Vinh Tan 4 Thermal Power Plant: Electricity supply – cost control – emission reduction

Not only is it equipped with manufacturing equipment from advanced G7 countries, Japan, and South Korea, but the plant also benefits from the flexible management and handling skills of its staff and workers, demonstrating "iron will and determination." As a result, the plant is becoming a model for harmonizing energy security with emission reduction, contributing to environmental protection.

Mastering modern technology

The choice to install state-of-the-art, world- leading production technology at the Vinh Tan 4 Thermal Power Plant has contributed to reducing emissions during thermal power generation. Advanced technologies include Low-NOx burners, which control the combustion process right from the burner to minimize NOx formation, resulting in more complete coal combustion and reduced carbon content in ash. The field desulfurization (FGD) and electrostatic precipitator (ESP) systems achieve desulfurization efficiency above 98% and dust filtration efficiency above 99.9%, ensuring that emission parameters at the Vinh Tan 4 Thermal Power Plant are consistently much lower than regulatory standards.

Simultaneously, the factory installed 7 wastewater monitoring stations and 3 exhaust gas monitoring stations. These stations all have automatic and continuous data transmission systems to the website of the Lam Dong Department of Agriculture and Environment and electronic bulletin boards located at the main gate of the factory. Production activities have shown that emission indicators (dust, smoke, wastewater) are all lower than the permissible targets in the environmental impact assessment; other related indicators meet or exceed the regulations of the state management agency.

In addition, the plant has adjusted its fly ash consumption plan, which has been approved by the Vietnam Electricity Group (EVN). Last year alone, EVN's Vinh Tan 4 Thermal Power Plant, in coordination with partners inside and outside the province, consumed 480,423 tons of fly ash, achieving over 206% of the volume generated during electricity production; not only processing all generated ash but also reducing the amount remaining in the landfill. This year, the plant is actively bidding to find additional contractors to provide fly ash consumption services, with the plant paying the costs to the consuming and processing partners to minimize the amount of fly ash buried in landfills.

Implementing digital transformation optimizes production costs.

During the years of operation at the Vinh Tan 4 Thermal Power Plant, digital technology is no longer a distant concept but has permeated every operational process. This is the "extended arm" that helps the plant's management tightly control the economic aspects.

The online monitoring system, with real-time management, transmits all emission data directly to the Lam Dong Department of Agriculture and Environment 24/7. The pressure for transparency motivates the operating team to maintain optimal combustion performance. When environmental indicators are at their best, the machinery operates most efficiently, resulting in greater economic efficiency in electricity production.

In addition, the plant is proactively digitizing to reduce production costs. Through the analysis of operational data (Big Data), the plant is gradually shifting from scheduled repairs to predictive maintenance. This helps minimize unexpected machine downtimes – a major cause of wasted auxiliary fuel and increased electricity production costs.

Promoting initiatives, technical improvements, and reducing emissions.

Alongside thermal power generation, the plant's management has boldly made decisive decisions in investing in technical innovation initiatives to reduce emissions; prioritizing budget for environmental protection amidst fluctuating coal prices demonstrates a sustainable management mindset.

Meanwhile, an indispensable factor is the boundless creativity of the plant's engineering team. Undeterred by the complexity of the most advanced thermal power technology in Vietnam at the time of its commissioning, the engineers, staff, and workers here have gradually mastered the equipment completely. Dozens of technical improvements and operational optimizations each year, from optimizing the cooling water system to adjusting the combustion mode, are the result of sleepless nights spent poring over blueprints, machinery, equipment, and control systems by young, dedicated engineers.

It can be said that promoting initiatives, improving technology, mastering modern technologies, and integrating environmental protection have contributed to helping the Vinh Tan 4 Thermal Power Plant gradually solve the "three-legged stool" problem: electricity supply – cost control – emission reduction. In the context of the ongoing energy transition, the efforts and determination of the leadership, staff, and workers of the Vinh Tan 4 Thermal Power Plant to master technology demonstrate a proactive and adaptable spirit. This is reflected in their efforts to complete production targets with a total electricity output of 11.852 billion kWh this year, ensuring national energy security; and minimizing emissions to contribute to the protection of the environment.

“Through electricity production, over the past 7 years, Vinh Tan 4 Thermal Power Plant has made a significant contribution to the state budget of over 5,398 billion VND; ensuring the material and spiritual well-being of more than 600 cadres and employees, of which more than 40% are local residents of Lam Dong province. The plant has also performed well in social welfare work in its operating area for many years, with a total expenditure of over 3.7 billion VND (nearly 1 billion VND in 2025),” shared Mr. Vu Thanh Hai, Director of Vinh Tan 4 Thermal Power Plant.
