Providing the right “fishing rod” to effectively reduce poverty in central urban areas

(Baohatinh.vn) - Sewing machines, computers, sugarcane juicers... have helped many poor and near-poor households and people with disabilities in Thanh Sen ward (Ha Tinh) create stable livelihoods and integrate into the community.

Located deep in lane 25, Tran Phu street (residential group 2 Tran Phu), the house of Ms. Tran Thi Tham's family is simple and humble. She and her husband are a poor family, without stable jobs. At the end of 2024, the National Target Program for Sustainable Poverty Reduction supported the family with a sewing machine, worth 5,250,000 VND, helping her have a regular job and generate income.

With a modern sewing machine, Ms. Tham can now receive sharp processing orders, creating steady jobs and improving income.

Ms. Tran Thi Tham said: “I have been sewing for a long time, but due to difficult circumstances, I do not have money to invest in machinery to do the job professionally. I can only accept clothing repairs, with low income, while my husband works as a construction worker, and our income is not enough to cover the education of 3 children and an elderly mother. With the attention of the local government, I was supported by the National Target Program for Sustainable Poverty Reduction with an automatic sewing machine, which greatly improved my income and living standards. Currently, from receiving sewing orders for establishments, I have regular, steady orders, earning about 4.5 - 5 million VND/month.”

In 2024, Tran Phu Ward (old) proposed to support livelihoods for 9 households that are poor, near-poor, have escaped poverty in less than 36 months and people with disabilities with a total capital of 96.2 million VND. Not only helping the disadvantaged have more "fishing rods", the livelihood support program also kindles in them a belief that they will not be left behind and strive to integrate into the community.

With a computer from the National Target Program for Sustainable Poverty Reduction, Mr. Quang Linh focuses more on building channels on digital platforms, both to satisfy his passion and to create more opportunities to earn income.

Mr. Le Quang Linh in residential group 2 Tran Phu is disabled, with contracted limbs, difficulty in walking and communicating. He always has the will to overcome his fate and become an artist with many works that have won many major awards. Continuing to support his determination, the capital from the National Target Program for Sustainable Poverty Reduction supported a computer to serve his work development and help him expand his job channels. "With a new computer, I focused on building a youtube channel, both opening up connections for my passion and learning about another income channel. After only participating for a short time, I now have 3-4 channels that are developing well. Providing a livelihood that suits my needs has helped me develop and discover more of my own abilities, helping me be more confident to integrate into the community" - Mr. Le Quang Linh confided.

Along with the model of donating sewing machines and computers, in Thanh Sen ward there are also other poverty reduction livelihood models such as chicken raising projects, automatic sugarcane juicers... suitable for jobs in each urban area. Ms. Nguyen Thi Thanh Huyen (TDP 9 Nam Ha) said: "My family is a near-poor household, with difficult economic conditions. After receiving support for the automatic sugarcane juicer, my husband and I also tried to learn more to combine business with my younger brother selling snacks. Because the business area is not favorable, partly because I and my children are sick and the business is seasonal, the income is not high. However, having means of production is a valuable asset for poor households like us to create a livelihood."

Unlike rural areas, Thanh Sen ward has a high population and urban area ratio. Although the number of poor households is not high, currently there are only 160 poor households and 298 near-poor households, the multidimensional poverty level is always present, from jobs, income to other services... The capital and livelihood support models, although not large, come at the right time and place, which is a support arm for each household and vulnerable group to stand firmer in life.

The Party Committee and People's Committee of Thanh Sen Ward always pay attention to taking care of poor households, near-poor households, and vulnerable groups in the area.

After implementing the operation of the two-level government, the People's Committee of Thanh Sen Ward regularly pays attention to sustainable poverty reduction, reviews and fully updates the list of poor and near-poor households according to new standards; visits and gives gifts to disadvantaged families, poor and near-poor households, and vulnerable groups; calls for and mobilizes resources to support overcoming the damage of storms No. 5 and No. 10, not leaving anyone alone; launches "Month for the poor"... In addition, continues to support livelihoods, employment, and preferential credit. In particular, the livelihood support model targets the trade and service sectors, suitable for the nature of the urban economy; at the same time, creates conditions for the models to develop and gradually participate in the general development chain of the ward.

Ms. Nguyen Thi Phuong Huyen - Specialist of the Department of Economics - Infrastructure and Urban Areas said: "Currently, the department is focusing on reviewing and updating the list of poor, near-poor households, and households that have escaped poverty in less than 36 months. To ensure good disbursement of the program's capital and bring the livelihood model to the people early, we also carry out the application procedures and propose the ward to implement the livelihood project. In the immediate future, this year we will focus on supporting the automatic sugarcane juice machine project; in the long term, we are researching and proposing new models such as supporting motorbikes to help people drive to transport goods and service vehicles to create a more sustainable livelihood... with the goal of bringing what people need, suitable to their capacity and at the right time to further spread the humanistic value of "no one is left behind" of the program".

Along with supporting livelihood models, the ward will focus on training, education, and providing information to people to change their thinking, promote internal strength to escape multidimensional poverty, and build a stable life. The central ward strives to reduce the average multidimensional poverty rate by 0.2% in the 2026-2030 period.
