In the context of the entire Party intensifying the Party building and rectification process, Party building at the grassroots level in Ninh Binh province continues to be identified as a key task, having a decisive impact on the leadership capacity and fighting strength of Party organizations.
Based on local realities, Party committees at all levels in the province have focused on innovating the content and methods of their activities, improving the quality of Party branch meetings, and promoting the pioneering role of Party members.
By using "construction" to strengthen trust and "combat" to maintain discipline, grassroots Party organizations in Ninh Binh are clearly affirming their role as the political nucleus, creating a solid foundation for the locality's rapid and sustainable development.
Reporters from the Vietnam News Agency produced a two-part series titled "Building an Ideological Shield from the Grassroots" in Ninh Binh.
In the political system, strong grassroots Party branches and committees in Ninh Binh province are likened to "lighthouses" that illuminate the path, guide the way, and maintain a firm foothold right from the foundation.
In addition to playing a key political role in residential areas, grassroots Party organizations are also proactively innovating leadership methods, promoting the pioneering role of specific Party members, linking Party building work with socio -economic development tasks, and contributing to consolidating the people's firm trust in the Party's leadership.
Specific "core elements" at the grassroots level
For grassroots Party organizations to truly be the spiritual and political support of the people, the exemplary role of each Party member, especially those in religious or ethnic minority areas, is crucial. They are the most vibrant bridge connecting the Party's policies to the lives of the people.
Ms. Nguyen Thi Ngoc, Head of the Luu Phuong Women's Association in Phat Diem commune, is one of the exemplary Catholic Party members, always setting a good example in both religious and secular matters.
Not only is she actively involved in parish activities, but she is also energetic in the local women's movement. Having been involved in women's association work since 2003, Ms. Ngoc has consistently played a pivotal role in disseminating information and encouraging members to comply with the Party's guidelines and the State's policies and laws, while also contributing to the development of cultural life in the residential area.
Through her enduring and practical contributions, she has become a shining example of promoting the positive values of religion, while remaining committed to and fulfilling her civic responsibilities.
Ms. Nguyen Thi Ngoc shared that, as a child of God and a Party member, she always believes in living a life that is "good in this world and beautiful in faith." Exemplary conduct in words and actions is crucial in building trust and support within the religious community, thereby contributing to the implementation of policies by the Party committee and local government.
Mr. Le Van Kien, Secretary of the Party Committee of Phat Diem commune, assessed that Catholic Party members in the area have always played a pioneering and exemplary role. Many Party members are also the core force in emulation movements and campaigns at the grassroots level, contributing to creating high consensus among the people, especially in building cultural life, maintaining security and order, and developing the economy.
In mountainous areas, the core "elements" at the grassroots level continue to play a crucial role in building the political system.
Mr. Bui Ngan, Secretary of the Party Branch of Met village, Phu Long commune, is one of the outstanding examples. As a member of the Muong ethnic group, he always believes that if he wants to mobilize the villagers to follow suit, Party members must take the lead.
From restructuring crop patterns and eliminating outdated customs to preserving and promoting ethnic cultural identity, his family has been a pioneer in implementing these initiatives. Based on the tangible results, many households in the village have actively responded and followed suit.
Mr. Bui Ngan shared that, in order to gain the people's consensus, cadres and Party members must be truly exemplary, and their words must match their actions. This is a crucial factor in building people's trust in the Party organization and local movements.
According to Mr. Bui Van Hieu, Head of the Party Building Committee of Phu Long commune, with over 90% of the population being Muong ethnic people, building a team of local Party members is of particular importance to enhance the leadership capacity and fighting strength of the grassroots Party organization.
Muong ethnic party members not only take the lead in developing family economies but also actively encourage their fellow villagers to change their mindsets and practices, gradually eliminating outdated customs and building a new life.
"Bridge of trust" between the Party's will and the people's hearts.
The Ninh Binh Provincial Party Committee was established in July 2025 based on the reorganization and merger of three Party Committees: Ha Nam, Nam Dinh, and Ninh Binh (formerly). Currently, the entire Party Committee has 133 Party organizations, including 4 directly affiliated Party Committees and 129 commune and ward Party Committees, with over 239,000 Party members.
Experience shows that wherever Party organizations listen and strengthen direct dialogue to address the pressing issues of the people, the highest level of social consensus will be achieved.
The Party Branch No. 3 in Tan An, Dong A Ward, is a large urban Party branch with 108 members. Clearly defining its role as a "bridge" between the Party and the people, the branch has brought sensitive issues directly related to the rights and obligations of citizens, such as land management, environmental sanitation, and urban order, into open discussion during its meetings. At the same time, each Party member is assigned to oversee a specific residential area to proactively monitor the situation and promptly reflect the thoughts and aspirations of the residents.
Mr. Dam Quang Nghia, Secretary of Party Branch 3 of Tan An, said that promoting democracy at the grassroots level through increased dialogue and listening to people's opinions has contributed to limiting problems and conflicts arising at the grassroots level. When people are involved in giving opinions and clearly see their role in common decisions, they will actively respond.
Deputy Secretary of the Party Committee of Dong A Ward, Hoang The Hoe, emphasized that the local government's promotion of openness and transparency according to the motto "the people know, the people discuss, the people do, the people inspect" has contributed to strengthening the people's trust in a natural and sustainable way.
Innovations in leadership and management methods have not only been effectively implemented in urban areas but are also gradually spreading to Party branches in rural areas, creating positive changes in grassroots Party building.
At the Party cell of Hamlet 10C, Khanh Hong Commune, Party cell meetings are no longer merely ceremonial but have become a forum for Party members to exchange ideas, discuss, and contribute solutions to specific local problems such as building new rural areas, improving infrastructure, and developing household economies.
Mr. Nguyen Van Quyet, Secretary of the Party Branch of Hamlet 10C, affirmed that to create consensus, it is important to "speak clearly, act genuinely, and do things thoroughly," and all agreed-upon contents must be made public and regularly checked and monitored.
Besides the leading role of the Party branches, the Fatherland Front system and political and social organizations also play an indispensable role in strengthening the bridge connecting the Party's will with the people's aspirations. This is achieved by proactively coordinating with Party branches and the government to disseminate information and promptly reflect the legitimate requests of the people.
Ms. Tran Thi Hong Sam, Vice Chairperson of the Fatherland Front Committee of Khanh Hong commune, shared that when people are listened to, their right to self-governance is respected, and their legitimate rights are guaranteed, their trust in the Party and the State will be increasingly strengthened. This is the foundation for maintaining political stability and creating high social consensus from early on and from afar.
It is evident that when the Party organization is truly close to the people, acts in the best interests of the people, trust becomes a strong bond connecting "the Party's will" and "the people's hearts." This creates an important foundation for fostering unity and providing impetus for the successful implementation of political tasks and socio-economic development in the locality.
