Proposal to thoroughly handle violations at the Capital Youth Park

Recently, the Hanoi People's Committee has issued a Report responding to the petition of Hoang Mai district voters (attached with document 3405/UBND-TH dated October 13, 2023) related to the progress of handling violations at the Capital Youth Park.

Accordingly, regarding the violations at this park, the city inspectorate issued Comprehensive Inspection Conclusion No. 1676/KL-TTP(P5) dated April 23, 2020. In 2023, the City People's Committee issued many documents directing the complete handling of violations.

Of the total 14 constructions and construction items violating the regulations in this park, 9 constructions and construction items violating the regulations are not in accordance with the approved planning, including: Queen Bee Restaurant; Hanoi Youth Investment and Service Company Limited office building; International Labor Cooperation Center office building; 2 outdoor tennis courts; mini soccer field; mini soccer field service house; 7/17 cases of re-encroachment in the northeast corner of the park; 3 day-night motorbike parking spots; and a temple.

In addition, 4 construction works and construction items are not in accordance with the approved planning scale or the granted construction permit, including: the roof of 4 outdoor tennis courts; the Cung Xuan outdoor theater with roof; the floating house in the middle of the lake; the outdoor swimming pool. The park also has 01 construction that misuses the basement of the 1,500-seat gymnasium.

Hai Ba Trung District has not yet finished handling the illegal constructions at this park.

The City People's Committee said that Hai Ba Trung District has established a case file to handle violations of 10 projects including: Covered roofs of 4 outdoor tennis courts; Cung Xuan covered outdoor theater; floating house in the middle of the lake; outdoor swimming pool; temple; International Cooperation Center; Hanoi Youth Service Company Limited office building; mini soccer field service building; Queen Bee restaurant.

Hai Ba Trung District also completed the handling file for the constructions used for the wrong purpose in basement 1, 1500-seat gymnasium and 7/17 cases of re-encroachment in the northeast corner of the park. Hai Ba Trung District People's Committee directed the units to make a plan to handle the violating construction items in 2 phases. Phase 1 includes 4 constructions, phase 2 is the remaining constructions.

Up to now, the units managing the violating constructions have proactively fixed and handled the violations of 8/14 violating construction items, 03 constructions are being dismantled including: Queen Bee Restaurant, Xuan Palace, outdoor swimming pool. The remaining 03 items include: Temple; Basement 1, 1500-seat gymnasium; 7/17 households in the Northwest area of the park are implementing according to the guidance of the city's departments and branches.

On February 27, 2023, the People's Committee of Hai Ba Trung District issued Decision No. 340/QD-UBND approving the estimate and plan for selecting a contractor to perform the task of preparing the Adjusted Detailed Planning of the Capital Youth Park at a scale of 1/500 and assigning the District Construction Investment Project Management Board to implement it.

On August 23, 2023, the City People's Committee issued Decision 4200/QD-UBND assigning Hai Ba Trung District to organize the preparation and adjustment of the overall detailed planning at a scale of 1/500 for this park. Currently, Hai Ba Trung District People's Committee is continuing to closely coordinate with the city's departments, branches, and related units to implement the directions of the City Party Committee and the City People's Committee on the implementation of the Inspection Conclusion and planning adjustment so that in the coming time, the project can soon be deployed to serve the people.
