The delegates of the Quang Nam Provincial People's Council voted to approve the zoning plan (scale 1/2,000) for the Free Trade Zone associated with the Tam Hoa Port Area, Chu Lai Open Economic Zone.

The duty-free zone associated with the Tam Hoa Port Area and the Chu Lai Open Economic Zone covers an area of over 744 hectares. The planning area is designated as a duty-free zone according to Vietnamese law. The proposed functional zones are consistent with the Tam Hoa Port Area and the Chu Lai Open Economic Zone.

According to the plan, the land allocated for commercial and service purposes is 31.59 hectares; security land is 2.5 hectares; public land is 17.98 hectares; land for industrial production, warehouses, and ports is 488.91 hectares; green space is 93.12 hectares; and infrastructure land is 109.94 hectares.

Based on the overall planning and zoning, key areas are identified, comprising three zones. Specifically, Zone 1 is the central public service and commercial service area: this includes administrative buildings, commercial service facilities, hotels, etc. The buildings must not only be designed in a modern style but also carefully considered in terms of the combination of shapes and lines to create a modern architectural space that harmonizes with the natural landscape and reflects the distinctive image of a bustling and dynamic commercial area.

Zone 2 comprises industrial areas, warehouses, and docks, with the dominant space featuring large, low-rise buildings to suit their functions. The architectural complexes are concentrated and integrated in central areas, creating spatial focal points for the zone.

Zone 3 is the port and logistics zone, with the main space being the port area, port logistics, and logistics services.

In addition, there are landmark buildings identified within the overall design of the entire area, strategically positioned to achieve high efficiency in spatial organization.

Specifically, the commercial center complex in the northern area, adjacent to the Truong Giang River, is a landmark along the riverfront, situated on the main landscape axis of the northern area. The industrial park operations center is a landmark for the southern area, and the logistics center is a landmark for the port area in the eastern region.

The entire area is defined by two main directions: the western gateway connecting from the Tam Hoa urban area and the southern gateway, connecting to the Tam Hiep Industrial Parks, the Chu Lai - Truong Hai port and logistics area via the Tam Hoa - Tam Hiep wharf bridge. The southern gateway is a crucial connection route of the Tam Hoa Free Trade Zone with the Da Nang - Quang Ngai expressway, National Highway 1A, and with the future high-speed railway freight station.
