
Pressure from damaged roads
The year 2025 passed with record-breaking heavy rains, leaving severe consequences for Lam Dong's transportation infrastructure. Numerous serious landslides and subsidence occurred on National Highways (NH) 20, 27, 27C, 28… and the provincial road system.
Given the urgent situation, the Provincial People's Committee has implemented 16 repair and remediation projects with a total capital of 229.7 billion VND. Of this, 144.7 billion VND from the road maintenance fund and the central government budget has been disbursed. Notably, the province has issued emergency orders for 9 projects and 7 projects requiring urgent repairs. However, despite these urgent directives, the actual situation at the construction sites to date has not met expectations.
According to a report from the Department of Construction, as of mid-May 2026, only 5 out of 9 urgent projects on National Highways 20, 27C, and 28 had been completed in the entire province; the remaining 4 urgent projects are still unfinished.
Observations at these projects show that time pressure is mounting. The landslide remediation projects on National Highway 20 (Km 251 - Km 262+350), National Highway 27C (Km 65+800 - Km 115+000), and National Highway 27 (the section crossing Don Duong Bridge), although basically completed, will not be handed over until at least the end of May or July 2026.
Most concerning is the project to repair landslides on National Highway 28 (Km 43+500 - Km 60+000). With a total investment of 70 billion VND, this project is currently stalled due to land and forest procedures, with only 60% of the trees being cut down. Although the construction unit has established four working teams operating continuously, it is projected that completion will not be possible until November 2026, meaning it will take until after this year's rainy season.
Not only large-scale projects, but also urgent constructions such as the access road to the Dong Nai 4 Hydropower Plant, Provincial Road 725, and the 52 Pass are experiencing delays. The main reasons identified are administrative procedural obstacles and complex terrain. These projects are not expected to begin construction until June 2026 at the earliest.
Find solutions to compensate for delays.
At a recent review meeting, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Nguyen Hong Hai frankly criticized the extremely slow progress of implementation, noting that many procedures for capital allocation were still incomplete. The Provincial People's Committee leadership requested the Department of Construction to clarify the responsibilities of the relevant organizations and individuals.
To race against the approaching rainy season, the Vice Chairman of the Provincial People's Committee directed the Department of Construction to review each item, create a detailed progress chart to compensate for lost time, and ensure the full disbursement of funds in 2026. A thorough review of all landslide risks at Prenn, Mimosa, and Sacom passes, especially in the negative slope areas, should be conducted in May 2026 to prevent water from overflowing onto the road surface and causing landslides.
Alongside the repair of infrastructure, the Department of Construction stated that the province has also allocated over 603 billion VND for traffic management and maintenance in 2026. Of this, 533 billion VND is for national highways and 28 billion VND for provincial roads. Notably, Lam Dong province has also budgeted 5 billion VND for the purchase of reserve materials such as gabions and steel beams. This is a proactive step to prepare for potential natural disasters affecting transportation infrastructure in 2026.
The 2026 rainy season has begun with several heavy early-season rains in many areas of the province in recent weeks. If procedural and construction bottlenecks are not decisively resolved, urgent projects will lose their inherent value, and people will once again face the insecurity of traveling on roads under repair.
