President Putin stated that Russia is facing a difficult period, as the entire world is undergoing a "fundamental and systemic transformation," noting the outbreak of regional conflicts and the increasing fragmentation of international cooperation. He added that new man-made obstacles are emerging, affecting " economy , technology, science, even culture, sports, and humanitarian cooperation."
The proxy war in Ukraine
According to Putin, Western pressure on Russia has reached "unprecedented" levels. He declared that Western elites are unable to "strategically defeat" Moscow, and that attempts to destabilize Russia from within are proving ineffective.
"Therefore, they continue to support the Kiev regime, which they have chosen as a tool in the struggle against Russia, without any sympathy for the Ukrainian people," he said.
As Ukraine faced setbacks on all fronts, it resorted to “terrorist activities,” carrying out “targeted attacks on civilians and civilian facilities” and openly recruiting people to carry out terrorist attacks in Russia, Putin added. He claimed the West was “turning a blind eye” to Kyiv’s methods.
National security
President Putin said Russia is "confidently pushing back" any attempts to hinder its economic development, alluding to the new "illegal" sanctions imposed by the West. He said, "We have sufficient resources, means, and political will, and no one should doubt that." The ultimate goal is to ensure the security of Russia, its people, and its borders "for decades to come," the president stressed.
Protecting the future
Putin pledged to “take the Russian economy to a whole new technological level,” create modern, high-paying jobs, and “support national enterprises and advanced industries that ensure Russia’s sovereignty and leadership role.”
He also supported the construction of new housing and roads, as well as new support measures for teachers proposed by the United Russia party.
He identified the preservation of traditional values and demographic structure, and the improvement of living standards and quality of life nationwide as top priorities.
The upcoming election
Putin praised Russian soldiers, volunteers, engineers, and other workers for their service to the country, reiterating his view that veterans are "the true elite of Russia." He said that such people should continue to serve in civilian life after completing their military service.
"Many party members, including those who previously held high positions in the government and business structures, have volunteered to go to the front, and frontline heroes are joining your ranks, winning primary elections and campaigning at all levels," Putin emphasized.
The upcoming parliamentary elections in September will be held in strict compliance with the law and with “every measure” taken to ensure integrity, including avoiding “external influence and manipulation,” he said.
The Russian people's belief in the country's democratic institutions is "an essential condition for the stability and unity of our society," the president added.
