On October 19th, Lieutenant Colonel Vu Van Thuong, Head of the Thuy Nguyen District Police ( Hai Phong City), stated that the unit is finalizing the dossier to issue an administrative penalty decision against Nguyen Trong Tien (30 years old, residing in Hamlet 2, Gia Duc Commune) for illegally cultivating cannabis plants in the area.
Recently, the Hai Phong City Police have discovered and dealt with a number of individuals illegally cultivating cannabis plants in various forms.
According to Lieutenant Colonel Thuong, during the investigation of a drug-related case, on October 5th, the Criminal Investigation Agency of Hai An District Police discovered that Bui Ba Thuy (50 years old, residing in Gia Duc commune) was growing cannabis plants at his shrimp farm in Minh Duc town (Thuy Nguyen district).
This herb is on the list of plants containing narcotic substances, and its illegal cultivation in any form or for any purpose is strictly prohibited.
Upon inspection, authorities determined that there were a total of 190 cannabis plants, weighing 67.7 kg.
The owner of the shrimp farm, Thuy, stated that the cannabis plants belonged to Tien. Tien had rented the plot of land in Thuy's shrimp farm about four months ago to grow the plants.
The police have questioned Tien, and he has confessed to the offense.
To handle the case of cannabis cultivation in accordance with the law, the Hai An District Police handed over the case to the Thuy Nguyen District Police.
Currently, the Thuy Nguyen District Police have uprooted all of the aforementioned cannabis plants; and have handed over Nguyen Trong Tien to his family and local authorities for management.
