporated into the resolution. Therefore, in implementation, wards and communes have been promoting and encouraging people and cooperatives to accelerate land consolidation for large-scale agricultural production. In the first three months of 2025, the area of agricultural land consolidated for large-scale production reached 125 hectares, exceeding the provincial plan by 56.25%, concentrated in Thieu Duong ward (35 hectares), Dong Linh ward (20 hectares), and Long Anh ward (70 hectares). The total output of exploited and farmed aquatic products is estimated at 484 tons, an increase of 1.1% compared to the same period. The city has also registered products for the OCOP product evaluation and ranking, including Ngoc Pho rice, Nam Hanh fermented pork sausage, Anh Dan fermented pork sausage, Kim Tuyen fermented pork sausage, and Dong Huong ward dried beef.
The city has achieved many outstanding results in planning, planning management, and construction investment management. In the first quarter, the city approved detailed planning and overall site plans for 9 projects; completed the planning of public land areas for auctioning land use rights; issued urban beautification plans to serve the Party congresses at all levels and major holidays throughout the year; and participated in providing opinions on the approval of investment policies for 14 projects with provincial departments and agencies.

The city has comprehensively implemented socio-cultural initiatives. Each commune, ward, agency, unit, and citizen continues to effectively carry out the campaign "Speak kind words, do good deeds, act in a friendly manner." Along with improving the quality of education at all levels, the city continues to call for and encourage non-public sectors to invest in education at all levels, serving the increasingly high demands of the people. Healthcare facilities are implementing measures to improve the quality of medical examinations, treatment, and healthcare for the people before, during, and after the Lunar New Year. Notably, the city has made a breakthrough in digital transformation through the "Deployment of electronic health records integrated into the VNeID application," with 16,987 people installing the application in the first quarter. Vocational training and job creation are prioritized, with 4,015 new jobs created, and the percentage of trained workers reaching 85.7%. Social welfare is taken care of, and people's living standards are improved. National defense and security, social order and safety are ensured.
The achievements vividly reflect the fresh new facets of the city's socio-economic development in the first months of 2025. Speaking at the 29th meeting of the City Party Committee's Executive Board held in early April, the Secretary of the City Party Committee and Chairman of the Thanh Hoa City People's Council, Le Anh Xuan, emphasized: “These results demonstrate the determination and efforts of all levels and sectors to overcome difficulties, along with the positive contributions of the business community and all strata of the people. This is an important foundation for Thanh Hoa City to continue to tighten administrative discipline and order, constantly striving to achieve the goals and tasks set for the second quarter of 2025.”
