After 3 months of implementing the socio-economic development plan for 2025, many important indicators and indicators of the city have grown positively, contributing greatly to the overall development of the province. Playing an important role in the economy, industrial and handicraft production have maintained stable production. In the first quarter, the city completed the review and adjustment of the industrial cluster development plan in the provincial planning for the period 2021-2030, with a vision to 2045, of which 4 industrial clusters have been decided to be established by the Provincial People's Committee. Along with promoting and mobilizing the establishment of 126 enterprises (an increase of 73.3% over the same period), the city always pays attention to removing obstacles that hinder production and business activities; improving the investment environment, creating favorable conditions for business development. Thanks to that, the output of some major industrial products of the city increased significantly compared to the same period, such as: Ready-made garments were estimated at 38,920 thousand pieces, up 14.3%; exported leather shoes of all kinds were 29,725 thousand pairs, up 13.4%; frozen shrimp was estimated at 4,852 tons, up 12.2%; frozen squid was 480 tons, up 11.1%; fertilizers of all kinds were estimated at 38,620 tons, up 11.7%.

Services and trade continue to affirm their superiority in the city's economic structure. Currently, the types of services and trade are developing rapidly; traditional and modern retail networks continue to "cover" all wards and communes. Chains of large-scale, modern restaurants, hotels, and event centers have been established one after another, creating bustling commercial activities. Transportation services have grown positively with the volume of goods transported estimated at 7.5 million tons, up 7.7% over the same period; the volume of passengers transported is estimated at 5.86 million people, up 9.8%. Tourism activities associated with cultural events and festivals at the beginning of the year are bustling, thanks to which the tourism industry has attracted 565,000 visitors, up 13.3% over the same period and reaching 20% ​​of the whole province. Total tourism revenue reached 439 billion VND, up 11.4% over the same period and reaching 17.1% of the province.

The Resolution of the 21st Thanh Hoa City Party Congress, term 2020-2025, sets a target that by 2025, the area of ​​large-scale agricultural land applying high technology will reach 375 hectares; the value of products/ha of land for cultivation and aquaculture will reach 160 million VND... This target is quantified from practice to be included in the resolution, so when implementing, wards and communes will propagate and mobilize people and cooperatives to promote land accumulation and concentration for large-scale agricultural production. In the first 3 months of 2025, the area of ​​agricultural land accumulated for large-scale production reached 125 hectares, exceeding the province's plan by 56.25%, concentrated in Thieu Duong ward with 35 hectares, Dong Linh with 20 hectares, Long Anh with 70 hectares. The total output of exploited and farmed aquatic products is estimated at 484 tons, up 1.1% over the same period. The city has also registered products to participate in the evaluation and ranking of OCOP products, including Ngoc Pho rice, Nam Hanh fermented pork rolls, Anh Dan and Kim Tuyen fermented pork rolls, and Dong Huong ward dried beef.

The work of planning, planning management, and construction investment management has achieved many outstanding results. In the first quarter, the city approved detailed planning projects and master plans for 9 projects; completed planning of public land plots for auction of land use rights; issued urban embellishment plans to serve party congresses at all levels and major holidays of the year; and participated in approving investment policies for 14 projects with provincial departments and branches.

The city has comprehensively implemented the cultural and social fields. Each commune, ward, agency, unit and citizen of the city continues to effectively implement the campaign for city residents to "Speak good words, do good deeds, act friendly". Along with improving the quality of education at all levels, the city continues to call on and encourage non-public sectors to invest in education at all levels, serving the increasing needs of the people. Medical facilities implement measures to improve the quality of medical examination and treatment and health care for the people before, during and after the Lunar New Year. In particular, the city has made a breakthrough in digital transformation through "Implementing electronic health books integrated on the VNeID application" with 16,987 people installed in the first quarter. Vocational training and job creation are focused with 4,015 workers being created new jobs, the rate of trained workers reaching 85.7%. Social security is taken care of, people's lives are improved. National defense - security, order and social safety are ensured.

The results achieved have vividly reflected the fresh nuances in the picture of the city's socio-economic development in the first months of 2025. Speaking at the conference of the 29th City Party Executive Committee held in early April, Secretary of the City Party Committee, Chairman of the Thanh Hoa City People's Council Le Anh Xuan emphasized: "These results demonstrate the determination and efforts to overcome difficulties of all levels and sectors, along with the positive contributions of the business community and all classes of people. That is an important foundation for Thanh Hoa City to continue to tighten discipline and administrative discipline, constantly strive to complete the goals and tasks set in the second quarter of 2025".
