According to a report from the People's Committee of Nam Tu Liem District, Tay Mo Ward has a rapid rate of urbanization, with a population of approximately 70,000 people, mainly residents of the Vinhomes Smart City urban area. However, it only has two primary schools: Tay Mo and Ly Nam De. In the 2023-2024 school year, Ly Nam De Primary School had nearly 1,500 students, while Tay Mo Primary School had 46 classes with 2,472 students.
To alleviate the burden on Tay Mo Primary School, Tu Liem District developed a plan to split the school into two primary schools: Tay Mo and Tay Mo 3, which has been completed. These are public schools built with public investment from the district.
At the time of enrollment for the 2024-2025 school year, Tay Mo 3 Primary School had not yet completed its administrative structure. Therefore, the District People's Committee directed Tay Mo Primary School to carry out enrollment for Tay Mo 3 Primary School as well.
Parents waited at Tay Mo 3 Primary School on August 21st, hoping to receive explanations and have their children admitted to the school.
Specifically, the total enrollment quota for Tay Mo 3 Primary School according to the designated zones is 400 students, including residential groups 7, 8, 9, 10, 11, 12 and buildings that have not yet established residential groups in the Vinhomes Smart City urban area; after the enrollment period ends, the quota will be 460 students; the enrollment process ensures compliance with regulations, schedules, and target groups according to the designated zones.
After the separation, the remaining number of students at Tay Mo Primary School is 1,791, and at Tay Mo 3 Primary School is 1,111.
According to statistics, there are 460 applications to transfer to Tay Mo 3 Primary School from students in grades 2, 3, 4, and 5 from neighboring schools. Ly Nam De Primary School has 233 transfer applications. In addition, there are students from other provinces and districts who have recently moved to live; and students who did not register but saw that the school had completed its enrollment process and also applied to transfer from other places...
The proposed solution is to "raise awareness among the people."
The People's Committee of Nam Tu Liem District also proposed a solution: to educate the public about Tay Mo 3 Primary School being a public school for children in the ward. After splitting grades 2, 3, 4, and 5 and enrolling new grade 1 students, the total number of students is 30 classes with 1,111 students, exceeding the quota (30 classes with a maximum of 1,050 students).
Parents 'besiege' school because their children don't have a place: reviewing and categorizing 460 application preferences.
All students (grades 2, 3, 4, 5) separated from Tay Mo Primary School and newly enrolled (grade 1) are students residing in Tay Mo Ward according to the designated enrollment area (belonging to residential groups 7, 8, 9, 10, 11, 12 and buildings without established residential groups in Vinhomes Smart City urban area, Tay Mo Ward).
First-grade students were admitted according to regulations, targeting the correct students based on assigned zones, with a registration quota of 400. However, due to rapid population growth, the enrollment exceeded the quota by 60 (resulting in a total of 460 first-grade students divided into 13 classes). Those who did not submit applications within the specified timeframe were considered to have no interest.
The District People's Committee also collects information and aspirations to compile and classify the subjects, statistically record the number, report to the leadership, and advise on solutions in accordance with current regulations.
This morning, August 22nd, the leaders of the Hanoi Department of Education and Training also stated that they have requested the Nam Tu Liem District Department of Education and Training to advise the district leaders to research and organize a plan to ensure the legitimate educational rights of students in accordance with regulations.
At the same time, we will strengthen information dissemination and encourage parents to understand the regulations of the education sector, so they can confidently prepare the best conditions for their children to enter the new school year 2024-2025.
