The morning session included presentations and discussions from 15 delegates representing various Party committees: the Ministry of National Defence, the Party Committee of the Government; the Ministry of Public Security ; the Party Committee of the Vietnam Fatherland Front and central mass organizations; the Central Propaganda and Mass Mobilization Department; the Central Policy and Strategy Department; Hanoi City; the Party Committee of the National Assembly; the Central Organization Department; the Ministry of Construction; the Minister of Science and Technology; the Ministry of Foreign Affairs; Ho Chi Minh City; My Hao Ward, Hung Yen Province; and the Central Inspection Committee.

Maximizing the mission of fostering development.

In line with the spirit of the Party's 14th National Congress Resolution, as the country enters a new stage of development with historically significant changes, the Government continues to make every effort to fulfill its mission of "creating development, integrity, decisive action, and serving the people."

Speaking at the Congress, on behalf of the Party Committee of the Government, Comrade Pham Thi Thanh Tra, Member of the Central Committee of the Party, Member of the Standing Committee of the Party Committee of the Government, Deputy Prime Minister, emphasized that "the spirit of the Congress is one of faith and aspiration, of breakthrough and action, discipline and creativity, unity and development," and affirmed that this will be a powerful driving force and core value for the Government to continue to make every effort, maximize its mission of building development, taking integrity as the foundation, decisive action as the commitment, and serving the people as the ultimate goal, together with the entire Party, the entire people, and the entire army to quickly put the Resolution of the 14th Party Congress into life, contributing to realizing the aspiration of building a strong, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.

The government continues to make every effort, maximizing its mission of fostering development, with integrity as its foundation, decisive action as its commitment, and serving the people as its ultimate goal, working together with the entire Party, people, and army to quickly implement the Resolution of the 14th Party Congress.

Presenting the paper "Enhancing Party and People-Centered Characteristics in the Activities of the National Assembly to Meet the Requirements of Improving Institutional Development in the New Era" on behalf of the National Assembly Party Committee, Central Committee Member, Standing Committee Member of the National Assembly Party Committee, and Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that in the new era, enhancing Party and people-centered characteristics is both an inherent political principle and an objective requirement of practice, as well as a prerequisite for the National Assembly to effectively perform its basic functions.

Imbued with the idea that the people are the center, the subject, the goal, and the driving force of development, the Vice Chairman of the National Assembly emphasized that all policy decisions must be the culmination of "the Party's will and the people's aspirations," and the ultimate goal is the satisfaction and trust of the people; paying attention to the feasibility of implementation, especially in terms of resources, the apparatus, and human resources at the grassroots level.

In her presentation on the topic "Promoting the strength of national unity - a crucial foundation and driving force for achieving national development goals in the new era," Comrade Ha Thi Nga, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, stated that the Vietnam Fatherland Front must truly be a connecting link between the Party, the State, and the people; a place where correct policies are transformed into correct actions and correct results; and continue to be a center for promoting and strongly inspiring the aspirations and spirit of innovation among all strata of the people, gathering and attracting the strength of workers, farmers, youth, women, intellectuals, compatriots, religious groups, and overseas Vietnamese, thereby contributing their efforts and intellect to the development of the country.

Referring to and clarifying that political and ideological work is the most important task of the Party, having a decisive impact on the success of the revolutionary cause, Comrade Lai Xuan Mon, Member of the Central Committee of the Party, Secretary of the Party Committee, and Deputy Head of the Standing Committee of the Central Propaganda and Mass Mobilization Department, in his presentation on the issue of "Political and Ideological Work in the New Era," argued that not only should awareness be raised and the Party's direct and comprehensive leadership over political and ideological work be strengthened, but this work also needs to "lead the way, guide, and play a leading role" to create the highest political determination, the highest ideological unity, the most persistent efforts, and the most decisive actions of the entire Party, the entire people, and the entire army to successfully achieve strategic goals.

Promoting democracy, encouraging a pioneering spirit, innovation, and the courage to think, act, and make breakthroughs for the common good among cadres and Party members; fostering patriotism; igniting enthusiasm for labor and production, a spirit of self-respect, self-confidence, self-reliance, self-strength, great creative potential, and the aspiration to contribute of the people, creating a tremendous driving force to promote faster, stronger, and more sustainable national development.

Speaking on behalf of the Party Committee of the Central Policy and Strategy Board at the Congress to further clarify strategic solutions to ensure double-digit economic growth in the 2026-2030 period, Central Committee member and Deputy Head of the Central Policy and Strategy Board Nguyen Anh Tuan emphasized the need to ensure macroeconomic stability, increase the resilience of the economy, and ensure strategic autonomy; accelerate economic restructuring, promote industrialization and modernization, and use science and technology, innovation, and digital transformation as the main driving forces.

Simultaneously, we must more effectively exploit international markets, diversify markets, and promote the development of the domestic market to truly become a sustainable driving force for growth. We must mobilize and effectively utilize resources, especially capital, to serve high growth rates from all three channels: public investment, domestic private investment, and foreign direct investment. We must accelerate breakthroughs in economic institutions, human resources, science and technology, innovation, and infrastructure to create a solid foundation for rapid and sustainable growth.

Reforming the Party's leadership methods in Hanoi is not only for better management, but also to create a long-term, sustainable future for the capital city, making a positive contribution to the development of the country.

In his presentation on the topic "Innovating leadership methods, building a clean, strong, and exemplary Hanoi City Party Committee, contributing to the nation's steady progress into a new era of national development," Comrade Nguyen Van Phong, Permanent Deputy Secretary of the Hanoi City Party Committee, stated that the Hanoi Party Committee is committed to leading the way in innovating the Party's leadership methods in the new era, considering this a central and overarching political task in all activities of the Capital's Party Committee.

Hanoi, the capital city, is ready to be a controlled testing ground for new models of governance, institutions, organizational structure, digital transformation, and innovation, in order to summarize practical experiences for the Central Committee. The Hanoi Party Committee is politically responsible to the Party and the people for the results of implementation; it is determined to overcome the mentality of avoidance, fear of making mistakes, and shirking responsibility.

The Hanoi Party Committee strives to become a model Party Committee of a modern, honest, proactive, and development-oriented ruling Party; so that the Party Committee of the Capital City is worthy of being the national political and administrative center, the heart of the country.

Realizing the aspiration for development.

In his presentation on the topic of "Building and perfecting the organizational structure of the political system to meet the requirements of national development in the new era," Comrade Nguyen Thanh Binh, Deputy Head of the Central Organization Department, affirmed that during the 14th Party Congress term, with the determination and efforts of the entire political system, the organizational structure under the new model will certainly continue to be perfected and effectively implemented, meeting the requirements of national development in the new era, an era of striving for prosperity and strength for the nation.

As the country enters a new era with aspirations for high and sustainable growth, the demand placed on infrastructure development, especially transportation and urban-construction infrastructure, requires a stronger breakthrough, taking a proactive approach to pave the way and lead the development process.

In his presentation on the topic "A strong breakthrough in infrastructure development in the new era," Comrade Tran Hong Minh, Member of the Central Committee of the Party, Secretary of the Party Committee, and Minister of Construction, affirmed that the construction industry is determined to uphold its tradition of "leading the way," excellently fulfilling its responsibility of developing a multimodal, synchronous, modern, and intelligent transportation infrastructure system that effectively connects road, rail, maritime, air, and inland waterway transport; planning, constructing, and managing the development of green, smart, climate-resilient, and sustainable urban areas; and developing housing and the real estate market, with particular priority given to social housing and housing for workers in industrial zones, linked to synchronous technical and social infrastructure.

Presenting a paper on some breakthrough solutions to make science and technology, innovation, and digital transformation the main driving force of a new, rapid, and sustainable growth model in the era of knowledge-based and digital technology-driven development, in which innovation is the central mechanism for transforming knowledge and digital technology into productivity, added value, and sustainable growth, Comrade Nguyen Manh Hung, Member of the Central Committee of the Party, Secretary of the Party Committee, and Minister of Science and Technology, emphasized that from middle-income to high-income status, Vietnam must rely on science and technology, innovation, and digital transformation.

All three of these driving forces have been expanded in scope and redefined by our Party using a new approach, creating a broader space for development and unleashing new resources to promote growth. Changes in mindset, perception, approach, and methods are always decisive factors in the success of major policies and high goals.

Expressing strong agreement with the Central Committee's documents submitted to the Congress, Comrade Nguyen Manh Cuong, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee, and Deputy Minister of Foreign Affairs, presented a paper on the issue of "Proactively and actively carrying out the crucial and regular task of strengthening foreign relations and international integration to serve the country's strategic goals."

Comrade Nguyen Manh Cuong stated that identifying foreign relations and international integration as crucial and ongoing stems from the objective requirements in the face of profound, complex, and unpredictable changes in the international environment. This is also an important development in thinking. Accordingly, foreign relations and international integration have become an important method, a regular and continuous task in building and defending the Fatherland; it is a common undertaking of the entire political system, requiring proactive participation and close, synchronized coordination from all levels, sectors, and localities.

Affirming that Ho Chi Minh City's development aspirations by 2030 must be placed within a larger picture, inseparable from the nation's overall aspirations, in a presentation on the issue of "Promoting the leading role, building Ho Chi Minh City into an international-level center of science, technology and innovation, creating a driving force for development throughout the country," Comrade Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Ho Chi Minh City, stated that the city focuses on three decisive pillars of development: institutional breakthroughs are a prerequisite; science and technology and high-quality human resources must become the core development axis; and infrastructure development is not just for speed, but for long-term progress.

With strong political determination and a powerful desire to contribute, the City is committed to working together with the whole country to realize the goal of making Vietnam a developed, self-reliant, prosperous, civilized, happy nation, deeply integrated, with an increasingly high position and prestige in the international community.

As a representative from the grassroots level – where the Party's policies are directly implemented – Comrade Tran Thi Thanh Thuy, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairwoman of the People's Council of My Hao Ward, Hung Yen Province, presented a paper on the topic "Digital transformation in wards under the conditions of implementing a two-tiered local government model - Practices and the determination to act of My Hao Ward, Hung Yen Province."

Deeply aware that digital transformation is not an end in itself, but a path to better serve the people, manage more effectively, and achieve faster and more sustainable development, Comrade Tran Thi Thanh Thuy affirmed that My Hao ward is committed to further accelerating and strengthening the digital transformation process in a substantive and systematic manner, accompanying the whole country in realizing the development aspirations identified by the 14th Party Congress.

Inspection and supervision have always been one of the Party's important leadership methods, a task for the entire Party, first and foremost for Party committees at all levels, their leaders, and Party organizations.

Comrade Tran Van Ron, Member of the Central Committee of the Party, Standing Deputy Chairman of the Central Inspection Committee, presented a paper on the issue of "Innovating inspection and supervision work to contribute to strengthening discipline and order, enhancing the leadership capacity and fighting strength of the Party, and meeting the requirements of tasks in the new situation."

There should be no "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach.

Entering the 14th Party Congress term, alongside opportunities and advantages, our country still faces many difficulties and challenges. Inspection and supervision work needs a strong renewal of thinking, methods, and organizational approaches. It must be the primary leadership method and an important tool to maintain the Party's discipline and order; linking inspection and supervision with the control of power; and shifting the focus rapidly and strongly from "examining and handling" to "prevention and early warning, from afar, right from the grassroots level" to ensure that the Party's major policies and decisions are implemented "in the right direction - done the right way - achieving real effectiveness"; leaving no "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach.
