Many establishments are willing to rent motorbikes to tourists, especially foreign tourists, with very simple procedures.

With its pristine beauty and winding road system traversing mountains, forests, and the sea, Cat Ba (Cat Hai Special Economic Zone) is an attractive destination for both domestic and international tourists. To explore the island's routes independently, many tourists choose to travel by motorbike or scooter. Responding to this demand, several individuals, businesses, and accommodations here offer self-drive motorbike and scooter rental services.
However, not all tourists are legally permitted to operate motorcycles or motorbikes in Vietnam. Furthermore, concerns about the technical safety of rental vehicles are also growing.
Although it's not the peak summer tourist season, motorbike and scooter rentals remain quite active daily in Cat Ba. Most of the customers are foreign tourists and young people from various provinces and cities.
At one motorbike rental shop, the rental price ranges from 100,000 to 150,000 VND per day, depending on the type of motorbike. When asked about the procedures, the owner said that only a deposit and a photo of the citizen's ID card are required for Vietnamese customers or a passport for foreign customers. When asked about driver's licenses, the shop owner admitted: "If we enforce the regulations regarding driver's licenses, it would be difficult for foreign customers to rent motorbikes."
Not only in Cat Ba, but motorbike rental services in the inner city of Hai Phong are also thriving, concentrated around Hai Phong Train Station and streets such as Luong Khanh Thien and Cau Dat (Gia Vien ward), mainly serving young tourists who come to Hai Phong to experience "food tours".
According to the owner of a shop on Luong Khanh Thien Street, on weekends, customers need to book 2-3 days in advance to get a motorbike. The rental procedure is also very simple, requiring only a citizen's ID card and payment of the rental fee. Notably, some individuals openly advertise motorbike rental services (over 50cc ) in Hai Phong without requiring the renter to have a driver's license.

Entrusting a vehicle to someone who is not qualified to drive is a violation of the 2024 Road Traffic Safety Law, posing a high risk of accidents and directly threatening the lives and health of the driver and other road users.
Closing 'loopholes' in service management operations
Recently, several traffic accidents involving tourists driving motorbikes and scooters have occurred in Hai Phong, including those involving foreigners.
A typical example is the serious traffic accident that occurred on the afternoon of May 31, 2025, on the cross-island road, at the Chà Chà bend, in Lien Hoa village, Tran Chau commune (formerly), now Cat Hai Special Economic Zone, resulting in one fatality. The victim was Mr. Hwang JaeWon (born in 1989, South Korean nationality), who was driving a motorcycle and caused the accident himself due to lack of attention and failure to control his speed.

Traffic Police Station No. 4, City Police, is conducting awareness campaigns to encourage business owners to commit to operating their vehicle rental services in accordance with regulations.
Lieutenant Colonel Vu Tho Tiep, Deputy Head of Traffic Police Team No. 4, Traffic Police Department, City Police, said that after reviewing the situation, the Cat Hai Special Economic Zone has 6 businesses providing motorbike rental services with approximately 150 motorbikes and scooters. In addition, there are a number of small-scale accommodation establishments that rent out motorbikes with 1 or 2 vehicles, directly serving guests staying at the establishment.
Following the directives of the City Police, the Traffic Police Department launched a comprehensive inspection of vehicles, conducted awareness campaigns, checked compliance with traffic regulations by vehicle owners, and strictly dealt with violations such as driving without a license, driving under the influence of alcohol, etc.
In addition, the Traffic Police Department is stepping up its propaganda efforts and requiring owners of motorbike rental services to commit to complying with the regulations of the Law on Road Traffic Safety. Accordingly, each owner commits to regularly checking the technical safety of rental vehicles, ensuring that there are enough helmets for renters, and resolutely refusing to rent vehicles to people without a driver's license.
From the perspective of supervising cases and receiving reports of wrongdoing, the representative of the People's Procuracy of Region 4 stated: Before the administrative management model was changed, the management of motorcycle rental services in the former Cat Hai district was lax. Inspections and guidance were not frequent, and the legal awareness of some business owners was limited. This led to violations of legal regulations in the operation of self-drive motorcycle rentals.
Following the establishment and operation of the two-tiered local government system, the People's Procuratorate of Region 4 requested the People's Committee of Cat Hai Special Zone to direct its specialized departments and divisions to strengthen propaganda, training, and guidance for individuals, organizations, and households providing motorbike rental services, as well as tourists, especially foreign visitors, to ensure they understand the relevant legal regulations regarding motorbike rental conditions and participation in traffic in Vietnam.
At the same time, it is required to review and strictly manage motorcycle rental activities, ensuring that business registration and licensing are in accordance with regulations and that commitments are signed to not hand over vehicles to unqualified drivers.

Currently, Cat Ba is a key tourist destination with a large number of international tourists, and other tourist spots in the city will continue to attract more visitors. Motorbike and scooter rental services are suitable to meet the transportation needs of tourists exploring the beauty of Hai Phong, but they must comply with the law.
The existence of loopholes in the management of motorcycle rental services poses a potential risk to traffic safety. Therefore, tightening management, along with disseminating legal information, is an urgent requirement for this type of service.
