Quang Nam rises up with the nation.

Unlocking resources

After 27 years since its re-establishment, Quang Nam, once a predominantly agricultural and underdeveloped province, has risen to become a relatively developed province in Central Vietnam.

In 2024, the Gross Regional Domestic Product (GRDP) growth rate reached 7.1%; the size of the economy reached 129 trillion VND, 50 times larger than in 1997; and budget revenue increased 200 times compared to the first year after the province's re-establishment. Currently, Quang Nam contributes 18% of its budget to the central government and is among the 13 provinces and cities with the highest budget revenue.

The achievements made after 27 years since the re-establishment of the province serve as a foundation and premise for Quang Nam to confidently enter a new phase of development, in line with the general trend of the country. However, this "confidence" is further strengthened by the unique potential, position, and advantages of the homeland of "five phoenixes soaring together."

Its geographical location is extremely advantageous for connecting other parts of Vietnam and the world . Quang Nam is also the only province in Vietnam with two World Cultural Heritage sites, the My Son Sanctuary and the Hoi An Ancient Town, and the Cham Islands - Hoi An World Biosphere Reserve.

That includes the Chu Lai Open Economic Zone – Vietnam's first coastal economic zone, operating in multiple sectors and fields according to international practices. It also boasts diverse and abundant natural resources throughout most regions of the province.

It is a vast and unique tangible and intangible cultural heritage formed throughout the history of our homeland. And especially, it is the human resource of Quang Nam. The tradition of solidarity, the will to overcome difficulties, the unwavering resilience, the thirst for knowledge, the innovative thinking… are the endogenous resources and soft power that drive the sustainable development of the locality in the past, present, and future.

Breakthrough thinking

The targets set for Quang Nam province for the period 2021-2030 are an average annual GRDP growth rate of over 10%; and an average GRDP per capita of over US$7,500 by 2030. Looking ahead to 2050, Quang Nam aspires to become a centrally-governed city, making a significant contribution to the central budget; an important international tourism center of the country; and a crucial growth pole of the Central and Central Highlands regions.

The issue now is about mindset and action. We need breakthrough thinking and decisive action from the entire political system and the whole population. In our opinion, we should focus on a number of breakthrough solutions that transform nothing into something, difficult into easy, and the impossible into the possible, as follows:

Firstly , research should be conducted to develop a groundbreaking project called "Five Phoenixes Soaring Together." These five modern-day phoenixes, flying together, represent the five coastal localities of the province: Hoi An, Dien Ban, Duy Xuyen, Thang Binh, and Tam Ky City (including the Nui Thanh district which will be merged with Tam Ky City). The project will define the role, position, and trends of coastal and riverside urban areas in the Central Coast region in socio-economic development and national defense and security; develop coastal resort real estate in the Central Coast; and orient the development of coastal and riverside urban areas according to an ecological model. This will be linked to coastal industrial and economic zones such as Dien Nam - Dien Ngoc and Chu Lai. The "Five Phoenixes Soaring Together" project will connect two World Heritage sites with a bustling and prosperous coastal corridor.

The "Five Phoenixes Soaring Together" theme will also be showcased along the 125km coastline with five beautiful and famous beaches: Ha My (Dien Ban), Cua Dai (Hoi An), Binh Minh (Thang Binh), Tam Thanh (Tam Ky), and Bai Rang (Nui Thanh). These beaches should be transformed into seaside plazas, venues for festivals, outdoor entertainment, and diverse cultural activities ranging from traditional folk performances to modern international art shows.

When implementing the project, it is necessary to strengthen bilateral investment promotion with potential businesses; remove obstacles in the investor selection mechanism based on legal regulations, while still ensuring the quick selection of potential investors. On the other hand, it is not necessary to welcome "eagles" to build their nests; instead, we should immediately select "phoenixes" that are currently outstanding among the nearly 9,000 businesses investing effectively in the province.

The plan is to integrate all existing investment promotion and business support centers, including startup support centers, into Quang Nam University, operating under a business model; and to support the transformation of Quang Nam University into a startup university. This model will serve as a center for business development and innovative startups, acting as a driving force for the province's socio-economic development.

The new requirement for universities is that, in addition to training, they must also conduct research and innovate to create new technologies and business models that can solve socio-economic problems. Entrepreneurial universities are the best places to achieve this goal.

This is also a place for conducting research, developing new business models and technologies; promoting and realizing innovative ideas, contributing to solving pressing social problems, and becoming a pillar of the innovation system within the national innovation ecosystem.

Therefore , there needs to be a strong aspiration for digital transformation at all levels, sectors, the business community, and throughout society. The Provincial People's Committee and relevant departments and localities are constantly striving to develop, connect, share, exploit, and analyze data to serve digital transformation, the development of digital government, the digital economy, and the digital society.

Quang Nam needs a forward-thinking approach to digital transformation, focusing on building a single software platform to manage the province's socio-economic affairs. This would integrate all shared databases from various units and localities to serve the province's socio-economic management and meet the information needs of businesses and citizens.

With its virtual nature, ease of anonymity, and rapid spread, cyberspace has become a fertile ground for the spread of fake news and harmful information. To build resilience within the online community and gradually develop a "self-immunity" mechanism against fake news, harmful information, and erroneous and hostile viewpoints, in the coming period, all levels, sectors, and localities in the province will continue to leverage the power of the press and media by regularly disseminating and promoting positive information. This should be seen as a form of "community immunity" in cyberspace.

Fourth , we must promote the character and personality of the people of Quang Nam, particularly their tendency to "argue," which has become a "trademark" of this region. "Arguing" is a colloquial expression; in essence, it's a spirit of critical thinking. This character trait is strong and logically oriented, so while some may love it, others hate it, but it is a strength and advantage of the people of Quang Nam. The spirit of accepting new things, recognizing new ideas, and striving to implement them should be strongly promoted in this new phase.

Our country is entering a new era – an era of national resurgence with many new opportunities, new prospects, and new chances. Quang Nam always aspires to and has the conditions to become one of the leading localities in this journey.
