Potential safety risks
The two-story school building with eight classrooms at Nghi Thuy Primary School in Cua Lo ward can be considered one of the oldest schools in Nghe An province . Built in 1992, after more than 30 years of use, signs of deterioration are clearly visible from the outside. with peeling and stained walls and many damaged features.
Concerns about safety became even more apparent after two consecutive storms in 2025. At that time, due to its coastal location, the school suffered from strong winds when the storms hit, causing the entire corrugated iron roof of the two-story school building to be blown off, and the tiled roof structure to collapse, exposing long sections of steel.

After the storm subsided, because the school building was old and severely damaged, after assessing the damage, the leaders of the Department of Education and Training and the local authorities requested that the school not use the two-story building to ensure the safety of the students. They also requested that the school use functional classrooms as replacements.
However, due to the large number of students and the school's inadequate facilities, the classrooms were only temporarily closed for a short period, and the school had to reopen the classrooms on the first floor afterward.
Despite this, classes couldn't proceed normally because even a light rain would cause water from the second floor to flow down to the classrooms below. To prevent water from dripping onto students and teaching equipment, teachers had to constantly move desks and chairs. Many lessons were interrupted by the sound of leaky roofs and the need to deal with water seepage, affecting the quality of teaching and learning at the school.

Despite these difficulties, for almost a year now, the repair and re-roofing of this building has been stalled because the school has designated it for demolition. Meanwhile, the reconstruction, despite numerous requests, has yet to be implemented.
Because four classrooms on the second floor are no longer usable, all functional rooms and offices of the school have been converted into classrooms for students, significantly affecting the school's teaching plans. This year, the school was also scheduled for re-accreditation as a standard school, but we had to request a postponement because the facilities were not yet up to standard.
The teachers and students hope that the school will be rebuilt during the summer so that when the new school year begins, nearly 1,000 students will be able to study in spacious, clean classrooms, free from potential safety risks.

For many years, in the former Nam Dan district (now Van An commune), Nguyen Chanh Ky Secondary School has been considered a model school, training top-performing students for the locality. With the goal of improving the quality of education, before the merger of the two levels of local government, the district had planned to invest 16 billion VND to build new classrooms. Nearly a year ago, after the land was expanded, one of the school's old classroom blocks was demolished to prepare for the new construction.
However, while awaiting project implementation, the reorganization of administrative units and local government structures disrupted the investment process.

While construction of the new classrooms has yet to begin, many of the remaining classrooms are severely dilapidated after nearly 20 years of use, causing considerable difficulties for the school in organizing teaching activities. Walking along the school's classroom buildings, one sees peeling and cracked walls everywhere, and damaged electrical wiring. The school's traditional room is now being used as both the treasurer's office and the library. Many other areas of the school are being used to store old and makeshift teaching materials and equipment.

Currently, the school only has 12 classrooms and 4 rooms used for multiple purposes. Meanwhile, the number of students and classes remains stable, leading to a shortage of space for teaching and experiential activities. Many functional rooms have to be shared or repurposed, affecting the implementation of educational activities in accordance with current reform requirements.

Increase investment in infrastructure.
Anh Son 3 High School is located in a disadvantaged area in Nhan Hoa commune and is one of the public high schools in the province with the poorest facilities. Facing these difficulties, since 2025, the province has invested over 30 billion VND in building and renovating classrooms, including 15 new classrooms. After nearly a year of implementation, the new, modern classrooms have been completed and will be in use for the next school year. The remaining items, such as repairing the office area and constructing a multi-functional room, are also being urgently implemented during the summer to ensure completion according to the plan.
Mr. Nguyen Canh Tuan, the school principal, said: "The new school building has been a long-awaited dream for generations of teachers and students." Investing in infrastructure will contribute to improving teaching and learning conditions, creating motivation for teachers to work with peace of mind, providing students with a better learning environment, and thereby gradually improving the quality of education at the school in the future.

Another renovation project at Muong Qua High School, the administrative building and functional rooms, is also scheduled to be implemented this summer.
After many years of use, this building has shown many signs of deterioration such as cracked walls, peeling floors, and damaged ceilings in many places. During heavy rains, leaks occur frequently, affecting the school's operations. Not only do these damages cause inconvenience, but they also pose a potential safety risk to staff, teachers, and students.

According to a report by the Department of Education and Training, during the period 2021-2025, the province has focused on allocating investment funds to strengthen school infrastructure, teaching equipment, and implement the 2018 General Education Program. Of this, nearly 250 billion VND came from the provincial budget and over 280 billion VND from socialized education sources.
As a result, by 2025, the entire province will have 26,578 classrooms at all levels, of which 23,406 are solidly built, achieving a solidification rate of approximately 88%, an increase of 7% compared to 2021; there will also be 1,773 teacher staff rooms, of which 1,208 are solidly built, reaching a rate of approximately 68.1%.
However, due to limited budget and the province's many difficulties, investment has only focused on schools that are in the process of building national standard schools; and schools in ethnic minority and mountainous areas. The remaining areas have a huge need for investment in infrastructure and teaching equipment, which has not yet met the requirements of educational reform and the implementation of the 2018 General Education Program.

In addition to provincial resources, the province has requested the central government to continue prioritizing investment capital for education, especially for disadvantaged provinces, mountainous areas, and ethnic minority regions. Simultaneously, it has requested the issuance of preferential tax, credit, and land policies for investment projects in education; and mechanisms for exploiting and utilizing public assets and surplus office buildings to serve educational development.
Furthermore, it is necessary to promptly finalize the legal framework for mobilizing, managing, and utilizing socialized resources for education, ensuring transparency and building trust among society and donors.
