Phu Thinh - A new face born from the Party's will and the people's strength.

The concrete roads, widened to 6 meters, are adorned with vibrant flags and flowers in many sections. On either side of the roads are lush green tea plantations stretching to the foothills. The sounds of machinery fill the air, and the cheerful laughter of children fills the air beside the well-equipped school. Every sound and image serves as evidence of the powerful transformation of Phu Thinh commune (Dai Tu district) after 5 years of implementing the Resolution of the 26th Party Congress of the commune, term 2020-2025.

From a purely agricultural area, Phu Thinh today has transformed itself: bright, modern, yet still retaining its distinctive cultural features and rich identity.

At the end of 2023, the people of Phu Thinh commune joyfully received the good news that the commune had completed all 19 criteria for the new rural development program. This joy did not come overnight, but was the result of months of persistent effort and unity between the government and the people.

“Before, the village road was only wide enough for one motorbike to pass another. It was muddy in the rainy season and dusty in the dry season. Now it’s very different; the concrete road is 5-6 meters wide, and cars can travel comfortably. Everyone is thrilled,” shared Mr. Nguyen Van Thinh, a resident of Pho village, his eyes shining with pride.

The "Expanding Village Roads to 6m" movement, launched in 2023, has truly revolutionized infrastructure in this rural area. Following calls from the Party committee and local government, the people not only agreed but also voluntarily donated land, dismantled structures, and cut down trees to widen the roads. To date, the entire commune has widened nearly 9.5km of village roads, of which more than 3.9km have been paved with solid concrete.

Furthermore, Phu Thinh has invested in building and upgrading cultural centers, schools, and health stations. Land acquisition projects are carried out transparently and openly, building trust among the people.

Amidst the sprawling rows of green tea plants, Ms. Nguyen Thi Nhan from Phu Thinh 1 hamlet meticulously picks each tender tea bud. “Making tea is not like it used to be. We have to learn how to do it according to VietGAP standards and actively participate in technical training courses to improve quality. It’s hard work, but in return, we can sell it at a higher price, our income increases, and life is much less difficult,” Ms. Nhan shared.

Tea cultivation has helped many households in Phu Thinh escape poverty and become wealthy.

Recognizing tea cultivation as a key driver of economic development, Phu Thinh has persistently supported local people in expanding raw material areas, applying clean production processes, and encouraging the establishment of cooperatives and traditional craft villages.

Currently, the commune has nearly 200 hectares of tea plantations, harvesting approximately 1,645 tons of fresh tea leaves annually, exceeding the resolution's target by 9.69%. Notably, the tea products of Hai Yen Cooperative have been recognized as achieving OCOP 4-star standards – a source of pride for the local people.

Not only tea, but agricultural production in general has also achieved many positive results. The cultivated land area is used efficiently, rice yield reached 55.6 quintals/hectare, and average food production reached 2,175 tons/year, exceeding the resolution's target.

Forestry and livestock farming have seen steady development. The total number of livestock and poultry has remained stable thanks to the effective implementation of disease prevention and control programs.

Another bright spot in Phu Thinh's development picture is the flourishing of the small-scale handicraft and service sectors. Traditional industries such as mechanics, wood processing, and building materials production are encouraged to develop.

Telecommunications, transportation, and trade services are expanding rapidly. Over 95% of households have access to and use the Internet and smartphones, facilitating learning, commerce, and access to information.

One of the noteworthy aspects of Phu Thinh is its special attention to social welfare. The rate of people participating in health insurance has reached over 99%, and the poverty rate has decreased to 3.43% by 2025 (from 8.76% in 2022), far exceeding the resolution's target.

Each year, the commune creates 100 new jobs, maintaining a trained workforce rate of over 80%, with over 40% holding diplomas or certificates.

These statistics not only represent achievements but also reflect the real changes in people's lives as they have stable jobs and the knowledge and skills to escape poverty sustainably.

The people of Dong Kim hamlet (Phu Thinh commune) contributed money and labor to build a spacious hamlet cultural center with a capacity of 160 seats.

The achievements of Phu Thinh today are primarily due to the close leadership and guidance of the commune's Party Committee. With the motto "The people know, the people discuss, the people do, the people inspect," the commune's Party Committee has fostered the exemplary role of cadres and Party members, creating unity throughout the entire political system.

Five years, a term in office, is not a long time, but it's enough for Phu Thinh to create something to be proud of. From wide, paved roads and modern schools to rice paddies laden with grain and lush green tea hills – all contribute to a vibrant picture of the new rural landscape.

Many challenges still lie ahead, but with the solid foundation already built, along with a spirit of unity and innovation, Phu Thinh is ready for higher goals: building an advanced new rural area that is more comprehensive, sustainable, and modern.
