Due to a lack of coordinated efforts, the contractor for the urban renovation project in Ha Long City faced difficulties at times. However, thanks to the efforts of the relevant units, residents were able to travel on the new, well-maintained roads just in time for Tet (Lunar New Year).

Work is progressing slowly because of dozens of utility poles obstructing the way.

The urban renovation project in Hong Hai and Hong Ha wards, Ha Long City ( Quang Ninh province), with a total investment of nearly 140 billion VND, has been underway since the beginning of the fourth quarter of 2024. The project includes upgrading and expanding the road and sidewalks of various streets, and investing in a comprehensive drainage system. The project is managed by the Ha Long City Investment and Construction Project Management Board, and constructed by Thanh Phong Construction and Development Co., Ltd.

Because they had to "avoid" streetlights, the contractor was unable to carry out the construction continuously for extended periods.

However, at times, the contractor had to slow down construction due to obstructions from the street lighting system.

A typical example is the section from National Highway 18 down to Tran Quoc Nghien coastal road in Zone 2, Hong Ha Ward, where progress has been slow for a long time. The main reason is that some streetlights along this road have not yet been relocated. Therefore, the unit constructing the drainage system and paving the sidewalks has had to "avoid" nearly a dozen poles.

Due to the long delay in relocation, the contractor had to install drainage pipes in a piecemeal fashion, affecting the project's progress.

Mr. Nguyen Van Dong, a resident of Group 13, Zone 2, Hong Ha Ward, expressed: "The project is invested by Ha Long City, and the water system, power poles, and fiber optic cables are also handled by local units. Ideally, when the project started, the power poles should have been moved early to ensure the contractor could proceed with construction."

However, all the utility poles have now been relocated, and the road construction has been completed, much to the delight of the local residents.

"The road has been widened, and the infrastructure, including fiber optic cables, telephone lines, drainage ditches, and streetlights, is also synchronized. This Tet holiday, the people in the neighborhood are very happy," said Mr. Nguyen Van Khoi, a resident, adding that the road, less than a kilometer long, was planned more than 20 years ago, but only now has it been completely finished.

Completed just in time for Tet (Lunar New Year).

Speaking with a reporter from Giao Thong Newspaper, a representative of Thanh Phong Construction and Development Co., Ltd. explained that the previous difficulties caused by obstructing power poles were due to a lack of coordinated efforts between the managing units and the investor. As a result, the company faced numerous challenges during construction due to obstacles such as power poles, water pipes, and fiber optic cables.

The contractor completed the road project just in time for the Lunar New Year of 2025.

"The unit has regularly watered the area to suppress the dust, but due to the dry weather, it's unavoidable that dust will enter the houses of residents along the road," said the representative of the construction unit.

Mr. Tran Trong Tuong, Director of the Investment and Construction Project Management Board of Ha Long City, said that some power poles along the route have not yet been relocated, affecting the construction progress. The reason is due to planning adjustments, which require approval from relevant authorities.

Despite facing many difficulties, by January 21st, the units had resolved all obstacles, the contractor had secured the site, and was working overtime and in shifts, day and night.

"Therefore, the road connecting National Highway 18 with the coastal road in Zone 2, Hong Ha Ward, was completed just in time for the Lunar New Year of 2025, ensuring convenient and safe travel for the people," Mr. Tuong said.
