Phu Ninh is aggressively disbursing funds.

The People's Committee of Phu Ninh district established a working group to collaborate with relevant departments, localities, and investors to direct, resolve obstacles, and expedite the project's progress, ensuring that the final settlement is completed before the implementation of the policy on rearranging administrative units at all levels.

Low disbursement rate

At the 24th District Party Committee Conference, held on April 9th, the Phu Ninh District Party Committee stated that from the beginning of the year, it had focused on directing efforts to resolve long-standing issues and obstacles; and accelerating the progress of compensation and land clearance for key projects.

The District Party Committee issued a directive to strengthen the management of investment and basic construction in the district. The Standing Committee of the District People's Council reviewed the list of projects funded from the urban development and education budget for 2025 to allocate capital for implementation.

However, in the first quarter of 2025, Phu Ninh only disbursed 5.258 billion VND, reaching 6.14% of the available capital plan (87.445 billion VND) and 8.3% of the allocated capital plan (63.392 billion VND).

In order to strive for the highest possible disbursement of public investment capital in 2025, at the end of March 2025, the People's Committee of Phu Ninh district issued a directive requiring heads of units, departments, and offices under the district, Chairmen of the People's Committees of communes and towns, and investors of basic construction projects to develop detailed disbursement plans for each project and strictly adhere to the disbursement plan on a weekly, monthly, and quarterly basis.

Every two weeks, the head of the Party committee hears a progress report on the disbursement of public investment funds by the unit or locality.

Complete the procedures for disbursing public investment funds within 3 working days from the date the completed work is inspected and accepted according to regulations, avoiding accumulating payments at the end of the year; promptly finalize the procedures for approving final accounts and disbursing funds for completed projects that have been put into use.

The document from the People's Committee of Phu Ninh District clearly states: Officials should not be irresponsible in performing their duties simply because of ongoing organizational restructuring, provincial mergers, and the abolition of district-level governments; the responsibility of subordinates in directing and managing the disbursement of public investment funds should be reviewed.

Notably, as of March 31, 2025, according to statistics from the Finance and Planning Department of Phu Ninh district, there were 80 completed projects that had not yet been finalized, with the commune level acting as the investor (18 new rural development projects and 62 projects outside the new rural development program).

Complete the final settlement before May 30th.

According to the district's specialized department statistics, Tam Lanh commune has 9 completed projects, with the commune's People's Committee as the investor, that have not yet been finalized, with a total capital of nearly 5 billion VND.

Mr. Phan Duong Mau, Chairman of the People's Committee of Tam Lanh commune, said that four of the projects were completed in 2022-2023, and the locality is awaiting further guidance from the district's specialized departments to finalize the accounts by May 2025. For the remaining five projects that have just been completed, the focus will also be on finalizing the accounts to facilitate the handover of documents when implementing the policy of rearranging commune-level administrative units.

Following a request from the Standing Committee of the Phu Ninh District Party Committee, representatives of the commune-level project owners stated that they had reviewed the project files and, through discussions with the district's task force, had submitted proposals regarding related issues and requested guidance on resolving problematic files. The project owners affirmed their determination to complete the final settlement of completed construction projects before May 30th, as directed by the District People's Committee.

Mr. Nguyen Huu Binh, Vice Chairman of the Phu Ninh District People's Committee, said that the District People's Committee has requested a review of all investment projects in the area and classified them in order to determine specific solutions.

For completed projects that have not yet been finalized and remain unresolved for many years, the investor should focus on copying all relevant documents, developing a plan and roadmap, and assigning specific individuals to be responsible for completing the final settlement. If the issue cannot be resolved, the investor should promptly report to the district's final settlement team for guidance.

"If the project has been completed and handed over for use, promptly finalize the payment and settlement documents for the project, and archive the records for tracking purposes as required."

"As for funds that are slow to disburse and carried over from previous years, project owners must review the specific list, clarify the reasons for the slow disbursement; classify completed projects, ongoing projects, and projects that have been finalized to determine appropriate solutions," Mr. Binh said.

According to Vu Van Tham, Secretary of the Phu Ninh District Party Committee, one of the key tasks currently is to prioritize the disbursement and settlement of accounts for projects and works. Agencies, units, localities, and investors are coordinating to resolve obstacles and shortcomings to ensure smooth project implementation and accelerate progress.

Once construction is completed, the focus will be on final settlement and payment, ensuring no outstanding construction debts are incurred, and preparing for the handover of documents when implementing the policy of reorganizing administrative units at all levels.
