During the implementation of the national target program for building new rural areas, the province has always focused on innovating its approach, with digital transformation being considered a breakthrough solution to improve efficiency in management, administration, and the production and business activities of the people. In reality, the application of digital technologies to rural life not only helps reduce production costs and increase economic efficiency but also opens up opportunities to access new markets and improve the quality of agricultural products, especially OCOP products. This contributes to building new rural areas in a smart, modern, and sustainable direction.

As a mountainous area, to implement digital transformation in building new rural areas, Dakrong district has established 13 community digital technology groups (CNSCĐ) at the commune level and 71 CNSCĐ at the village level, comprising 564 members, with the youth union as the core.

Currently, the grassroots organizations in the district are carrying out extensive information and propaganda activities on the Party's guidelines and policies, and the State's laws and regulations on digital transformation to households and people.

At the same time, we will promote and guide people to install and master the skills to use basic digital platforms and applications such as: electronic personal identification, social insurance, electronic health records, and accessing public services on the provincial and national public service portals...

In addition, the provincial and district post offices have supported the listing of the district's agricultural products on e-commerce platforms such as Vosco and Postmart. The products listed on these e-commerce platforms are key products and OCOP-certified products, diverse in design and packaging, and complying with regulations on labels, tags, and product traceability, thus gaining the trust of customers.

By the end of 2024, people's online activity had seen growth in both the number of users and the duration of use. Community-based digital transformation teams at the commune and village levels, especially the core youth union force, organized guidance for people to install and use digital services to meet essential needs such as healthcare, education , social policies, and epidemic prevention, promoting cashless payments through digital platforms. Overall, through the dissemination of information about digital transformation, people have begun to familiarize themselves with the concept of digital transformation and are gradually installing and using smart applications to serve their work and lives.

To implement digital transformation in rural development, aiming towards building smart rural areas, 100% of officials, civil servants, and public employees in Vinh Linh district have received training and knowledge enhancement on digital transformation, ensuring the effective application of digital platforms and the exploitation of digital data in state management and public service provision across all sectors and levels.

The locality has also built and operated a three-level interconnected online meeting system, and implemented a paperless meeting system in the direction and management process of the District People's Committee. 100% of administrative procedures have been implemented as online public services...

In addition, communes and towns in the area have established 18 community-level digital transformation teams and 149 village-level community-level digital transformation teams. Members of these teams in communes, towns, villages, and residential areas have actively disseminated the Party's guidelines and policies, the State's laws and regulations on digital transformation, and the district's digital transformation projects and plans to households and people in villages and residential areas.

The official email system continues to be implemented synchronously and systematically in all state agencies in the district. The percentage of civil servants and public employees in the district who have been provided with official email accounts has reached 100%; the percentage of civil servants and public employees who regularly use email in their work is over 95%... Online public services are widely disseminated. The one-stop service centers of the District People's Committee and the People's Committees of communes and towns have received investment for upgrading and equipping facilities to serve citizens and businesses...

Implementing digital transformation in rural development, localities in the province have now been connected to high-speed internet, creating favorable conditions for people and local authorities to access and apply digital technology. Administrative reform has been accelerated with the synchronous deployment of electronic document management systems, digital signatures, and online public services in communes. In addition, in localities such as Hai Lang, Vinh Linh, Gio Linh, Cam Lo, etc., many production households and cooperatives have proactively brought their products to e-commerce platforms such as Postmart and Voso.

Many of the province's distinctive agricultural products, such as turmeric starch, pepper, organic rice, and honey, have reached consumers nationwide through online platforms. The province has also coordinated the organization of digital skills training courses for its residents.

This helps people become familiar with cashless payments and access information on agriculture, health, education, etc., via smartphones, gradually forming a digital lifestyle. The province is also implementing the smart commune model in several localities with solutions for managing production, security, and order through the application of digital technology. This is a crucial step in realizing the goal of building modern rural areas, linked to harmonious urban development.

With the determination of the entire political system and the consensus of the people, the digital transformation process in building new rural areas in Quang Tri is gradually yielding clear results. This will be a solid foundation for the province to move towards the goal of building smart new rural areas, improving people's lives and developing the rural economy in a sustainable and modern direction.
