Speaking at the opening of the conference, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, said that immediately after the Prime Minister approved the task of adjusting the City's master plan, Ho Chi Minh City synchronously deployed many tasks to ensure the progress and quality of the planning adjustment project.
Recognizing the role of implementing national strategies and regional linkages in socio-economic development, Ho Chi Minh City has proactively worked and closely coordinated with neighboring localities such as Binh Duong, Dong Nai, Long An, Tay Ninh, Ba Ria - Vung Tau, Tien Giang ... to exchange and unify spatial development orientations, connect traffic infrastructure, protect the environment and effectively exploit the potentials and advantages of the whole region.
Mr. Bui Xuan Cuong said that the approved planning this time is not only a legal requirement (according to the Law on Urban Planning, the Master Plan needs to be reviewed periodically every 5 years), but also creates a solid and important legal basis, a guideline for the City to concretize development goals in the new period, maximize potential and advantages, effectively exploit specific mechanisms and policies, creating a strong driving force for the breakthrough and sustainable development of the city and the key economic region in the South.
"This planning project defines the vision for 2060, Ho Chi Minh City will become a global, civilized, modern, and humane city, with a development level on par with major cities in the world; an economic, financial, and service center of Asia; playing a key role in growth, a driving force for the development of the southern region and the whole country; a place with a high standard of living and quality of life, with distinctive economic and cultural development, attracting international financial institutions and economic groups," Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong emphasized.

There are no "gaps" and "waiting periods" in urban development work.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong emphasized that the project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060 approved in Decision No. 1125/QD-TTg of the Prime Minister is an important basis for organizing the immediate establishment of zoning and detailed planning projects, promptly serving the management and receiving and approving investment.
Mr. Cuong affirmed: The City will ensure that there are no "gaps" and "waiting periods" in urban development management to serve the people, businesses and society, and at the same time, it will be the foundation for planning a unified city in the near future when the City is preparing with the whole country to organize the apparatus, administrative units and focus all efforts to immediately start the process of operating and developing a new Ho Chi Minh City merged with Binh Duong and Ba Ria Vung Tau.
Speaking at the conference, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, said that the synchronous and effective implementation of the Planning Project is an important premise for Ho Chi Minh City to maximize its potential and advantages, properly implementing the direction of General Secretary To Lam when merging Ho Chi Minh City with Ba Ria - Vung Tau and Binh Duong on the comprehensive restructuring of the development space, where the three most dynamic economic poles in the country converge into a financial - high-tech industrial - marine economic megacity with the highest development density in Southeast Asia, with a vision of striving to be in the Top 100 livable cities in the world.
To realize that goal and vision, the Chairman of the Ho Chi Minh City People's Committee requested the leaders of departments (especially the Department of Construction), communes and wards to deploy zoning and detailed planning as quickly as possible to serve as a basis for management and investment reception. Local management is in accordance with the general planning that the City announced today, strictly following the zoning and detailed planning. On the basis of the detailed planning, no construction permits are required, only registration.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said: "In the implementation process, Ho Chi Minh City hopes to receive the attention, direction and support of the Government, the Prime Minister, the Ministry of Construction, central and local agencies; the companionship and support of the people and the contribution of the business community and investors".

According to the approved Project, the City's spatial structure develops into 6 sub-zones including: Central sub-zone and eastern, western, northern, southern and southeastern sub-zones.
Specifically, the central urban area (the area located inside Ring Road 2 and north of Doi Canal and Te Canal).
Eastern zone (current Thu Duc City - expected to develop into Thu Duc urban zone).
Western subdivision (including the northern area of the central urban subdivision and part of the southern area - the part west of Can Giuoc River of Binh Chanh district and the part west of National Highway 1 of current Binh Tan district - expected to develop into Binh Chanh urban subdivision).
Northern subdivision (including Cu Chi district, Hoc Mon district and the northern part of National Highway 1 in District 12 today - expected to develop into Cu Chi - Hoc Mon urban subdivision).
Southern subdivision (including the area south of Kenh Doi in District 8, the area east of Can Giuoc River in Binh Chanh District, District 7 and Nha Be District at present - expected to develop into the urban subdivision of District 7 - Nha Be).
Southeast zone (including the entire current Can Gio district - expected to develop into Can Gio urban zone).
