Ninh Binh aims to become a centrally-governed city by 2030.

After two days of serious, urgent, democratic, and responsible work, with the spirit of "Unity-Responsibility-Discipline-Breakthrough-Development" (September 30 - October 1), the First Congress of the Ninh Binh Provincial Party Committee, term 2025-2030, concluded successfully, completing all the planned contents and programs.

7 key tasks, 3 breakthroughs

Over the two working days, the Congress focused its intellect, engaged in lively discussions, democratically contributed opinions, and unanimously approved the Political Report, the Review Report of the Provincial Party Committee's Executive Committee for the 2020-2025 term; and the Summary Report of opinions on the draft Political Report and the draft Action Program for implementing the Resolution of the Provincial Party Congress, 2025-2030 term.

At the same time, the Congress also unanimously adopted the Summary Report of comments on the Draft documents submitted to the 14th National Congress of the Party, thereby expressing high agreement, consensus, and profound confidence in the guidelines, policies, and development strategies of the Central Committee of the Party.

The Congress unanimously affirmed the important and relatively comprehensive achievements of the province's people during the past term; pointed out the limitations, causes, and drew lessons learned in leadership and guidance in implementing the Resolution for the 2020-2025 term. From there, it clearly defined the viewpoints, objectives, tasks, and solutions for the next five-year development period (2025-2030) with seven key tasks, three breakthroughs, and 22 main indicators encompassing all areas of economy, culture, society, Party building, and political system building.

At the same time, the Congress adopted the Central Committee's decisions on the appointment of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Secretary and Deputy Secretary of the Provincial Party Committee, the Provincial Party Committee's Inspection Committee, and the provincial delegation to attend the 14th National Party Congress.

A spirit of urgency, daring to think and daring to act.

In her closing remarks at the Congress, Comrade Dinh Thi Lua, Permanent Deputy Secretary of the Provincial Party Committee, emphasized the achievements of the two days of serious, expeditious, democratic, and responsible work, with the spirit of "Unity - Responsibility - Discipline - Breakthrough - Development".

The First Congress of the Ninh Binh Provincial Party Committee, for the 2025-2030 term, has completed its agenda and program. The Congress was a profound political activity throughout the entire Party, military, and people of the province; it marked an important historical milestone, opening up new opportunities and prospects; and at the same time, it placed higher demands on leadership, guidance, and the organization of political tasks, leading Ninh Binh to increasingly rapid and sustainable development, joining the rest of the country in entering a new era – an era of prosperous, civilized, and happy development.

The success of the First Ninh Binh Provincial Party Congress, for the 2025-2030 term, is the result of the thorough and serious implementation of Directive No. 45-CT/TW of the Politburo on Party Congresses at all levels leading up to the 14th National Party Congress; the regular and close leadership and guidance of the Politburo, the Central Party Secretariat, and central ministries and agencies; and the efforts of Party committees, government agencies, the Fatherland Front, socio-political organizations, and all strata of the people.

Furthermore, the success of the Congress is also due to the meticulous, thorough, scientific, and open-minded preparation process of the Standing Committee and the Executive Committee of the Provincial Party Committee for the 2020-2025 term; along with the dedicated and responsible contributions of provincial leaders from previous periods, experts, scientists, all levels and sectors, the Fatherland Front, political and social organizations, intellectuals, and all strata of the people, especially the heartfelt contributions of more than 240,000 cadres and Party members throughout the Provincial Party Committee as well as the delegates attending the Congress.

According to Comrade Dinh Thi Lua, immediately after the Congress, the collective Provincial Party Committee for the 2025-2030 term and each delegate to the Congress, in their respective positions and responsibilities, must immediately begin disseminating, implementing, concretizing, and organizing the execution of the Congress Resolution.

All levels and sectors, the Fatherland Front, and political and social organizations from the provincial to the commune and ward levels should develop plans to thoroughly disseminate the Resolution and Action Program for implementing the Resolution of the Party Congress among cadres, Party members, and all strata of the people, in conjunction with the implementation of the Resolution of the 14th Party Congress. They should urgently develop programs and plans to concretize and focus on directing implementation; and at the same time, assign tasks with the spirit of: clear responsibilities, clear tasks, clear timeframes, clear results; daring to think, daring to act, daring to innovate for the common good.

A new term, a new chapter in history.

The Ninh Binh Provincial Party Committee was established and officially began operating on July 1, 2025, based on the merger of the Party Committees of Ha Nam, Nam Dinh, and Ninh Binh provinces.

Along with the rest of the country, in a short period of time, with high determination to organize and implement the Resolutions and Conclusions of the Central Committee, the Provincial Party Committee has led and directed the entire political system in the province to focus on carrying out the "dual task": Consolidating and stabilizing the organizational structure according to the new administrative units after the rearrangement, operating the two-tiered local government smoothly and effectively, serving the people and businesses well; and directing all 133/133 subordinate Party committees to successfully hold their congresses in accordance with the principles, the Party Charter, and the guidelines of the Central Committee.

The average annual growth rate of the gross regional product (GRDP) in the province over the five years from 2020 to 2025 is projected to reach 9.26%; the size of the economy after the province's merger will reach 352,164 billion VND.

The growth model linked to economic restructuring has achieved results in many aspects; new growth drivers have been created, especially in the development of high-tech industries, cultural industries, entertainment industries, tourism, digital economy, green economy, creative economy, and heritage economy. Economic restructuring has undergone quite comprehensive changes, towards industrialization, modernization, digital transformation, and green transformation; to date, the proportion of industrial, construction, and service production value accounts for 81.25%...

A new term, a new chapter in Ninh Binh's history is unfolding with new opportunities, prospects, and a new position, but also with many difficulties and challenges. The Congress calls on the entire Party, army, and people of the province, as well as the sons and daughters of Ninh Binh residing throughout the country and abroad, to continue the glorious historical, cultural, and revolutionary traditions of their homeland, upholding the revolutionary spirit of offensive action, unity, dynamism, creativity, innovation, daring to think, daring to act, daring to take responsibility, constantly striving to rise up, maximizing all potential and advantages to successfully achieve the goals set forth by the First Provincial Party Congress; striving to make Ninh Binh a centrally-governed city by 2030, with modern industry, high-quality tourism services, a green city associated with heritage, and among the leading localities nationwide in terms of growth rate and per capita income.
