Accelerate the transition to biofuels.

According to Circular No. 50/2025/TT-BCT of the Ministry of Industry and Trade, from June 1, 2026, unleaded gasoline conforming to current national technical standards must be blended into E10 bioethanol for use in gasoline engines nationwide. Currently, petroleum businesses in the city are accelerating implementation of the above regulation.

These days, Petrolimex Da Nang Co., Ltd. is conducting a comprehensive review of the technical infrastructure across its entire system.

Specifically, at the main fuel depot, storage tanks, process pipelines, import-export equipment, blending systems, and transportation vehicles are inspected, evaluated, and upgraded according to the technical requirements for E10 fuel. In addition, at retail outlets, fuel pumps, storage systems, and operating procedures are standardized to ensure consistency throughout the entire system. Besides infrastructure, quality control is strictly implemented to fully meet technical standards.

Mr. Tran Van Nhan, Deputy Director of Petrolimex Da Nang Co., Ltd., said that Petrolimex Da Nang is currently trading in 5 product lines, including high-quality products such as DO 0.05S diesel and RON95 gasoline, accounting for approximately 40% of the petroleum supply market share in Da Nang with 80 stores and 45 franchised dealers.

To implement the E10 gasoline business according to the plan, Petrolimex Da Nang is transitioning in stages: continuing to supply RON95 gasoline to the market before June 1st and gradually increasing the amount of E10 gasoline at its stores to ensure there is no shortage. Currently, very few stores in the Petrolimex Da Nang system sell E5 gasoline - a blend of 95% traditional mineral gasoline (RON 92) with 5% bioethanol; the company is also planning to stop selling E5 gasoline in the near future.

Another petroleum distributor, Hoa Khanh General Trading and Services Co., Ltd., is ready to switch to selling E10 bioethanol fuel. According to Mr. Nguyen Van Khoa, the company's CEO, the company's system includes 16 retail outlets, 61 dealers, and 2 franchised businesses; the company is one of the enterprises in Central Vietnam with the capacity to directly blend E10 bioethanol fuel.

At the Chu Lai storage facility, the infrastructure for blending (fully automated), including equipment, pipelines, and storage tanks, is already in place. With the current infrastructure and workforce, the company expects to produce 60-80 m³ of E10 bioethanol per day; and supply 15,600 m³ of bioethanol to the market per month (equivalent to 15.6 million liters/month).

Smaller-scale petroleum businesses are also completing the necessary steps to switch to E10 gasoline. Mr. Tran Nguyen Thanh Son, store manager of Hoa My Petroleum Joint Stock Company (Hoa Khanh ward), said that although their system is not as large as the major distributors, the company is proactively cleaning tanks and inspecting all fuel pumps to facilitate the conversion. Because the majority of vehicles refueling in this area are motorcycles belonging to workers and laborers, the company is also focusing on training staff to explain and advise people about the effectiveness and safety of E10 gasoline, avoiding any hesitation when the product line officially changes from the beginning of June.

Observations at participating stores indicate that the sale of E10 gasoline is stable, with no difference in operation compared to existing gasoline types. At each sales point, sufficient staff are deployed, following proper service procedures from vehicle registration and refueling to payment processing. Informational signs identifying the E10 product are clearly displayed, making it easy for consumers to access the information.

Ms. Nguyen Thi Thanh Hang (Group 55, Hoa Xuan Ward) observed that the price of E10 gasoline is cheaper than RON 95 gasoline, helping to save on monthly operating costs and contributing to reducing environmental pollution.

In the context of a constantly fluctuating global fuel market, gradually reducing dependence on fossil fuels and transitioning to biofuels is the appropriate direction to take today.

Mr. Tran Van Nhan, Deputy Director of Petrolimex Da Nang Co., Ltd., stated that the quality of E10 gasoline is ensured through strict control from the base gasoline and ethanol sources to the blending system, which maintains a ratio of approximately 10% ethanol and 90% mineral gasoline. The entire process is certified as compliant by relevant authorities, meeting current technical standards for market distribution, so consumers can confidently choose and use E10 gasoline.

The Department of Industry and Trade stated that, according to Official Letter No. 1525/TTTN-NV from the Department of Domestic Market Management and Development (Ministry of Industry and Trade) regarding the monitoring and inspection of the implementation of E10 bioethanol fuel according to the roadmap stipulated in Circular No. 50/2025/TT-BCT, from now until May 31st, the department will strengthen propaganda and raise awareness of compliance with the roadmap for switching to E10 fuel among petroleum businesses; widely disseminate information about the safety and benefits of E10 bioethanol fuel to create consensus among consumers in the area.

Starting June 1st, market management forces will coordinate with relevant agencies to strengthen supervision and inspection of retail gasoline stations in the area, strictly handling violations such as selling gasoline of the wrong type according to the schedule; hoarding goods to create supply shortages; arbitrarily stopping sales without justifiable reasons or using misleading labeling on fuel pumps; arbitrarily increasing prices unreasonably; and other violations of the law.

According to the Department of Industry and Trade, Da Nang currently has 10 petroleum depots, of which 8 have a capacity of over 5,000 m³ and are managed by the Ministry of Industry and Trade, and 2 have a smaller capacity of less than 5,000 m³ and are managed by the city, with a total capacity of 197,850 m³. The petroleum retail system includes 389 ground-based stores and 26 operating oil tankers. The total petroleum consumption in 2025 is projected to be 1.2 million cubic meters.

In Official Document No. 3073/UBND-SCT of the City People's Committee on the implementation of promoting the production, blending, distribution, and use of biofuels, the Department of Industry and Trade is assigned to lead the planning of the blending and distribution roadmap for bioethanol, and to urge petroleum traders and retail gasoline stations to conduct business according to the roadmap, ensuring a stable supply for the market.
