The "bottleneck" in land clearance.

After a period of implementation, the project to upgrade and renovate Provincial Road 160, section from National Highway 279 to Xuan Thuong (Km 41 - Km 63) in Bao Yen district, Lao Cai province (now Xuan Hoa commune, Lao Cai province), is facing major challenges regarding its progress.

After a period of implementation, the project to upgrade and renovate Provincial Road 160, section from National Highway 279 to Xuan Thuong (Km 41 - Km 63) in Bao Yen district (formerly), now Xuan Hoa commune, Lao Cai province (hereinafter referred to as the Provincial Road 160 Upgrade and Renovation Project), is facing significant challenges regarding its progress. The main reason is that land clearance work in the section from Km 41 to Km 52 and the branch line to Ben Chuan bridge in Xuan Hoa commune is encountering difficulties.

The project to upgrade and renovate Provincial Road 160 carries great expectations of transforming the appearance of transportation infrastructure and creating leverage for the socio -economic development of the entire region.

The project has a total investment of 138 billion VND, and the investor is the Project Management Board for Transportation Works of Lao Cai Province.

The construction units include: Vu Thanh Co., Ltd., 873 Joint Stock Company - Construction of Transportation Works, and Lao Cai Construction and Inspection Joint Stock Company. The project implementation period is 2022 - 2025.

It is clear that the project to upgrade and renovate Provincial Road 160 is not simply about building a road, but also about opening doors to connectivity, trade, and improving the quality of life for thousands of people. However, the current state of Provincial Road 160, the section passing through Xuan Hoa commune, presents a stark contrast to the project's initial vision. Instead of a smooth, paved road, the local people are facing a chaotic, unfinished construction site, becoming a daily nightmare.

Mr. Pham Quang Thuong, from Chuan village, Xuan Hoa commune, said: "When it's sunny, it's dusty and hazy; when it rains, it's muddy and slippery, with large puddles of water. Anyone unfamiliar with the road or not a confident driver could easily fall. We are very worried about the teachers and students as the new school year is approaching."

Mr. Thuong's plight is not unique; it reflects the shared sentiments of hundreds of households living in Xuan Hoa commune and the surrounding areas. The weariness of waiting is not limited to transportation issues, but also affects business, trade, and the overall lives of the entire community.

According to the Lao Cai Provincial Project Management Board for Transportation Works, the current volume of work completed remains lower than expected. Specifically, the package constructed by the joint venture of Vu Thanh Co., Ltd., 873 Construction and Transportation Works Joint Stock Company, and Lao Cai Construction and Inspection Joint Stock Company has reached 34.8% of the contract value; the package constructed by Vu Thanh Co., Ltd. has reached 16% of the contract value; the package constructed by 873 Construction and Transportation Works Joint Stock Company has reached 31.8% of the contract value; and the package constructed by Lao Cai Construction and Inspection Joint Stock Company has reached 83.5% of the contract value.

Recently, the investor requested the Provincial People's Committee to allow an extension of the contract implementation period until December 31, 2025. A deeper analysis of the reasons reveals that the biggest "bottleneck" lies in land clearance work in Xuan Hoa commune.

Mr. Vu Hong Quynh, Vice Chairman of the People's Committee of Xuan Hoa commune, said: To date, compensation and land clearance have been completed for 192 out of 301 households. The remaining households have not yet had their compensation plans approved, funds disbursed, or land acquisition notices issued. The main reason is related to complex issues such as land disputes, property division, and overlapping land plots between households. The local government is coordinating directly with relevant departments and agencies to hold numerous meetings and thoroughly analyze and assess each household case. The goal is to find the legal basis, which will then serve as a foundation for disseminating information, mobilizing people, and persuading them for the common good.

Amidst the general difficulties, there are still bright spots, examples of consensus and cooperation for the development of their homeland. A prime example is the family of Mr. Dao Ngoc Hung in Mai Thuong village, Xuan Hoa commune. Mr. Hung's family lives in the lowest-lying area of ​​the road, heavily affected by muddy and flooded conditions. But instead of complaining, Mr. Hung has shown absolute support for the government's policies.

Mr. Hung affirmed: "My family fully agrees with the land clearance process; we accept whatever land the State takes."

Reportedly, to address the immediate problem of muddy conditions and drainage from the road to the stream, Mr. Hung's family voluntarily donated a portion of their garden land for the construction unit to dig a ditch. This action not only alleviates difficulties for the surrounding residents but also demonstrates a high sense of responsibility, prioritizing the common good over personal gain.

Mr. Hung's family's actions have become a model, an inspiration for local authorities to use as an example in mobilizing other households. It shows that, no matter how complex the obstacles, when people understand the importance of the project, they are willing to work together and contribute.

Faced with the current obstacles of the project, Mr. Nguyen Thanh Trung, Deputy Head of Project Department 1, Provincial Project Management Board for Transportation Works, has made specific commitments and proposed solutions.

Mr. Trung affirmed: "We are working closely with the local government of Xuan Hoa commune and relevant agencies to carry out land clearance in sections. Wherever there is clear land, we will immediately start construction. We strive to complete the project and put it into use by December 31, 2025."

Besides the obstacles related to land clearance, the rainy season is also an objective factor hindering the project's progress. Mr. Trung added: "Currently, it is the rainy season, so contractors cannot yet mobilize all the necessary machinery to carry out construction. Once the rainy season ends and the land is cleared in sections, we will require the construction units to concentrate all the necessary machinery and personnel. If necessary, we will add more subcontractors to ensure the progress. These are commitments full of determination. However, the key to realizing these commitments still lies in the synchronized and effective coordination between all parties, especially in definitively resolving the land clearance issues."

Hopefully, with the current efforts and the consensus of the people, the obstacles will soon be removed. Then, Provincial Road 160 will no longer be a "tireless path," but will become a symbol of development, of willpower and consensus, making travel for the people more convenient and safer.
