Concerns about power lines running through the forest.

Chi Linh Power Company is managing and operating a power grid system with many complex characteristics, including many sections of power lines running through forests, making the protection of power lines a challenging task.

Many potential risks

In mid-May, the weather was hot and sunny. We followed the Ben Tam Power Grid Operation and Management Team (Chi Linh Power Company) to inspect the high-voltage power lines running through the forest in Hoang Hoa Tham commune. On their motorbikes, the staff traveled along many maintenance routes. At times they had to stop to take notes, and at other times they had to leave their motorbikes and walk into the forest to inspect the power line corridor.

For those working in power grid operation, inspecting power lines in the forest has become a familiar task. They know every route and every power pole location in their assigned area. In the hilly area near Phu Loi Lake (Hoang Hoa Tham commune), where several high-voltage power poles and lines pass through, employees have to climb and walk along the route to detect potential violations of the power line corridor early on.

Under the scorching sun, sweat drenched their protective clothing as some cleared vegetation around the base of the power lines, while others gathered dry branches and cleared undergrowth that could cause fires. Tran The Cong, a member of the Ben Tam Operation and Management Team, shared: “The power line runs through the forest, raising concerns about trees encroaching on the corridor and the risk of forest fires. During the rainy season, we fear falling trees causing accidents, while in the dry season, we face the threat of forest fires endangering the safety of the line.”

Chi Linh Power Company manages approximately 30 km of power lines running through mountainous and forested areas with complex terrain in the communes of Hoang Hoa Tham, Bac An, Le Loi, Hung Dao and the wards of Hoang Tan, Hoang Tien, Cong Hoa, Van Duc, and An Lac.

Violations of power line corridors in forest areas mainly stem from planting trees exceeding the permitted height within the corridor. When forest land is allocated to people for production, in many places there is no accompanying awareness campaign or guidance, leading to illegal tree planting. When violations are detected, some households are uncooperative, failing to trim the trees, posing a potential risk to power grid safety.

Although there are no specific statistics on the number of violations and incidents along power lines running through forests, the risks are always present. “We regularly coordinate with local authorities and forest rangers to raise awareness among the people about protecting the safety of power lines. When people understand the dangers of electrical incidents, they will proactively cooperate and work together to protect the safety of the power grid,” said Mr. Vu Hoang Tung, Deputy Director of Chi Linh Power Company.

In addition to protecting power lines, Chi Linh Power Company employees often take on the extra task of clearing forests.

Chi Linh Power Company has developed a specific plan to ensure the safety of high-voltage power line corridors and provide stable electricity supply. The unit proactively works with landowners, guiding them on implementing safety measures during cultivation and providing contact information for coordinated handling of any arising situations.

Chi Linh Power Company also organized for all households with gardens and forests located within the power grid corridor to sign a commitment not to violate the power grid safety corridor. Through this, people voluntarily trimmed trees to prevent potential incidents. In addition, the power sector coordinated with local authorities to encourage people to plant low-height trees that comply with regulations within the corridor area.

Ms. Tran Bich Thuan, Chairwoman of the People's Committee of Hoang Hoa Tham commune, said: "Through mass organizations and village meetings, the local government actively propagates and raises awareness among people, especially households with production forests, so that they understand the importance and agree to protect the power grid. Thanks to this, for many years, the high-voltage power grid in the commune has been operated safely, without incidents due to violations of the power line corridor."

Increased communication and clear explanations about the necessity of protecting power line corridors have helped Chi Linh Power Company gain consensus within the community. When people work together to protect the power grid, the work of ensuring power grid safety becomes more effective, minimizing the risk of incidents and electrical accidents in the residential area.
