- In the period of 2021-2025, implementing Decision No. 2222/QD-TTg dated December 30, 2021 of the Prime Minister approving the digital transformation program in vocational education (VET) to 2025, with a vision to 2030, Lang Son province has focused on directing the implementation of digital transformation in VET and achieved many practical results such as: changes in content, teaching and learning methods, promoting the application of information technology in management, teaching activities, teaching methods, testing and assessment in VET institutions. Thereby creating a breakthrough in quality, rapidly increasing the number of training, contributing to improving the quality of human resources with vocational skills.
Currently, in Lang Son province, there are a total of 859 vocational education managers, teachers, and vocational trainers, of which 450 are permanent teachers and vocational trainers (the permanent teaching staff mainly come from colleges, intermediate schools, and private vocational education centers), the rest are guest teachers.

To improve the quality of teachers and managers at vocational training institutions in the area, the Department of Education and Training has organized training courses to improve digital capacity, skills, and methods to apply AI appropriately and safely to manage and train in the digital environment. In particular, training courses for teachers of vocational training institutions to be trained in developing digital learning materials; encourage teachers to proactively research and update content on digital transformation in vocational training, thereby applying it appropriately to the assigned work.
Mr. Phung Chi Dinh, Deputy Head of the Department of Continuing Education and Vocational Education, Department of Education and Training (GD&DT), said: In recent times, vocational education institutions have proactively researched and used digital skills and AI application methods in management and training. However, the application of AI in work must ensure safety, efficiency and compliance with legal regulations. Therefore, the implementation of digital skills training courses and AI application in vocational education management and training is very necessary and useful for the team of managers and vocational education teachers. Currently, vocational education institutions in the province are exploiting and using the applications well and continuing to organize training courses to improve digital capacity, skills, and teaching methods for teachers and vocational education managers to deploy training in the digital environment.
In 2022, the Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to preside over and coordinate with Thanh Dat Youth Center and SAMSUNG ELECTRONICS Vietnam Co., Ltd. to implement the Samsung Innovation Campus project for the 2022-2023 school year (SIC technology talent development project) for over 60 teachers and over 1,000 students at vocational training institutions in Lang Son province. Through participating in SIC project training, learners are equipped with important knowledge and skills through lessons and projects that are closely based on reality, aiming at future solutions. Thereby, helping to shape learners' awareness of the labor market in the high-tech field.
In 2025, the Department of Education and Training organized 2 training courses to improve digital skills for about 120 trainees who are teachers and vocational education managers of colleges, intermediate schools, and vocational education and continuing education centers in the province. The training courses were organized in a direct format, with trainees directly practicing on personal computers on necessary digital skills and how to use AI to support work tasks, especially preparing presentation slides, building lesson plans, syllabuses, and simulations in training at all levels of vocational education, thereby contributing to improving digital skills and work efficiency.

Along with training, the deployment of infrastructure, platforms, equipment and digital learning materials has also received attention and achieved positive results. In the province, there are currently 16 establishments participating in vocational education activities. The establishments have implemented payment of tuition fees and educational service fees by non-cash payment methods, using online teaching software, assessment software, digital learning materials software, digital library software in a comprehensive and synchronous direction, connecting and exchanging data with school management software according to identification codes, effectively serving the organization and management of online teaching and learning activities, contributing to promoting the digital transformation of the unit. At the same time, organizing class observation and testing in the form of online; Develop plans and organize connected learning models to enhance exchanges and connections in teaching and learning, creating conditions for teachers, students and pupils at vocational education institutions in the province to exchange and learn with vocational education institutions inside and outside the province, thereby having the opportunity to grasp and improve knowledge and digital skills in management, teaching and learning at vocational education institutions.
Vocational training institutions update and develop training programs for vocational training sectors according to Circular No. 01/2024/TT-BLDTBXH dated February 19, 2024 of the Minister of Labor, War Invalids and Social Affairs , continue to review, edit, and compile training programs at all levels that integrate digital competencies, with training content suitable for digital transformation methods. In particular, training programs specializing in information technology and digital technology continue to be updated in accordance with the application of new science and technology. It is estimated that by the end of 2025, about 90% of the vocational training at college and intermediate levels will have output standards that integrate digital competencies. In particular, Lang Son College plans to integrate digital competencies into 15/15 vocational training sectors currently being trained at the school.

Along with that, vocational training institutions have developed output standards for intermediate-level training programs that integrate knowledge and skills related to digital technology, specialized software for digital capacity; training programs for Information Technology and Automation occupations are updated in accordance with the application of new science and technology. Develop electronic lectures for training occupations; increase the application of information technology in training programs. With the goal of moving towards digital government, the Provincial People's Committee has directed agencies and units to regularly review, update, and fully publicize administrative procedures (TTHC) under their jurisdiction; strengthen discipline, administrative discipline, and build office culture and civilization in state administrative agencies. In the field of vocational training, there are currently a total of 32 TTHC, all of which have been integrated into the National Public Service Portal.
In the period of 2021-2025, vocational training institutions in the province have applied information technology in enrollment and teaching management, learner information management, financial management, management of other training and research activities, other management systems have strongly digitalized records and management processes, improving the effectiveness of school administration; reviewing training programs to adjust and supplement training content to meet the needs of businesses.
Assessing the effectiveness of digital transformation at vocational training institutions, Mr. Dang Hong Cuong, Deputy Director of the Department of Education and Training, said: By 2025, the goals of: developing digital capacity for teachers and managers; innovating and developing training programs; infrastructure, platforms and digital learning materials; digital management and digital governance have basically met the targets set out in Plan No. 97/KH-UBND dated April 26, 2022 of the Provincial People's Committee to implement the Digital Transformation Program in vocational education for the period 2022 - 2025, with a vision to 2030. Along with that, strengthen the leadership and unified direction of all levels of management and the synchronous coordination between relevant departments and branches; encourage teachers and vocational education managers to proactively research, update and apply digital transformation content to their work.
The efforts and results of digital transformation in vocational education achieved in the 2021-2025 period are the driving force for Lang Son province to continue to set goals for the 2025-2030 period, focusing on continuing to disseminate and propagate the contents of Decision No. 2222 of the Prime Minister. At the same time, strengthen research and propose solutions to promote the digital transformation process in the province's vocational education sector; build and form a digital ecosystem for vocational education, meet the needs of learners and all people in the digital economy and digital society, step by step implementing to ensure the policies and orientations of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
