On the morning of March 14, the Vietnam Fatherland Front Committee of Quang Nam province held a conference to provide comments on the construction zoning plan (scale 1/2000) for the duty-free zone associated with Chu Lai airport and Chu Lai Open Economic Zone.
At the conference, the leaders of the Management Board of Economic Zones and Industrial Parks (MB) of Quang Nam province reported on the construction zoning plan (scale 1/2000) of the Duty Free Zone associated with Chu Lai airport and Chu Lai Open Economic Zone.
Specifically, the planning area is located in Nui Thanh town, Tam Quang commune, Tam Nghia commune, Nui Thanh district, Quang Nam province, with a planning scale of 223.26 hectares. This place has a favorable location, adjacent to Chu Lai airport; Vo Chi Cong road passes through; near seaports, National Highway 1A, Da Nang - Quang Ngai expressway and 26 km northwest of Tam Ky city, 13 km southeast of Dung Quat economic zone, Quang Ngai province.
Previously, the project to adjust the Master Plan for the construction of Chu Lai Open Economic Zone to 2035, with a vision to 2050, was approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 13, 2018. Accordingly, the total area of the Non-Tax Zones is 1,012 hectares, with one area attached to Chu Lai airport of 225 hectares; one area attached to Tam Hiep port area of 40 hectares; one area attached to Tam Hoa port area of 747 hectares, located in Tam Quang commune, Tam Nghia commune, Nui Thanh district, Quang Nam province.
Regarding the issues that need to be resolved, the leaders of the Management Board said that it is necessary to review and connect all relevant planning projects within the scope of the study, especially the orientation of the project, adjust the general planning for the construction of Chu Lai Open Economic Zone of Quang Nam province until 2035, with a vision to 2050; synchronize the planning infrastructure between the planning project of the non-tariff zone associated with Chu Lai airport and other planning projects that have been and are being implemented...
Presenting his opinion at the meeting, Mr. Pham Be, former Head of the Quang Nam Land Management Department, proposed to consider arranging and assigning uniformity to each functional land use sub-zone. The exploitation and operation of the Duty Free Zone mainly comes from the operation of Chu Lai airport, thereby calling for investors in new effective projects. The planning project has not seen a comparison plan to select the optimal planning plan with high feasibility.
“The area of rural residential land recovered is 49.20 hectares, accounting for 22.04% of 500 households. Therefore, the scope of planning to recover residential land area is very large, so in addition to compensation and support according to State regulations, how to arrange resettlement, how to arrange people whose residential land is recovered to resettlement areas so that people can soon stabilize their lives and soon hand over the land is the question that arises,” Mr. Pham Be commented.
The conference also recorded many comments and feedback from consultants and related units and localities on the layout, adjustment of technical planning, and additional assessment of conditions for forming the construction zoning plan (scale 1/2000) of the Duty Free Zone associated with Chu Lai Airport and Chu Lai Open Economic Zone.
Speaking at the conference, Mr. Le Tri Thanh, Chairman of the Vietnam Fatherland Front Committee of Quang Nam province, assessed that the opinions contributed by the delegates were of high quality. The provincial Front will synthesize a report to the provincial leaders and complete the dossier of the construction zoning plan (scale 1/2000) of the duty-free zone associated with Chu Lai airport and Chu Lai Open Economic Zone.
According to Mr. Thanh, the duty-free zone will be a multifunctional complex of production, processing, trade and logistics services, contributing to attracting and retaining tourists, while creating jobs and increasing income for local workers.
