According to the People's Committee of Phu Quoc Special Economic Zone, from June 24 to 26, local authorities simultaneously launched operations in several areas considered hotspots for encroachment on forest land, public land, and land managed by businesses. The Rach Vem - Ganh Dau neighborhood was a key area targeted for enforcement.
On the morning of June 25th, authorities enforced corrective measures against five individuals for illegal land occupation. One notable case involved Ms. Nguyen Thi Thuy Hang, who was ordered to restore the 1,412 square meters of land she had illegally occupied to its original state and return over 52 million VND in illegal profits. Another case involved Ms. Nguyen Thi Ngoc Nga, who had over 16 million VND deducted directly from her bank account to enforce an administrative penalty related to the illegal occupation of 47.3 square meters of public land. According to authorities, the entire area of land in question is under the legal management of Ngoc Hai Limited Liability Company.
Previously, the People's Committee of Phu Quoc Special Economic Zone issued numerous enforcement decisions against cases of land encroachment managed by the State and businesses. Local authorities affirmed that all violations of land laws will be strictly dealt with according to regulations, with no forbidden areas and no exceptions.
Alongside the application of strict sanctions, local authorities have placed special emphasis on propaganda and mobilization efforts to raise awareness and create consensus among the people. One typical case is that of Ms. Nguyen Thi Anh. According to the enforcement decision of the Phu Quoc Special Economic Zone People's Committee, Ms. Anh must restore the original state of the 574.6m2 of land she encroached upon, which is under the legal management of Ngoc Hai Limited Liability Company, and return the illegal profits of over 22 million VND.
However, after several meetings with the Ganh Dau Task Force and relevant authorities to explain land law regulations and the consequences of continued violations, Ms. Anh's family realized their wrongdoing and voluntarily handed over the entire land area to the authorities. Ms. Anh's voluntary compliance not only saved time, manpower, and costs associated with enforcement but also demonstrated the effectiveness of grassroots propaganda and mobilization efforts, contributing to the prevention of complex cases.
According to the People's Committee of Phu Quoc Special Economic Zone, to date, 5 out of 26 cases of violations in the Ganh Dau area have voluntarily handed over the land without the need for coercive measures. Chairman of the People's Committee of Phu Quoc Special Economic Zone, Tran Minh Khoa, stated that land management, especially forest land and state-owned land, remains challenging and has persisted for many years. Some individuals involved in buying and selling land without proper legal documentation, providing misleading information about land ownership, have led many people to believe them and inadvertently violate the law.
According to Mr. Tran Minh Khoa, most people complied with the authorities' decisions after being explained the situation. Only a few cases of deliberate procrastination and non-cooperation necessitated the application of coercive measures as prescribed by law. Mr. Tran Minh Khoa advised people to thoroughly investigate the legal basis before buying, selling, or transferring land; and to contact the authorities for accurate information on planning and current land use to avoid unfortunate losses.
This campaign is seen as a strong message from the Phu Quoc Special Economic Zone government regarding the restoration of order in land management, protection of forest resources and public land, and the creation of a foundation for the sustainable development of the island in the new era.
