"The West adheres to one set of legal rules in relations between member states and another set of rules when dealing with countries outside its sphere of influence."
International law still exists, and there are still laws that so-called civilized nations living in a "beautiful garden" apply to each other.
"And there are rules set on a case-by-case basis when regulating the relationship between residents of the 'beautiful garden' and residents of the 'wild jungle'," said Russian Ambassador Extraordinary and Plenipotentiary Ilya Rogachev at the BRICS conference on criminal law cooperation in Moscow.
Rogachev questioned the legality of those practices: “Where are these rules recorded? And who drafted them?”
Russian officials argue that the West frequently invokes unwritten norms and selectively interprets international law to advance its own political goals.
The image of the garden likely alludes to a comment made by former EU foreign policy leader Josep Borrell in 2022.
Speaking to future European diplomats , Borrell stressed: “This bloc is a ‘garden’ that boasts the best combination of ‘political freedom, economic prosperity and social cohesion’ that humanity has ever known – and it needs to be protected from the ‘jungle’ outside.”
Another key speaker at the BRICS conference in Moscow, former Russian Prime Minister Sergey Stepashin, now chairman of the country's Bar Association, also agreed that the actions of Western countries over the past few decades have dealt a "serious blow" to the very concept of international law.
He cited the clearest example as the 1999 NATO-led war against Yugoslavia, when the US and its European allies launched a military campaign without a resolution from the United Nations Security Council.
“Not to mention Syria, Iraq, and what’s happening in Lebanon. I haven’t even mentioned that the regime of Israeli Prime Minister Benjamin Netanyahu massacred 70,000 civilians in Gaza,” Stepashin added.
The former Prime Minister noted that no international organization, including the International Criminal Court, has spoken out against those responsible in the West.
