Implementing the EC's recommendations on fishing vessel management, Quang Ninh province is always aware of the importance of combating IUU fishing and considers it a crucial task. The province continues to lead and direct the rigorous and effective implementation of central government directives, especially focusing on resolving existing shortcomings and ensuring the completion of IUU-related tasks in the area. The entire province continues to launch a comprehensive crackdown, addressing cases of expired vessel registration and cases of VMS (Vehicle Monitoring System) disconnection for more than 6 hours (if any), with the Department of Agriculture and Environment as the lead agency responsible for organizing and managing the implementation to ensure these fishing vessels cannot participate in fishing activities.
As of December 23, 2025, Quang Ninh province has 4,101 fishing vessels with a length of 6 meters or more that have been fully registered, reviewed, and updated on the national fisheries database system Vnfishbase, achieving a 100% rate. The province has also completed the cleaning of fishing vessel data and updated information for 100% of vessel owners on the Vnfishbase and VNeID management systems. All fishing vessels currently subject to inspection are strictly managed and have been granted fishing licenses in accordance with the law, ensuring that there are no longer any "off-book" fishing vessels in the province.

Along with strengthening management of fishing fleets, the province is also promoting the registration of aquaculture vessels and other service vessels as stipulated in Circular No. 05/2025/TT-BNNMT of the Ministry of Agriculture and Environment . To date, 245 aquaculture vessels and other service vessels in the province have been inspected, assigned management plates, and guided on registration procedures.
Mr. Nguyen Huu Tung, the owner of a fishing vessel serving aquaculture in the Hon Ong Cu area, Cam Pha ward, said: "In November last year, we were Officials from the Fisheries Management Department, the Sub-Department of Sea, Islands, Fisheries and Fisheries Inspection of Quang Ninh Province guided and assisted us with the procedures for registering our vessel, so we are very pleased. Now that the vessel has been issued a license plate and has registration and inspection documents, we feel more secure when traveling and transporting farmed seafood at sea.

In recent years, Quang Ninh province has proactively reviewed, reorganized, and restructured its fishing fleet, aiming to rapidly reduce fishing vessels and strongly shift towards aquaculture and marine tourism and service industries. To date, the province has planned 45,000 hectares of water surface for aquaculture development and implemented the conversion of 766 fishing vessels from fishing to aquaculture and other occupations, creating new livelihoods for approximately 2,240 workers. The allocation of sea areas has been accelerated, with 80% of individuals needing to engage in aquaculture being allocated sea areas, prioritizing those converting from fishing to aquaculture, contributing to stabilizing the lives of fishermen and reducing pressure on fishing operations at sea.
Mr. Do Dinh Minh, Head of the Department of Marine, Islands, Fisheries and Fisheries Inspection of Quang Ninh province, said: In managing fishing vessels and fishing operations, the unit has promoted the application of digitalization, from registration and licensing to monitoring seafood production at ports. Currently, 100% of the province's fishing vessels have been digitized on the Vnfishbase system, and the offshore fishing fleet is 100% monitored by the VMS system, ensuring strict, transparent, and compliant management.

With efforts in managing the fishing fleet, it is estimated that by the end of 2025, the total aquatic product output of the province will reach 181,397 tons. This represents 102.3% of the plan, an increase of 9.2% compared to 2024. Of this, the total seafood catch in the province alone accounted for 78,926 tons.
