
The loudspeaker cluster was installed in Loi Bac commune from the capital of the Information Poverty Reduction Sub-project in 2023.
The sub-project on poverty reduction in information aims to support poor households, near-poor households, newly escaped-poverty households, disadvantaged areas, border areas... with support contents such as: Improving capacity for information and communication officers ; establishing public electronic information clusters to serve information and foreign propaganda at border gates; supporting the maintenance and operation of public information service points at public postal service points to serve people's access to information; strengthening facilities for commune radio stations; enhancing essential information content for society.
To implement the Sub-project, relevant levels and sectors have implemented many specific solutions. Ms. Le Hai Yen, Deputy Director of the Department of Culture, Sports and Tourism, said: To implement the Sub-project, the unit has advised the Provincial People's Committee to issue an implementation plan as well as related directive documents; conducted a review, survey, and assessment of the contents of the Sub-project such as: capacity of information and communication staff; infrastructure of commune radio stations, public postal service points to have a basis for implementation, especially in communes with particularly difficult socio -economic conditions... On that basis, the department has developed 11 documents guiding relevant units to implement specific contents of the Sub-project on information poverty reduction.
Under the direction of the Provincial People's Committee and related departments and branches, the communes in the area also quickly started implementing the sub-project. Mr. Chu Manh Dung, Vice Chairman of Loi Bac Commune People's Committee, said: To implement the information poverty reduction sub-project, in previous years, the Commune People's Committee coordinated with related units to review and assess the current situation as well as the specific requirements of the sub-project. Since then, in 2023, the old San Vien commune (now Loi Bac commune) has invested in installing a new radio station system and 8 loudspeaker clusters in the villages in the area. The installed loudspeaker system has contributed to providing extensive information to the people.
Ms. Nong Thi Tiep, Hop Nhat village, Loi Bac commune said: In 2023, the village installed a loudspeaker system. The loudspeaker system has helped my family and many other households learn more useful information in all fields. This includes content related to poverty reduction, effective economic development models, suitable for the practical conditions in the village. From there, it helps people in the village improve their knowledge, gradually reducing poverty effectively. Currently, the whole village has 7/118 poor households and 1 near-poor household.
Similar to Loi Bac commune, from the capital of the Information Poverty Reduction Sub-project, Hong Phong commune is equipped with facilities to serve information and propaganda work. Mr. Hua Thanh Huan, Deputy Director of the Hong Phong Commune Public Administration Service Center (former Vice Chairman of the People's Committee of the old Minh Khai commune) said: In 2022, the old Minh Khai commune invested in installing 6 loudspeaker clusters. In addition, the commune is supported to maintain and operate the public information service point. Thereby helping people access more useful information to apply in daily life and production development.
Along with the above 2 communes, the implementation of the Sub-project on Poverty Reduction in Information in many other communes in the province has achieved positive results. In the period of 2021-2025, relevant units organized 13 training courses to improve capacity for over 1,200 grassroots information and communication officers in the province; established a new public electronic information cluster to serve information and foreign propaganda at border gates; supported the maintenance of public information service points in 7 communes; established new radio stations in 26 communes with 175 loudspeaker clusters; upgraded and repaired 182 loudspeaker clusters; produced new multimedia communication products to provide essential information to people... Thereby, supporting poor households, near-poor households, newly escaped poverty households, people living in difficult areas to use telecommunications services, access information, and reduce information poverty; Improve the capacity and efficiency of grassroots information systems; increase access to essential information for the community...
The results achieved in implementing the Information Poverty Reduction Sub-project have contributed to the overall poverty reduction results in the province. In 2024, the poverty rate in the province will be 3.36%, down 8.84% compared to 2021. In 2025, the poverty rate in the province is expected to decrease to 1.36%.
