Efforts to provide electricity to Bich Dam

Bich Dam residential group (Vinh Nguyen ward, Nha Trang city) with 210 households is always in a state of lack of electricity for daily life and services. Therefore, finding a solution to bring grid electricity to the island has been a concern of the local government and Khanh Hoa Electricity Department for many years.

Since 2009, 210 households with 867 people in Bich Dam Residential Group (on Hon Tre Island) have only 4 hours of electricity per day from 5pm to 9pm. For most of the remaining time, people have to rely on oil lamps, batteries or other temporary lighting methods. The lack of electricity not only affects daily life, but also affects the livelihoods of people on the island. The maximum capacity of the current generator is only about 82kW, while the actual demand of people, according to forecast calculations, is up to 351.14kW. This large difference causes overload, weak electricity and cannot meet the needs of production activities, especially seafood exploitation and processing activities in Bich Dam.

Based on the above reality, the Provincial People's Committee requested relevant units to discuss to find the optimal solution for the Bich Dam power supply problem. Accordingly, there will be 3 options for power supply: connecting to the national grid, investing in rooftop solar power systems and improving generator capacity. In which, investing in the national grid is considered the most fundamental and long-term solution for Bich Dam. However, this option faces many difficulties. Because in the draft of the Nha Trang City Power Supply Master Plan until 2040, the Bich Dam area will be supplied with power via a 22kV underground cable line from the Vinpearl 110kV station, with a length of about 15km. Mr. Tran Dang Hien - Deputy General Director of Khanh Hoa Electricity Joint Stock Company, said: "After a detailed survey, we found that investing in a 15km underground cable line from Vinpearl to Bich Dam is not feasible at the present stage. The underground cable line is expected to pass through rugged mountainous terrain, complex geology, and there is almost no land for construction. This not only pushes up costs very high but also creates problems with site clearance, tree cutting, leveling, affecting the environment and natural landscape".

The rooftop solar power project is highly appreciated for its sustainability and environmental friendliness, in line with Khanh Hoa's green development orientation. However, Mr. Nguyen Van Minh - Vice Chairman of Nha Trang City People's Committee also pointed out the inherent disadvantages of this project such as: The initial investment cost for the solar power system is very high; the power generation capacity depends entirely on weather conditions. On rainy and cloudy days, the power output will decrease significantly and there will be no power at night. Energy storage is a big challenge with current technology, high cost and not really effective for the entire residential area.

Finally, the option of upgrading to diesel generators is still the most feasible in the current conditions. After carefully analyzing the advantages and disadvantages, Khanh Hoa Electricity Joint Stock Company, Nha Trang City People's Committee, and the Department of Industry and Trade all determined that this option is the most feasible and effective solution in the current context. Mr. Nguyen Trong Hoang - Director of the Department of Industry and Trade affirmed: "Although we know that diesel generators are not a long-term solution, in the short term, this is the most feasible option to quickly improve the severe power shortage situation in Bich Dam. We agree to recommend that the Provincial People's Committee needs to have an immediate investment solution to ensure electricity supply for daily life, production and tourism activities on the island".

If choosing the option of upgrading the diesel generator, in the coming time, 2 generators with a capacity of 500kVA (many times larger than the current one) will be purchased to ensure sufficient capacity and be able to operate alternately, increasing the reliability and life of the equipment. Along with that, building a synchronous infrastructure, increasing the power supply time. Power generation time will be significantly increased from 4 hours to 16 hours per day (from 7:00 to 23:00). This time frame will cover most of the people's living, studying, production and business activities.

Regarding this issue, Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee affirmed that providing electricity to Bich Dam not only ensures the task of socio -economic development but also ensures security and national defense. Therefore, he agreed that in the long term, the option of investing in the national grid system to provide electricity to Bich Dam will still be chosen. Mr. Le Huu Hoang assigned Khanh Hoa Electricity Joint Stock Company to review and study the electricity planning of Nha Trang City and general regulations to draft a report to the Department of Industry and Trade on the immediate and long-term electricity supply plan for Bich Dam Residential Group, clearly defining the time and implementation roadmap. In the immediate future, to serve the electricity needs of Bich Dam residents, he assigned Nha Trang City People's Committee to coordinate with Khanh Hoa Electricity Joint Stock Company to study and develop a plan to invest in additional generators and equipment systems to provide electricity to people for a longer period than at present; Assign the Department of Finance to research and arrange short-term and long-term provincial budget funds for Nha Trang City People's Committee to implement this power supply plan.
