Potential

Nui Thanh is a key area within the Chu Lai Open Economic Zone. Currently, scattered land plots in the district include: land plots and scattered land parcels interspersed with residential areas; land belonging to schools, cultural centers, cooperative headquarters, health stations, etc., that are no longer needed; land plots and land parcels of residential areas and resettlement areas transferred to the district by the Provincial Economic and Industrial Zones Management Board; and land parcels previously developed by the district and communes but not yet fully exploited.

Upon review, the scattered land fund is divided into 3 groups of sources. Group 1: land from scattered plots and parcels of land interspersed within communes and towns, and small, narrow, surplus land parcels remaining after land rearrangement and compensation for site clearance.

Most of these land plots have clean surfaces and basic infrastructure to ensure land exploitation. Group 2: land plots from residential areas and resettlement areas handed over by the Provincial Economic and Industrial Zones Management Board to the district for management, and land plots where the district or commune is the investor but have not been fully exploited. These land plots already have infrastructure to ensure land exploitation.

Through analysis and regulation of revenue from land exploitation in existing residential areas, resettlement areas, and scattered land plots, Nui Thanh has a total area of ​​scattered land plots expected to be exploited of 21,764 , with a total projected revenue of over 35 billion VND.

The total area of ​​residential and resettlement zones currently under management and expected to be exploited (during the period 2024 - 2026) is 191,456.6 m2, with a total projected revenue of over 1,094.6 billion VND.

Group 3 includes other public land plots such as schools, cultural centers, cooperatives, health stations, etc., which are no longer in use, and large land areas requiring project planning. The current land use status includes land for perennial crops, annual crops, rice paddies, etc.

These land plots, which have either not yet completed land clearance or have been cleared but lack complete technical infrastructure, need to be liquidated, have basic infrastructure built, and be subdivided according to planning before land exploitation can begin.

Exploitation plan

According to Mr. Doan Thanh Tri, Deputy Director of the Land Exploitation Center of Nui Thanh District, surveys have identified 39 locations proposed for land subdivision and auction for residential purposes.

Accordingly, in 2024, it is expected that 8 locations with an area of ​​approximately 7,169 will be developed, and in 2025, it is expected that 31 locations with an area of ​​approximately 14,595 will be developed. The number of locations not proposed for land development auction is 43, divided into 3 specific groups.

Regarding the plan for exploiting scattered land plots in residential areas and resettlement zones under its management, Nui Thanh district implements it through the arrangement of resettlement and auctioning of land use rights.

According to the plan, the total number of land plots in residential and resettlement areas currently managed by the District Land Development Center, as assigned by the District People's Committee, is 19 areas, with a total area of ​​191,456.6 and a total of 1,345 land plots.

Specifically, it is projected that in 2024, approximately 13 areas with a total of 329 plots will be developed; in 2025, 15 areas with a total of 652 plots will be developed; and in 2026, 5 areas with a total of 326 plots will be developed. The People's Committee of Nui Thanh District has directed the District Land Development Center to develop a plan for auctioning and developing the land according to the roadmap until 2026.

According to the plan, after the successful implementation of land exploitation, the revenue from land use fees will be transferred to the district budget and then redistributed to localities according to the plan.

For localities with scattered land plots that are put into development, 50% of the total revenue from the development of these scattered land plots in that locality will be allocated, but not exceeding 2 billion VND per year, to create capital for infrastructure investment.

Regarding revenue from residential areas and resettlement zones, the district reimburses the state budget for previously invested funds. Simultaneously, it allocates these funds for further reinvestment in other residential areas and resettlement zones within the district, as well as for public investment projects.

According to the Secretary of the Nui Thanh District Party Committee, Mr. Nguyen Tri An, the synchronized organization of exploiting scattered land plots from the district level to the grassroots creates resources to serve the needs of rural and urban development and beautification.

At the same time, it contributes to solving the housing needs of the people and helps to make the management and use of public land more professional, rigorous, and effective.
