Deteriorating equipment
Hai Ba Trung district currently has 62 public schools, 29 non-public schools, and 81 private independent preschool classes. By 2024, the city's target for the district is to have 2 newly recognized schools and 12 re-recognized schools that meet national standards.
However, according to the Head of the District Finance and Planning Department, Do Phuong Nga, through a review in the first quarter of 2024, it was found that 1 preschool, 2 primary schools, and 5 secondary schools have equipment that does not meet the requirements for new recognition and re-recognition and need to be invested in and upgraded.
Among them, one school that needs to be newly recognized is Quynh Mai Primary School. Although it has completed renovation and added floors in 2023 with spacious facilities and additional functional rooms, the equipment of the entire school and these rooms do not meet standards, especially the land area for building the school does not meet the needs of daily activities.
With 7 schools needing re-accreditation, all of which were renovated in 2021 - 2023, some of the equipment is no longer usable, such as tables, chairs, cabinets, outdoor and indoor toys, etc. Some equipment needs additional investment: computers, printers for teaching or in computer rooms; touch screen TVs for classes and subject rooms; Led screens for outdoor stages, school gates, etc. Therefore, investing in equipment to meet National standards in 2024 for these schools is also extremely urgent.
Nearly 199 billion VND invested in standard service
In response to the needs of schools, at a recent thematic session, the Hai Ba Trung District People's Council passed two very important resolutions for the education and training sector. That is the Resolution on approving the policy of "Investing in equipment to meet national standards in 2024", with a scale of investment in purchasing equipment for 8 public schools, serving to meet standards in 2024, ensuring design standard requirements, including: newly recognizing 1 school (Quynh Mai Primary School) and re-recognizing 7 schools (Hoa Hong Kindergarten, Le Ngoc Han Primary School, Ha Huy Tap Secondary School, Quynh Mai Secondary School, Vinh Tuy Secondary School, Trung Nhi Secondary School, Le Ngoc Han Secondary School).
At the same time, the Resolution on approving the investment policy of the project "Procurement of minimum teaching equipment for grades 5 and 9 for the 2024-2025 school year" for public primary and secondary schools in the area.
“The District People's Committee is the investor, assigned to the District Construction Investment Project Management Board for management. These two projects will be implemented in 2024 - 2025 from the district budget, and are extremely important for socio -economic development, contributing to improving the quality of education in the area" - Standing Deputy Secretary of the District Party Committee Tran Quyet Thang affirmed.
Implementing the resolutions and "Project on arranging facilities and enrollment zoning at public schools to meet the goal of building national standard schools in the period of 2021 - 2025" of the District Party Committee, the District Construction Investment Project Management Board has coordinated with units to urgently set up projects, actively invest in construction, renovation, repair, and purchase equipment to build standard schools;... The total investment this year is expected to reach over 198 billion VND.
In particular, the project to renovate and repair 6 schools alone has a total investment of more than 161 billion VND. Along with that is the implementation of equipment procurement packages for 5 secondary schools, 2 primary schools, 1 kindergarten and a minimum teaching equipment procurement package for grades 5 and 9 at 19 primary schools, 15 secondary schools, and vocational education and continuing education centers.
According to Deputy Director of the Hai Ba Trung District Construction Investment Project Management Board Ngo The Anh, to implement these projects, since the beginning of the year, the district has organized the renovation and repair of 5 schools to ensure facilities meet national standards by 2024 (Trung Hien Primary School, Ngo Quyen Primary School, Tay Son Primary School, Tay Son Secondary School, Vinh Tuy Kindergarten); renovated and expanded the Vocational Education - Continuing Education Center and Trung Hien Primary School, Nguyen Phong Sac Secondary School; built Vo Thi Sau Primary School, Anh Sao Kindergarten, Campus 2; renovated and repaired Sao Sang Kindergarten, Dong Tam Primary School, Le Van Tam Primary School.
“All projects are on schedule, but with only 1 month left until the start of the 2024-2025 school year, we have asked contractors to speed up construction so that local children can welcome the new school year in time,” said Mr. Ngo The Anh.
In the 2021 - 2025 term, the People's Committee of Hai Ba Trung District has completed many projects to meet the rapidly increasing number of students, including projects to build new schools or renovate and upgrade schools, contributing significantly to the addition of schools, classes, and classrooms. We will continue to coordinate with departments and branches to report to the City to assign the District People's Committee to invest in high schools according to the plan.
