Stabilize forest area

According to Mr. Le Ngoc Tuan, Head of the Provincial Forest Protection Department, since 2015, following Decision No. 54 of the Provincial People's Committee on the establishment of the Forest Protection Department, the unit's functions and tasks have been expanded. Emphasis has been placed on the method of paying reforestation fees when changing the land use purpose of forests to other purposes, reclassifying forests, harvesting, and thinning planted forests. The Forest Protection Department actively reviews the planning of the three types of forests to ensure timely integration into the national forestry plan, guaranteeing a balance between socio- economic development and environmental protection.

Through various programs, plans, and projects, the area of planted forests and forest cover have steadily increased over the years. Currently, the province's forest cover has reached 57.15%, making it one of the few localities with high and stable forest cover in the country. In particular, these programs and projects have stimulated the development of the local forestry sector, especially with the participation of various economic sectors in forestry business. This has created many jobs, provided people with stable incomes from the forest, significantly reduced pressure on natural forest exploitation, and transformed the face of rural and mountainous areas.

The provincial forest protection agency is highly regarded by international organizations for its capacity in carrying out nature conservation activities; it is one of the provinces located in the Central Truong Son landscape region, which contains rich ecosystems with rare species and genetic resources. It is also home to many endemic species such as the saola, large muntjac, Truong Son muntjac, civet, peacock pheasant, and Truong Son rabbit…

It is estimated that there are currently 134 species of mammals and over 500 species of birds that provide essential ecosystem services for the socio-economic well-being of the communities living in the landscape. Two memorable events are: in 1996, the rediscovery of the white-crested pheasant in the forest area of Phong My commune, Phong Dien district, caused a sensation at international conferences on endemic pheasant species, as scientists thought this species had become extinct; and the successful capture and rescue of a tiger cub, which was subsequently transferred to the Hanoi Zoo for successful breeding, an event by the forest rangers that was praised by international news agencies and newspapers.

Thanks to the strict enforcement of forestry laws, the number of violations has gradually decreased. While there were 1,537 violations in 2000, this number dropped to 898 in 2010 and only 323 in 2022.

In the fight against forest encroachment and the enforcement of forestry laws, the forest ranger force pays special attention to special-use forests, critical upstream protection forests, and those with high biodiversity value. To achieve this goal, the efforts of each forest ranger over the years are commendable.

To effectively manage large forest areas, the Provincial Forest Protection Department has actively sought and applied new technologies in forest management, protection, and nature conservation over the years, yielding many positive results. For example, the application of remote sensing technology has helped the Forest Protection Department collect forest information quickly and cost-effectively compared to traditional methods, especially in hard-to-reach forest areas. The monitoring and updating of forest change maps across the province annually is also more accurate and timely thanks to the superior advantages of this technology.

In the fight against forest encroachment and forestry land encroachment, while before 2013, cases of deforestation for slash-and-burn agriculture were only discovered after a long period, resulting in large areas of damage; now, with the early application of remote sensing technology, it is possible to detect and identify cases of deforestation with an area of 0.5 hectares or more within just 5-8 days, helping to minimize forest damage.
