Phu Tho province is urgently addressing landslides threatening residential areas.

The People's Committee of Cao Phong commune (Phu Tho province) has proposed an investment plan for the Can Thuong hamlet resettlement project to provide safe housing for households living in areas at risk of landslides.

Even though the rainy season has only just begun, dozens of households in Can Thuong hamlet, Cao Phong commune, Phu Tho province are living in a state of anxiety and apprehension. For many years, the fear of landslides has been ever-present, as cracks on the hillside are widening, and soil and rocks could fall onto the residential area at any time.

Facing serious safety risks, local authorities and relevant agencies are urgently implementing solutions before the peak of the 2026 rainy and stormy season.

Anxious about the rainy and stormy season.

We were at the home of Ms. Bui Thi Dien's family, located right below the area identified as having the highest risk of landslides in Can Thuong hamlet. At the end of May, when heavy rain lasted only a few hours, her entire family of five had to stay awake almost all night.

Ms. Dien said that every time it rains, water from the hill rushes down, carrying mud and soil into their living area. Many times, rocks and soil have flowed directly into their yard, even into their house. The fear of sudden landslides prevents family members from sleeping whenever there is heavy rain.

It's not just Ms. Dien's family; many other households in Can Thuong hamlet, Cao Phong commune, are living in a similar situation. Mr. Bui Van Than's household, with six members, is located in an area at direct risk of large-scale landslides. The increasing number of long cracks on the hillside behind the residential area keeps residents constantly on alert.

The family of Mr. Bui Van Lien is one of the households that frequently have to evacuate during heavy rains. Mr. Lien said that for more than two years, his family has had to leave their home at night many times to reach a safe place. Whenever there is heavy, prolonged rain, water rushes down from the hills with great force. The family has to prepare their belongings in advance to move as soon as they receive the warning. There have been nights when the whole family had to huddle together to seek shelter in the pouring rain. Life is always filled with anxiety.

According to local residents, following heavy rains caused by storms in 2025, many hills in the Can Thuong area developed large cracks. In particular, the Khu Di mountain area has been identified as the most dangerous landslide-prone spot currently.

Surveys indicate that the entire area of ​​fault and subsidence covers approximately 5,000 square meters, located on agricultural land belonging to Mr. Bui Van Chem's family. This location is situated above a residential area, so a landslide would pose a significant risk to the lives and property of residents below. The cracks currently have a depth of 1.5 to 2 meters and continue to widen. The steep terrain, weak soil, and the deep seepage of rainwater saturating the soil further increase the risk of landslides.

According to Mr. Bui Van Nhat, head of Can Thuong hamlet, whenever there is heavy rain, water from the hills forms strong streams that flow down into the residential area. The water carries mud, rocks, and trees, causing great concern among the residents. During prolonged periods of rain, the hamlet has to coordinate with the commune authorities to regularly inspect the site and monitor the development of cracks. When necessary, local forces will urge residents to evacuate to safe locations.

According to local statistics, dozens of households in Can Thuong hamlet are currently living in an area directly affected by the landslide. If a major landslide occurs, a massive amount of soil and rocks from the hillside could fall down, seriously threatening the residential area below.

Urgent action needed to address the landslide site.

In response to this situation, the Secretary of the Phu Tho Provincial Party Committee, Pham Dai Duong, recently inspected the landslide area in Can Thuong hamlet. During the inspection, the provincial leader requested relevant departments, agencies, and local authorities to urgently review and develop plans to ensure absolute safety for residents during the rainy and stormy season.

The Secretary of the Phu Tho Provincial Party Committee emphasized that protecting the lives and property of the people must be the top priority. Relevant agencies need to proactively assess the level of danger, prepare adequate response plans, and avoid any passive or unexpected situations.

According to Pham Minh Toan, Deputy Head of the Economic Department of Cao Phong commune, the Can Thuong area is currently one of the areas with the highest risk of landslides in the commune. Over the past period, the local government has implemented many measures to minimize risks for residents, such as regularly monitoring landslide developments, posting warning signs, cordoning off high-risk areas with ropes, clearing waterways, and constructing temporary drainage ditches.

In addition, the locality maintains a standing force during the rainy and stormy season, ready to assist people in evacuating when dangerous situations arise. Disaster response plans based on the "four on-the-spot" principle are also fully prepared.

However, according to local leaders, these solutions are only temporary. In the long term, to ensure the sustainable safety of the people, building resettlement areas and relocating households from dangerous zones is the most urgent solution at present.

Based on this reality, the People's Committee of Cao Phong commune proposed the investment plan for the Can Thuong hamlet resettlement project to provide safe housing for households living in areas at risk of landslides.

According to the proposal, the resettlement area will cover approximately 4 hectares and will be equipped with essential infrastructure such as transportation, electricity, water supply, and other supporting facilities. The project is expected to provide new housing for 47 households with approximately 170 people currently living in landslide-prone areas. The total estimated investment is approximately 40 billion VND from the central government budget. In addition to infrastructure investment, the local authorities also requested approximately 9.4 billion VND in support for households to build houses in the new resettlement area. The estimated support level is approximately 200 million VND per household.

According to Mr. Hoang Minh Hieu, Chairman of the People's Committee of Cao Phong commune, most of the households subject to relocation are facing significant economic difficulties. Their income primarily depends on agricultural production, limiting their ability to secure new housing. Many families have only recently built their homes and are still repaying bank loans. Therefore, without appropriate support mechanisms, the relocation process and the stabilization of their lives in new homes will be very challenging.

Not only in Can Thuong hamlet, but landslides are also threatening the lives of people in Nhoi Trong hamlet, Cao Phong commune. Currently, 12 households with 51 people are located in the dangerous area and need to be relocated to ensure their safety. For this area, the local authorities propose building a resettlement area of ​​approximately 0.4 hectares with a total estimated investment of about 20 billion VND.

According to a report from the People's Committee of Cao Phong commune, following a field survey and assessment by specialized agencies, on May 25, 2026, the Vice Chairman of the People's Committee of Phu Tho province, Dinh Cong Su, issued a directive instructing the People's Committee of Cao Phong commune to urgently prepare a report proposing the investment policy for the Can Thuong hamlet resettlement project and the Nhoi Trong hamlet resettlement project for submission to the Provincial People's Committee for consideration and approval in accordance with regulations. This is considered an important step towards the early implementation of fundamental and long-term solutions to ensure the safety of the people in the face of increasingly complex natural disasters.

Chairman of Cao Phong Commune People's Committee, Hoang Minh Hieu, shared that while waiting for the projects to be approved and implemented, the locality continues to closely monitor areas at risk of landslides, proactively develop plans for evacuating residents, and mobilize emergency response forces when heavy rains occur.

For the people of Can Thuong hamlet, their greatest hope now is not just temporary evacuations whenever storms occur, but a safe new place to live, work, and develop their economy with peace of mind.

With the 2026 rainy season approaching, cracks on the hillsides remain, and the risk of landslides is ever-present. The early implementation of resettlement projects and the handling of dangerous landslide areas not only fulfills the legitimate aspirations of the people but is also an urgent requirement to protect their lives and property, contributing to the stability of their lives and ensuring social security in the area.
