Specifically, according to document No. 2248/BXD-CĐBVN dated February 24, 2026, the Ministry of Construction officially approved the toll collection plan for the following sections: Mai Son-National Highway 45, National Highway 45-Nghi Son, Nghi Son-Dien Chau, Vinh Hao-Phan Thiet, and Phan Thiet-Dau Giay.
This approval is based on Government Decree No. 130/2024/ND-CP regulating the collection of tolls on expressways owned by the State and directly managed and operated by the State. Prior to this, the Vietnam Road Administration reviewed and compiled toll rates based on the approved Road Infrastructure Asset Exploitation Project under Decision No. 496/QD-BXD.
According to the approved plan, the toll rates for using the expressway are divided into five categories based on vehicle types. In the attached Appendix, the base toll rates are determined according to levels 1 and 2, ranging from 900 VND to 5,200 VND per kilometer, depending on the vehicle type and the characteristics of each section of the route.
For example, on the Mai Son-National Highway 45 expressway, which has a toll length of approximately 61km, the toll for the section from Mai Son Interchange to Thieu Giang Interchange for Group 1 vehicles is 8,539 VND. For the Phan Thiet-Dau Giay expressway, which is 99km long, the toll for Group 1 vehicles is 35,620 VND for the section from the starting point (bordering the Vinh Hao-Phan Thiet route) to the National Highway 55 Interchange.
To ensure transparency and protect the rights of citizens, the Ministry of Construction has instructed the Vietnam Road Administration to publicly disclose all information regarding the approved fee levels, collection methods, fee payers, and cases eligible for exemption or reduction, based on the approved fee rates. This information must be clearly displayed at the fee collection points and publicly available on the electronic portal of the fee collection organization in accordance with the law.
The Ministry of Construction also requested the Vietnam Road Administration to urgently implement the next steps, ensuring that the expressways fully meet the technical conditions and infrastructure for electronic toll collection before officially going into operation.
Implementing toll collection on expressways built with state budget funds not only contributes to recouping the budget for reinvestment in transportation infrastructure development, but also helps improve the efficiency of road management and maintenance, ensuring traffic safety on national arterial routes.
